The ‘Jumpstart’ project on HCFC
phaseout and MAC (2009-2010)
Partner to the project: European Commission
Two objectives:
- 1. Accelerate HCFC phaseout in developing
countries and maximise environmental benefits
- Sectors: Refrigeration and Air Conditioning,
insulating foams (blowing agents)
- 2. Reducing car emissions in the Mobile Air
Conditioning sector

1. HCFC accelerated phaseout
 Developing countries are currently adopting
strategies for future HCFC phaseout (HPMPs)
 Considering accelerated phaseout ahead of
MP obligations can benefit:
 The ozone layer
 Climate, as HCFCs are GHGs
 Opportunity for:
• Selecting climate-friendly HCFC replacements
• Energy efficiency gains

Outcomes
 Disseminate Information on latest
technologies for HCFC replacements
(environmental impacts, performance,
conditions of availability), examples of
policies, to encourage cooperation
 Reduce the burden of 2013 freeze

Why urgency?
- The baseline period if 2009-2010 for HCFCs
- Growth rate of HCFC use is still very important
in the region
- After 2009-2010, only two years to prepare for
freeze and invert the growth rate
- Situation is different from CFC freeze b/c of
time constraints
a Jumpstart is needed

 Participants:
 130 participants
 High representation of industry

 Growth in China – 8,7% in 2009 and 9% in
2010
 The share of exports is still very low
 Mostly domestically-driven

 Interest in other countries’ choices
 Noted that the solution which seems to be
preferred by the industry at the moment is HFO
 However still many question marks, including
costs
 Very high interest in compatibility with electric
