This document discusses challenges with using new technologies in education, including that while technologies offer new opportunities, their potential is not fully exploited. Specifically, there is little evidence of reuse of open educational resources despite aspirations of sharing, and while innovative learning activities could exploit technologies, guidance is needed for effective design. The document proposes that learning design, which aims to guide the design of learning activities, may help address these issues and better realize the potential of new technologies for education.
