Whither much Touted Governance of PSUs, It is more of the same. The PSUs continue to be used as extended Fiefdoms/Jagirs of administrative ministries, who have a vice like grip on their day to day affairs. They are nowhere near as nimble footed as any Board Governed Company. This Government had bandied around with a slogan of Maximum Governance-Minimum Government. Nothing has changed in the last two years or so. On the contrary Governance has worsened. PSUs continue to be subjected to the draconian organisations such as CVC, CBI and CAG over and above the Administrative Ministries. The moot question is does any Promoter takes permission of his or her ministry once the board decides; the answer is NO? In the case of a PSU Chairman, he has to bow before an under secretary. When would Governance change? Why are some of the Jewels built by Tax payers Monies being systematically destroyed? is it a favour the Private sector? MTNL, BSNL, Air India are some of the classic examples. Many more would follow, should the situation not change. Please see attached presentation to know more of what ails PSUs and How they Could be retrieved to Pole positions. Even then PSUs constitute about 13% of BSE Market cap because of perception. This could easily be doubled at the very idea of loosening of Ministerial controls.
