RESEARCH QUESTION, MODEL AND HYPOTHESES
Performance Measurement Systems (PMS) enable organizations to plan, measure
and control their performance, so that decisions, resources and activities can be better
aligned with business strategies to achieve desired results and create shareholder
value. This study addresses the following research question: What factors, internal or
external to the organization, explain the outcomes of Performance Management
Systems? In order to answer this question, we used the model shown in Figure 1 to
examine the factors contributing to three types of PMS outcomes: usefulness,
effectiveness and quality of information.

Usefulness is defined in the literature as the degree to which a person believes that
using a particular system would enhance performance [11]. Usefulness is related to
the concept of voluntary IS use [2,3]. The actual usage of information systems is

found to have a strong correlation with the perceived usefulness of a system by the
user [8].
Effectiveness of a PMS is the degree to which the system delivers its intended results
[9], i.e, helping organizations to plan, measure and control their performance, as

This semester, through the use of clinical evaluation, I have learned how to be a
better clinician. To clarify, I have learned how to evaluate the interventions,
measurement choices, implementation of interventions and data collection process
I practice with my clients to better understand how my clients are responding to
therapeutic treatment. The first experience with regards to clinical evaluation I
had began when I was required to complete the first immersion program report. In
order to better understand my positionality with clinical evaluation it is important
to know that this school year, I am interning with Henry Ittleson Center as a day
treatment therapist. Henry Ittleson Center is a day and residential child treatment
center located in the Riverdale area of the Bronx. The agency services children
between the ages of 5 to 13 who are diagnosed with severe emotional and
behavioral disorders and require special education services. As a result of clinical
evaluation being such a long process, for the sake of this paper, I will be focusing
on apprehension moments I encountered when completing my immersion report
such as frustrations I faced with my agencies limited objectives/goals selection,
frustrations with diagnosing children, difficulties with measurement selection,
biased results and quick glance at the progress made by my client since I began to
evaluate my own practices. My experiences with clinical evaluation formally began
when asked to complete section one of the immersion report, which includes brief
synopsis of client, target problem, goals and objectives. Initially, I found it quite

choices from choosing an ice cream shop to getting a tattoo. However, as many
people would say there is one particular spot that catches our attention even from a
couple blocks back. A building on the south side of the courthouse is illuminated by

Currently the Federal Bureau of Investigation is collecting racial and ethnic
information and mapping American communities based on crude stereotypes about
which groups commit different types of crime and sharing it with unknown state,
local and federal agencies (American Civil Liberties Union, 2012). Since 9/11 the
operating parameters Americans expect to protect their rights to privacy have been
obliterated. The FBI can now initiate an investigation of a person without the
standards of just cause that once protected the rights of all Americans. To the
African American male this is nothing new, random searches and undue
investigations have always been a part of being an AAM. From a police
prospective there are ongoing efforts to equalize the authorities governing the
communities focused on diversifying the system and gaining trust amongst the
inhabitants. Jones Brown (2001) argues that to be black and male amounts to a
fatal profile for which there has been little to no judicial redress. She cites Natapoff
(2004) in noting that one in four black males 20 29 years of age is locked up, on
probation or parole, or being pressured to snitch. The research goes further to say that
one in twelve in high crime areas are snitching under duress causing a social
breakdown of communities nationwide.
