• In residential housing
• In sheltered housing
• In domiciliary care (care in the home)
• In receipt of any form of health care
• Detained in lawful custody
• In receipt of a welfare service
• Has a physical or mental disability
• An expectant or nursing mother in
residential accommodation
• Requires assistance in the conduct of his
own affairs
