The 1982 Education Act provided the legal framework for the 1973 Philippine education development decree and mandated that tertiary education pursue objectives like promoting national identity, moral integrity, and training manpower for national development. In 1994, two landmark laws established the Commission on Higher Education and Technical Education and Skills Development Authority to provide strategic direction toward goals of efficiency, quality, relevance, and access/equity. Decentralization and school-based management were reformed to empower principals and engage communities in accountability and improvement of basic education according to the Governance of Basic Education Act. Common problems in service provision included dysfunctional schools with poor teaching, low technical quality, and lack of community responsiveness making schools feel alien.
Assertive discipline
Assertive discipline is a classroom management approach that emphasizes establishing clear rules and consequences for behavior, as well as positively reinforcing desirable behavior. It involves 6 steps: 1) building student-teacher relationships, 2) establishing rules, 3) tracking misbehavior, 4) using punishment to enforce limits, 5) implementing rewards for good behavior, and 6) gaining parent support. Teachers are trained to communicate rules firmly but not abusively, and apply appropriate punishments like timeouts or loss of privileges, while also rewarding students with praise, privileges, or awards when they follow rules. The goal is to catch students behaving well and shape behavior through positive reinforcement.

of extensive research and worry. As the global community grapples with swift urbanization,
population expansion, and economic progress, the effects on natural ecosystems are becoming
more evident. A crucial element of this impact is the alteration of vegetation cover, which plays a
significant role in maintaining the ecological equilibrium of our planet.Land serves as the foundation for all human activities and provides the necessary materials for
these activities. As the most crucial natural resource, its utilization by humans results in different
'Land uses,' which are determined by both human activities and the physical characteristics of the
land.
The utilization of land is impacted by human needs and environmental factors. In countries
like India, rapid population growth and the emphasis on extensive resource exploitation can lead
to significant land degradation, adversely affecting the region's land cover.
Therefore, human intervention has significantly influenced land use patterns over many

- 3. INSTRUCTION SHOULD BE STUDENT-CENTERED This type of learning is strongly encouraged in the 21st century .This does not mean that the teacher can’t give lectures again.They can give lectures but not for the whole time of the class.They must act as the facilitators for this kind of learning.
- 4. EDUCATION SHOULD BE COLLABORATIVE Students must learn how to cooperate with others.Society today has people collaborating across the globe. In this, students must work with each other to express theirselves in a right way with people with different values and cultures. Collaboration must also be dynamic so that students can recognize different strengths and talents each person can give and share.
- 5. LEARNING SHOULD HAVE CONTEXT Student-centered does not mean that the teachers give up control of the classoom. Students are encouraged to discover theirselves and so the teachers must guide them in order to have a right ideas as they make their own learnings.
