Welcome to RebuildKerala
This is quick guide to provide necessary support to the important stakeholders involved in the Damage
assessment survey at the flood affected areas as part of RebuildKerala programme.
Thank you for volunteering.
Objectives of Volunteer:
1. Conduct survey of the damaged houses assigned by the Liaison officer and capture details using
Mobile app
2. Ensure quality of the survey data
3. Provide feedback on day activities ( highlights and lowlights ) to Liaison officers
4. Contact Liaison officer or LB Secretary in case of any issues or to share any suggestions
5. Carry out survey between 8:00 am and 5:30 pm, at time convenient to you so as to complete the
assigned work.
DOs:
1. Introduce yourself as the volunteer for the survey assigned by Local Body
2. Do inform any plans of absenteeism to the Liaison officer
3. Ensure safety while conducting survey
4. Monitor the messages from Local Body / Liaison officer
DONTs:
1. Refrain from answering any questions related to the damage assessment and compensation.
2. Do not ask any details that are not relevant for the survey.
3. Do not accept gifts of any kind from the houses.

Objectives of LB Officers
LSGI Secretary
1. Get trained on the Damage assessment platform and contact DPMs / District eGov team for any help
required
2. Identification of Liaison officers and create User Id / Password
3. Assign volunteers to Liaison officers
4. Conduct daily de-briefing meeting with ALL volunteers, record main points, collect feedback from
field and share with DPM and District Collector / District Administration on a daily basis
5. Monitor the attendance and performance of the volunteers
6. Effective utilisation of the volunteers within the LB and share additional capacity, if there any, with
nearby LBs or Districts
7. Prepare the list of Houses per ward for effective allocation of volunteers before starting the survey
8. Monitor the overall survey using the survey using the dashboards provided
LSGI Liaison Officer
1. Assign tasks to volunteers, ensure proper training and assign houses for survey
2. Provide necessary support and clarifications to the volunteers
3. Monitor the attendance and performance of the volunteers
4. Effective utilisation of the volunteers within the LB
5. Activate and de-activate volunteers time to time
6. Handover the list of Houses per ward to the volunteers

Objectives of DPM / DTO / District Level Officer
1. Support District Collector / District Administration, Local Body officials and Volunteers for effective
survey, monitoring and reporting
2. Create and manage User Id and passwords for District Level officers, LB Officers
3. Collect daily feedback from LBs and share with Director KSITM and Head eGov on a daily basis
4. Communicate with Central team to resolve any technical issues on the volunteer platform, damage
assessment platform or mobile application

1. Support District Collector / District Administration, Local Body officials and Volunteers for effective

2. Ensure effective utilisation of ALL volunteers registered and their distribution across LBs
3. Monitor the daily progress of the survey and co-ordinate with stakeholders to ensure adequate
number of volunteers available for the survey
