Over the last 20 years, Chattanooga has undergone major revitalization starting with the construction of the Tennessee Aquarium in 1992. The document proposes transforming underutilized spaces in downtown Chattanooga into the Miller Park District to continue this revitalization. The district would include renovating Miller Park, Miller Plaza, and Patten Parkway to create an open, inviting public space anchored by the waterfront to the north and the proposed district to the south. The goal is to leverage existing development in the Innovation District to boost the surrounding areas and quality of life in Chattanooga.

3. CHATTANOOGA’S REVITALIZATION began in 1992 with the construction of the
Tennessee Aquarium. Every Chattanoogan knows the story. A handful of community leaders and
organizations came together to breathe new life into our city's downtown and position Chattanooga as a
premier tourist destination. The Aquarium, followed by the 21st Century Waterfront, was a once in a
generation project -- one that's paid off in dividends over the last two decades.

21. Why here?
Why now? IMAGINE our downtown, anchored on the north by the Waterfront
and on the south by an open, inviting, bustling public space.
This is a rare moment in any city -- when the climate is just right for the
next big push. The Innovation District is in full swing, with companies
flocking to Chattanooga’s core to be a part of our burgeoning tech
sector. Cranes dot the skyline, building apartments for young talent who
want to walk to work and live in a dense, urban landscape. By unlocking
these underutilized public spaces, we will harness this energy and
position it to spill into neighboring sectors -- aiding in the rebirth of MLK
boulevard and strengthening the corridor to the Southside.
Chattanooga’s first renaissance occurred on the river, creating a
destination for locals and tourists alike. There’s no doubt Chattanooga’s
next renaissance will happen in the middle of our downtown, leveraging
existing activity to boost our quality of life. The creation of the Miller
Park District is a once in a generation opportunity that will establish
Chattanooga’s place in the 21st century.
