1) Melbourne trams and trains franchises - The franchises were operationally successful but one operator withdrew after suffering $300 million in losses due to an unrealistic bid based on misunderstanding requirements and overestimating patronage. Officials were found to have generated "bid fever" where price was the sole factor.
2) National Health Service IT project - The project was beset by delays and cost overruns after requirements were poorly defined at the start. Officials failed to properly understand the scale and complexity of the project.

Magazine Plan
- 1. Mast head Selling line Date line kicker Explanatory kicker Explanatory kicker Explanatory Main Image
- 2. Mast head The Masthead is essentially the name of the magazine and its company. The Masthead must be memorable, an appropriate font size, colour and type. I decided to call my magazine ‘Sixth Sense’. I chose this name because not only is it catchy and memorable, but it is a play on words making a reference to popular culture. This would appeal to my target audience of 16 – 18 year olds studying A levels at sixth form. I want my masthead to be in a Serif font as this type of font is easier to read than Sans Serif Font – Therefore I will use Times New Roman. Looking at my Main Image I decided I will use a light purple coloured font as this would stand out making it eye catching and easier to read. I will also overlay it on a white shadow by copying the layer and re-typing the masthead using the move tool to decide where the shadow should be. This will make my Mast head stand out even more so and making it more easily recognisable.
- 3. Selling Line The selling line is the sharp, short description of the title’s main marketing point. In my magazine my ‘selling point’ will read, “ Aiming high to achieve much”. This will appeal to my target student readers as it catering to the students desire to achieve high grades in their A level studies. My Font will be a ‘Sans Serif Font’ for headlines and small amounts of text making it stand out - the ‘Sans Serif Font’ I will use will be ‘Impact’.
- 4. Date Line The Date line is the month and year of the publication. Since this isn’t key to advertising my magazine I decided I will have the date line in small font and in black in the top right of my magazine so as not to distract my target readers. Therefore I will have my Dateline in Times New Roman in a small font around 12 – 18. If I cannot clearly see the Dateline I will do the same as with the Mast head and overlay the date line on a white shadow by doing the same as in the Masthead.
- 5. Cover Lines My cover lines will be in three different fonts to make it easier for the reader to distinguish between the Kicker and the Explanatory. I will stick with my colour scheme and will have my cover lines in either light purple, white or black to tie all the text in. I will use mainly Sans serif font like Arial or impact in order to make it clearer for the reader. For my Kickers I will have a larger font and be in my main colour of light purple and for my explanatory text I will use a smaller size in black for contrast. My cover lines will read ‘Postal strike! – No mail? Why not email?’ and ‘Revision Time: How to get ahead and achieve high grades’. These not only appeal with the target student audience by dealing with issues unique them such as revision but also keeps up with recent events and how to deal with them. However my main cover line will read ‘Sixth Form Survival : A guide to all things A level’. I will have the kicker in white ‘decorative font as it is the main cover line dealing with the main issue that this copy of the magazine will cover. Therefore it will stand out most prominently jumping out at the readers attention making the reader want to read the explanatory text (which will be in Sans Serif Font and light purple), to see what the cover line is advertising.
- 6. Main Image My main image is crafted in a way which bests conveys the connotations and denotations desirable for the purpose of my school magazine which aims to cater to the needs academically of sixth form students giving advice and information useful for their consumption. It does this by illustrating an unrestrictive learning environment through its outdoor location of the shoot and encourages a studious attitude shown by the model holding a folder full of work showing she is committed to her studies and her eye line looking away from camera at a slight upward angle conveys a sense of hope for her future in A levels and beyond. These are ideals similar to what the target audience aspire to.
