 Human Right is normative theory and it empower
peoples to claim human rights.
 But it need to know, whom and how and where.
 Rights: How can be claimed, absence of development.
 Development means that establishments of social and
political institutes.
 Collective rights can be claim. Reeducation of poverty
 But it can be obtained when state protect and full-fill
human rights and accountablty/policies.
 It is inalienable human right by virtue of which every
human person and all peoples are entitled to participate
in, contribute to, and enjoy economic, social, cultural
and political development, in which all human rights and
fundamental freedoms can be fully realized." (Article 1)
 Full sovereignty over natural resources
 Self-determination
 Popular participation in development
 Equality of opportunity
 The creation of favorable conditions for the enjoyment of other
civil, political, economic, social and cultural rights.
 Human Rights are universally and all humans entitle
to enjoy all human rights.
 Human Right interrelated to development.
 Human Right and RTD both aim to promote freedom,
dignity and equality of all people.
 RTD stated that peoples centered, so Govt allocated
budgets, develop polices so all peoples can enjoyed
with development and claim there rights.
 Right to Education, Health, legal aid, rural roads,
livelihood or military.
 RTD has been advocated by developing countries and resisted by
developed countries. While, NGOs, Networks supported.
 The 1986 Declaration on RTD has not moved forward into a
legally binding convent or a convention.
 All individuals on the basis of their active, free and meaningful
participation in development and in the fair distribution of benefits
resulting therefrom.
 Considering that the elimination of the massive and flagrant
violations of the human rights of the peoples and individuals
affected by situations such as those resulting from colonialism,
neo-colonialism, apartheid, all forms of racism and racial
discrimination, foreign domination and occupation, aggression.
 HRBA: The Right way to development : Human Rights
approach to development assistance.
 HRBA: builds on the alliance formed between the human
rights and development communities marginalize groups.
 A human rights based approach means that individuals and
communities should know their rights. It also means that Govt
/NGOs they should such in which such groups participate in
the development of policy and practices which affect their
lives and to claim rights where necessary.
 Human Rights Watch/Amnesty International/UNOHCR: They
all are concern about poverty and it shows great threat to
human rights.
 HRBA is defined by the application of basic human
rights principals, including participation, equality
and non-discrimination, empowerment of people and
remove bearer and fulfill human rights.
 Priorities are economic and social policy.
 Influence state/Governments policy and international
policy and leads to-wards development of human
rights.
 But It have limited effects and less significant change
all over in world.
 Millennium Development Goal:
 The United Nations Millennium Campaign, started in
2002, supports and inspires people from around the world
to take action in support of the Millennium Development
Goals. Focused to decreased poverty, education, women’s
empowerment, maternal health and the environment .
 It have eight Goals:
 1: Eradicate poverty & hunger 2: Achieve Primary
Education 3: Promote Gender equality and empower
women 4: Reduce child mortality 5: Improve maternal
Health 6:Combat HIV/AIDs and other disease 7: Ensure
Environment 8:Develop a global partnership for
development.

What is happening?
 Children from Pakistan, an estimated 10000, are being trafficked
to the United Arab Emirates to work as camel jockeys in the
popular Bedouin sport
 These children are starved to keep them small and light for racing;
many are injured and dozens are killed each year when the camels
stampede; because they are illegal immigrants, their owners never
take them to hospital leaving many children permanently
handicapped.
 Many are sexually abused. They are lonely and overworked.
 The UN have threatened to ban the sport but it is too popular with
the local Arabs.
 Children as young as two are
abducted or sold by their families
to traffickers. Currently banned by U
 According HRCP: 913 women have been killed 2012.
 Including 99 were minor girls and 78 Acid throwing.
 Police only registered 202 FIR in 2012.
 Mostly victims killed by brothers, husbands, fathers.
 Including number of 39 male killed too.
 Courts decisions is still pending due pressure cultural,
social norms and lack of rule of law and elusive.
 Mostly cases noted in lack of developed districts of
Pakistan, Sindh and Baluchistan.
 Polio is one viral diseases eradicated in world only
remain few countries including Pakistan.
 58 cases were reported by WHO in Pakistan 2012.
 172 cases were reported by WHO in 2011.
 3.5 million children missed Polio vaccines.
 29 Health worker and 11 security personnel killed
during vaccination .
 Mostly cases founded very remote areas.
 Mostly parents avoid vaccine as Fatwa (ruling point)
about vaccine.
 Govt of Pakistan have lack interesting to full-fill,
political, civil, social and economical rights.
 Civil Society and NGOs have no common umbrella
and they have different focused.
 Mainly lack of education people have no awareness.
 Pakistani Government is also not focused to right to
development of peoples but they are focused to bring
more investment and cutting development grants.
 Due rapid transitional Democracy and dictatorship;
state yet not developed it human rights norms and
values.
 Right to Development should be entitled for all .
 Developed countries should assist developing
countries in this process.
 Developing Government state should institutionalized
such changes and emphasis in such development for
peoples and support marginalized groups.
 Common people and individual should strive for right
to development.
 MGD is focused is different but it assisting to
achieve human rights too.

  • 2.  Human Right is normative theory and it empower peoples to claim human rights.  But it need to know, whom and how and where.  Rights: How can be claimed, absence of development.  Development means that establishments of social and political institutes.  Collective rights can be claim. Reeducation of poverty  But it can be obtained when state protect and full-fill human rights and accountablty/policies.
  • 3.  It is inalienable human right by virtue of which every human person and all peoples are entitled to participate in, contribute to, and enjoy economic, social, cultural and political development, in which all human rights and fundamental freedoms can be fully realized." (Article 1)  Full sovereignty over natural resources  Self-determination  Popular participation in development  Equality of opportunity  The creation of favorable conditions for the enjoyment of other civil, political, economic, social and cultural rights.
  • 4.  Human Rights are universally and all humans entitle to enjoy all human rights.  Human Right interrelated to development.  Human Right and RTD both aim to promote freedom, dignity and equality of all people.  RTD stated that peoples centered, so Govt allocated budgets, develop polices so all peoples can enjoyed with development and claim there rights.  Right to Education, Health, legal aid, rural roads, livelihood or military.
  • 5.  RTD has been advocated by developing countries and resisted by developed countries. While, NGOs, Networks supported.  The 1986 Declaration on RTD has not moved forward into a legally binding convent or a convention.  All individuals on the basis of their active, free and meaningful participation in development and in the fair distribution of benefits resulting therefrom.  Considering that the elimination of the massive and flagrant violations of the human rights of the peoples and individuals affected by situations such as those resulting from colonialism, neo-colonialism, apartheid, all forms of racism and racial discrimination, foreign domination and occupation, aggression.
  • 6.  HRBA: The Right way to development : Human Rights approach to development assistance.  HRBA: builds on the alliance formed between the human rights and development communities marginalize groups.  A human rights based approach means that individuals and communities should know their rights. It also means that Govt /NGOs they should such in which such groups participate in the development of policy and practices which affect their lives and to claim rights where necessary.  Human Rights Watch/Amnesty International/UNOHCR: They all are concern about poverty and it shows great threat to human rights.
  • 7.  HRBA is defined by the application of basic human rights principals, including participation, equality and non-discrimination, empowerment of people and remove bearer and fulfill human rights.  Priorities are economic and social policy.  Influence state/Governments policy and international policy and leads to-wards development of human rights.  But It have limited effects and less significant change all over in world.
  • 8.  Millennium Development Goal:  The United Nations Millennium Campaign, started in 2002, supports and inspires people from around the world to take action in support of the Millennium Development Goals. Focused to decreased poverty, education, women’s empowerment, maternal health and the environment .  It have eight Goals:  1: Eradicate poverty & hunger 2: Achieve Primary Education 3: Promote Gender equality and empower women 4: Reduce child mortality 5: Improve maternal Health 6:Combat HIV/AIDs and other disease 7: Ensure Environment 8:Develop a global partnership for development.

What is happening?  Children from Pakistan, an estimated 10000, are being trafficked to the United Arab Emirates to work as camel jockeys in the popular Bedouin sport  These children are starved to keep them small and light for racing; many are injured and dozens are killed each year when the camels stampede; because they are illegal immigrants, their owners never take them to hospital leaving many children permanently handicapped.  Many are sexually abused. They are lonely and overworked.  The UN have threatened to ban the sport but it is too popular with the local Arabs.  Children as young as two are abducted or sold by their families to traffickers.   • 14.  According HRCP: 913 women have been killed 2012.  Including 99 were minor girls and 78 Acid throwing.  Police only registered 202 FIR in 2012.  Mostly victims killed by brothers, husbands, fathers.  Including number of 39 male killed too.  Courts decisions is still pending due pressure cultural, social norms and lack of rule of law and elusive.  Mostly cases noted in lack of developed districts of Pakistan, Sindh and Baluchistan.

  • 16.  Polio is one viral diseases eradicated in world only remain few countries including Pakistan.  58 cases were reported by WHO in Pakistan 2012.  172 cases were reported by WHO in 2011.  3.5 million children missed Polio vaccines.  29 Health worker and 11 security personnel killed during vaccination .  Mostly cases founded very remote areas.  Mostly parents avoid vaccine as Fatwa (ruling point) about vaccine.
  • 17.  Govt of Pakistan have lack interesting to full-fill, political, civil, social and economical rights.  Civil Society and NGOs have no common umbrella and they have different focused.  Mainly lack of education people have no awareness.  Pakistani Government is also not focused to right to development of peoples but they are focused to bring more investment and cutting development grants.  Due rapid transitional Democracy and dictatorship; state yet not developed it human rights norms and values.
  • 18.  Right to Development should be entitled for all .  Developed countries should assist developing countries in this process.  Developing Government state should institutionalized such changes and emphasis in such development for peoples and support marginalized groups.  Common people and individual should strive for right to development.  MGD is focused is different but it assisting to achieve human rights too.

  1. When any one claim right for education or rights to health ,life/ right to justice !! But if just imagine one need school for education and hospital for life/cure. If these things not available then it means social institute are failed to provide these facilities. So one can get their rights in presence of these institutions.
  2. Human right is ideas to empower the poor and vulnerable and protect their rights, freedom, dignity. If government provide such facilities it means they are fulfilling the rights of people and now one can say my rights violate but absence of development have more vulnerability for any claim. “Sengupta” it defines that a right to development as a right to particular process of development that people centered, requiring: free, active and meangful participation, non discrimination, fair distribution.
