This meta-analysis examines three evaluations of agricultural projects in Pakistan to learn about changing social norms: 1) The 10-year Balochistan Agriculture Project started by gaining men's trust as decision-makers before working with women, effectively opening communication. 2) The 6-year GE4DE project worked directly with women without first engaging men, but still delivered social change. 3) The USAID Economic Growth and Agriculture Portfolio Assessment found social change was more influenced by women's program participation and economic empowerment than men's. Effective strategies included social mobilization, participatory processes engaging communities, capacity building, and asset transfers. However, more nuanced approaches may be needed for conservative areas.
