Role of SMEs in regional innovation systems in RussiaStepan Zemtsov
Many small and medium enterprises (SMEs) show fast growing rates and play an important role in regional development. Fast-growing companies may contribute more than 50% to GDP growth (Europe INNOVA Gazelles Innovation Panel, 2008).
There is interdependence between innovative development of regions and emergence of fast growing SMEs (‘gazelles’). Developed regional innovation systems create a fertile environment for increasing the number of fast-growing companies. We assume that regional innovation performance (as a share of R&D personnel in employment, share R&D expenditures in gross regional product, etc.) may be a significant factor for gazelles’ concentration. There were no papers on Russian regional data before that could prove it.
The main object of the article is factors, which can determine the proportion of fast-growing manufacturing SMEs during post-crisis period (2009-2012) in Russian regions.
An econometric analysis demonstrates a strong correlation between the share of fast-growing SMEs in regions and indicators of regional innovation performance. Market potential also plays an important role. Results could be used for elaborating recommendations for implementation of industrial policy in Russia.

The EU Commission, Horizont 2020 program, supporting research & innovation proposes a new funding instrument for innovative SMEs. This presentation introduces the instrument and provides information on the way it will be used in the context of ICT priority.
Innovation is one of the key enablers for European enterprises to compete in global markets. The term ‘innovation’ is constantly used in speeches of managers, politicians, public administrators. However, in the large majority of cases, the term is used as a generic 'place holder', a sort of container whose actual content is left to the intuition. For this reason it is important to deeply elaborate, specifically on the notion of Enterprise Innovation, to better understand the essence and meaning of innovation.
Innovation stems from a virtuous mix of intuition, creativity, and a solid background knowledge. Each innovation endeavour has its own characteristics, largely different from previous experiences. It falls in the category of ‘wicked problems’, i.e., problems difficult to solve because of incomplete, fuzzy, changing requirements. Nevertheless, there are recurring patterns and it is possible to conceive systematic methods, and supporting information systems, to promote and manage innovation avoiding the risk to close it in a ‘cage’, risking depressing the fundamental creativity and fantasy. This talk will present an innovative framework for enterprise innovation that includes a methodology and an innovation management platform which is based on an generic behavioural pattern (i.e., independent of the industrial sector), a strong knowledge orientation, and an innovation monitoring system funded on a number of Key Performance Indicators, to constantly keep the progress of the innovation project under control.

Two-sided innovation intermediary platforms
The best innovation intermediaries are structured as an emerging form of broker that coordinates
the flow of innovation requests and solutions across distinct, distant and previously unknown
knowledge sources as well as provide managerial advise to internalize external sources of
knowledge.
In conclusion, theoretically for the most advanced, innovation intermediaries are a powerful force for
putting innovation needs and solutions within the reach of every company and entrepreneurial
scientist.
However, companies must ensure their collaboration with innovation intermediaries with an overall
innovation strategy. Companies’ internal organizations should make use of services and the growing
variety of intermediaries offering them.
The companies that will profit from open innovation are those that adapt their innovation processes
and organizational structure in line with the new opportunities offered by innovation intermediaries.

Siemens Technology- to-Business Centre (TTB) is a private incubator that provides
connectivity between entrepreneurs developing disruptive technologies in areas such as
clean energy.
The benefits of this incubator for Siemens are:
– First it allows Siemens researchers in different business units to have a first- hand
licensing and insight of potential technologies and identify potential suppliers.
– Second, it facilitates investments in spin-in technologies that currently do not have an
established market but have the potential to have it in the near future.
Up to now, this initiative has produced around 15 spin-in Siemens technologies.
On the other hand, entrepreneurs receive: free allocation and support from internal project

The assessment of the overall potential of a innovation is very much determined by the correct
interpretation of market data (but of course not only) : false reasoning, or a wrong or
incomplete quantitative model,…can lead to totally non-desirable decisions or choices.
Finally, as the « owner » of a project has commonly a tendancy to over-estimate market potential
(and be very persuasive about it!), it is a key input in the overall assessment of a startup, that
will balance excessive optimism

The aim of any organisation created to support business start-ups is not only to guide the
entrepreneur through the process of starting a business but also to help the individual to
make an objective view as to the viability of the idea and the business model.
A particular attention must be paid with projects originatingfromresearch.
It is important to have a business-orientedteamto take over and leadthe gamefromthe start:
