The document presents a system for automatic license plate recognition (ALPR) that facilitates toll payment applications by utilizing K-means clustering for license plate extraction, the Maximally Stable Extremal Region (MSER) for segmentation, and template matching for recognition. The integrated system captures video of vehicles at toll plazas, processes the images to identify license plates, and automates payment by deducting fees from owners’ accounts. Experimental results demonstrate the effectiveness of the developed algorithms across varying lighting conditions, suggesting the system's potential for practical deployment.
