Mind to MOOCs
Overview, reflections and brainstorming in whitening water
To be reported to the ICDE Standing Conference of Presidents meeting and
Policy Forum
ICDE: “Mind to MOOCs”– draft issues and
recommendations
Innovation. Recommendations regarding innovation and research related aspects.
· Improve and innovate on pedagogical aspects: methodologies, content formats, and
assessment.
· Promote research about MOOCs. Innovation and new practices such as MOOCs can be
improved with research. Suggested topics are learning analytics, sustainability issues,
support services, assessment and credentialing/accreditation improvements, quality
framework.
· Re-locate innovation in the context of community and shared ownership and the creation
of a participative and democratic learning environment, where values have equal
importance with rates of profitable extraction.
· Promote the generation of strategies to empower local human resources to develop
innovations and quality standards at local levels.
· Analyse funding and sustainability issues, considering different financing options and
funding models.
· Analyse recognition of credit possibilities. It requires previous work on guaranteeing
authenticity (learner's identity) during the learning and assessment processes. Consider the
inclusion of MOOCs into existing practices for PLAR (Prior Learning Assessment and
Recognition).
· Analyse the impact of MOOCs completion badges or certificates of employment, on the
business of institution/corporate partnerships and on MOOC financing.
Quality: Recommendations about improving MOOCs considering pedagogical and managerial
related aspects.
· Develop and integrate ICT into the learning process according to pedagogical
recommendations. Implement learning analytics as a tool for improving courses. Connect
the learning process and research for new knowledge and improvements.
· Keep moving towards quality. Beyond quantity of MOOCs and users, the focus on quality is
essential for sustainability.
· Work on standards related to MOOCs: quality standards, technical standards and licensing
standards.
· Be aware of content and interoperability, the option and possibility for communication
between platforms and moving content across platforms.
Equity. Recommendations about MOOCs and their relationship to inclusion, social justice and
social mission of open education.
·

Consider this disruptive initiative as an opportunity to rethink our role as universities. Both
open and conventional higher education institutions should reflect on the influence of
MOOCs in the re-appraisal of their roles.

·

Place equity as a foundation for renewed emphasis on rights and pro-active access to the
potential goods (intellectual, economic and cultural) that education and MOOCs can
MOOC in an international perspective:

1) Goverment should provide a holistic, favorable framework for open and online
learning and in line with the values of UNESCO. Intesive should be established for wanted
direction. Dialogue with stakeholders, in particular HEI. Specific goals to be set. OER in
line with the UNESCO declaration a part of the framework.
2) Support and facilitation of Leadership for change to a more open and online
education. Competencies to be build.
3) Incentives and support for faculty and teachers change processes, competencies and
working environment to acheive a more open and online education.
4) Framework and methodologies that put the learner in the centre.
5) Cooperation across institutions, and countries on content and platforms for a more
open and online education, hereunder MOOC.
6) Interoperability between solutions.
7) Common global outlook, statistics and understanding of fundamental concepts
8) Concrete goals and plans for research and innovation within the field, well anchored
at the institutions concerned..

Buzz Groups:
Definition of buzzing:
excitement if a group of people or a place is buzzing, there is a lot of activity or
excitement
thoughts if your head or mind is buzzing with thoughts, ideas etc, you cannot stop
thinking about them
Definition of a buzz group:
Buzz groups are simply small groups of two or three persons formed to discuss a
topic for a short period. A buzz group involves every member of a larger group,
directly in a discussion process.
Each group appoints a spokesperson to report the results of the discussion to the
larger group. Buzz groups are a form of brainstorming.

Uses:
To help expand thoughts and opinions about a controversial topic; or to gather
potential solutions to a problem.

  • 17. ICDE: “Mind to MOOCs”– draft issues and recommendations Innovation. Recommendations regarding innovation and research related aspects. · Improve and innovate on pedagogical aspects: methodologies, content formats, and assessment. · Promote research about MOOCs. Innovation and new practices such as MOOCs can be improved with research. Suggested topics are learning analytics, sustainability issues, support services, assessment and credentialing/accreditation improvements, quality framework. · Re-locate innovation in the context of community and shared ownership and the creation of a participative and democratic learning environment, where values have equal importance with rates of profitable extraction. · Promote the generation of strategies to empower local human resources to develop innovations and quality standards at local levels. · Analyse funding and sustainability issues, considering different financing options and funding models. · Analyse recognition of credit possibilities. It requires previous work on guaranteeing authenticity (learner's identity) during the learning and assessment processes.
