The Philippines’ main sources of water are rivers, lakes, river basins, and groundwater reservoirs. The longest and largest river, Cagayan River, discharges approximately 53, 943 million cubic meters of water annually. Its groundwater reserves are 47, 895 million cubic meters replenished by rainfall and seepage from rivers and lakes. The lakes are utilized mainly for fish cultivation. The four major groundwater reservoirs are in Cagayan, Central Luzon, Agusan, and Cotabato. There are 438 major dams and 423 smaller dams.

The main source of Metro Manila’s water supply are:
•Angat Dam
•Ipo Dam
•La Mesa Dam
The water from these dams are then processed
by the La Mesa and Balara Treatment Plants, which
converts it from a raw state to clean and potable
water.

• Maynilad is the private concessionaire that was awarded
the exclusive right to take over from the Metropolitan
Waterworks and Sewerage System (MWSS)
• It handles the water supply and sewerage operations in the
West Zone of Metro Manila.
• The West Zone comprises 60% of the MWSS service
population

WATER SOURCE
ANGAT DAM
The heart of the system. Which is a multi-purpose dam and is
intended for power, irrigation and water supply.
The Angat multi-purpose dam located in Norzagaray, Bulacan
has a capacity of 850 MCM with an operating level of 181 – 214M and
a low level outlet (LLO) at 101 m.

Angat watershed area, which is in the Northern tip of the Sierra
Madre Mountain ranges, has an area of about 62,000 hectares. An
additional 9 cubic meters per second (CMS) from the Umiray trans-
basin tunnel flows to Angat daily from the Umiray River.
ANGAT WATERSHED
LAGUNA LAKE
The Laguna Lake was identified in 2009 as an alternate water
source to Angat Dam. And in 2010, a state-of the-art treatment plant
was built in Barangay Putatan, Muntinlupa to make sure that water
drawn from the lake is fit for domestic consumption.

La Mesa Treatment Plant 1 is a conventional-type plant
with a maximum design capacity of 1500 million liters per
day (MLD). It was designed by American company Camp,
Dresser and Mckee.
Flows to four (4) kms through the 3.2M diameter pipe
to an underground reservoir at Bagbag, Novaliches, Quezon
City and distributed by gravity to Quezon City, Caloocan,
Manila, Malabon, Navotas, Pasay, Makati, Parañaque, Las
Piñas and Cavite.

La Mesa Treatment Plant 2 is a pulsator-type plant that has a design
capacity of 900 MLD. It was designed by Degrémont, a French
company recognized as a world specialist in water treatment plants.
While the other portion of the discharge, 92% of LMTP2 treated
water, flows through 2.2M diameter pipe to ARPS and is pump fed to
the following areas with high elevation portions of Novaliches,
Caloocan and Valenzuela through La Mesa Pumping Station, North A
Annex and North C Annex. Treated water from Putatan Water
Treatment Plant is supplied in Muntinlupa, Las Piñas and Parañaque.

To check the integrity of pipelines, gauging points are placed in
different areas in the distribution system. From the pumping stations,
water is distributed to the customers, an estimated population of 9.5
million through a network of pipelines:
• Primary
• Secondary
• Tertiary mains

to 3200mm and is broken down as follows:
• 583 km of primary mains (350 to 3200 mm diameter)
• 1038Kms. of secondary mains (200-300 mm diameter )
• 5,328 km of tertiary mains (<200 mm diameter)
Primarily, steel pipes ranging from 350 mm diameter to 600 mm
diameter are cement coated (inside lining), while those ranging from
750 mm to 2200 mm have asphalt lining.

There are 1127 monitoring points in the distribution network to
verify the quality of water produced both for surface and deep well
water supply. Central Laboratory performs regular examinations for
bacteriological, physical, and chemical analysis.
Compliance with drinking water quality standards is regulated
by the Department of Health (DOH), the lead agency tasked to
implement the Sanitation Code of the Philippines.

Treated water produced by Maynilad is intended for
general consumption by ingestion from drinking and food
preparation and other domestic purposes as well as for
commercial and industrial use. Conforming to standards set
by the latest edition of Philippine National Standards for
Drinking Water ensure that Maynilad’s water is safe and
potable to drink without further treatment or boiling by the
consumers.

Editor's Notes
The West Zone concession area , covers a total area of 540 km2 and consists of eleven cities, Caloocan, Valenzuela, Malabon, Navotas, Quezon City, Manila, Pasay, Parañaque, Las Piñas, Makati and Muntinlupa in Metro Manila as well as one city, Cavite City, and five towns, Imus, Bacoor, Rosario, Kawit and Noveleta, in Cavite province.
At the time of the privatization, there were only around 465,000 service connections in the West Zone. As of January 2019, Maynilad has installed a total of 1,411,702 water service connections covering more than 9.54 million people
The metro draws 97% of its raw water supply from the Umiray-Angat-Ipo system in Norzagaray, Bulacan, and this has been the only source for decades. And the remaining 3% comes from the Laguna Lake.
Maynilad, as the concessionaire for the West Zone of greater Metro Manila, recognized the increasing current and future water supply requirements and therefore sought to develop an alternate water source to help cater to the customers, specifically in Muntinlupa, Las Piñas and Cavite.
LAGUNA LAKE -The remaining 3% of raw water supply is sourced from the Laguna Lake.
Angat Dam- It is operated and maintained by the Angat Hydropower Corporation (AHC) which is a joint consortium between Korea Water (KWater) and San Miguel Corporation.
MWSS gets 4,000 MLD of water supply source from this facility and 60% of this is allocated to Maynilad.
