In response to the signing of the Economic Opportunity Act in 1962, several organizations were formed in southeast Kansas to answer the call to begin
the war on poverty. ABL Inc, was created on March 25, 1966 serving the counties of Allen, Bourbon, and Linn. Then SEK–CAP was incorporated on
April 29, 1966 to serve the counties of Cherokee and Crawford. Finally SOCAP was organized to serve the counties of Montgomery and Labette.
These three organizations combined forces as the Southeast Kansas Community Action Program. We expanded into Neosho, Wilson, and Woodson
counties in 1996 and Chautauqua and Elk in 2001. Today we continue to serve these twelve counties. SEK– CAP's mission is to "Unite staff,
individuals, families, and community partners to provide quality comprehensive services through compassionate, respectful relationships" (Head start

to find a way to heal the rift. The way to do this seemed to be for the South to shift to industry, like the North. During the 1880s, Henry W. Grady
promoted the concept of the New South that would be modeled on the industry of the North. He and his supporters promoted education and

Framing, described by Robert M. Entman, is the process by which reporters make "information more noticeable, meaningful, or memorable to
audiences." (Entman, 1993) Frames provide salience through "placement, repetition, and association with culturally familiar symbols." (Entman,
1993) These frames, however, are manipulated to direct audiences to consider certain features or key points and to ignore or minimize others.
(Kendall, 2011) That is not to say that what is excluded from the frame is insignificant. The "power of a frame can be as great as that of language
itself." (Entman, 1993) Conversely, information that is excluded from a frame speaks volumes as well. In the case of poverty, societal influences are
most often ignored due to isolated, episodic frames.
Communication and Political Science scholar, Shanto Iyengar, notes that news reports are the primary vehicles for which Americans receive

At the start of the Cold War society was not concerned with poverty. There was a sense that poverty was not an issue and did not need attention by
the government. The mood was that the United States was in an era of prosperity. Many of the poor even became scattered in areas to which the
nonpoor did not visit. Even though society was not accepting of poverty there were some programs there created in the early 1950s.There were also
programs that acknowledged poverty and tried to make a dent in the growing problem. Views changed after the war and people started to notice the
impoverished issue. Kennedy supported the beliefs that poverty wasn't prevalent, and Johnson created a war on poverty that turned into a disaster.
The mood at the start of the 1950's started with the view of prosperity. Many Americans during and after theCold War viewed that poverty was
nonexistent or that there was very little. This view affected every aspect of America and society's support on social policies. An example of this is
President Eisenhower's news conferences that supported a publication of People of Plenty, by David Potter(Trattner,309). The work included
information that encouraged taxes to be reduced and not to "rock the boat" in terms of social policies (Trattner,309). Goals as previously stated caused
a decrease in the number of welfare recipients. The decrease was determined by the states by instituting a punitive administrative policy (Trattner,309).

Poverty refers to the condition where people's basic needs for food, clothing, and shelter are not being met. Poverty is separated into two categories;
absolute poverty, and relative poverty. Absolute poverty measures the number of people living below a certain income threshold or the number of
households unable to afford certain basic goods and services. Relative poverty measures the extent to which a household's financial resources falls
below an average income threshold for the economy. The "war on poverty" refers to an administration act that was introduced by Lyndon B. Johnson
and was passed by congress. The goal of this legislation act was not only to relieve the symptoms of poverty, but to cure it and, above all, prevent it
(Everything You Need, n.d.). The act was comprised of four major subcomponents.

All though many scholars are in agreement that the Official Poverty Measure is out dated few agree on what steps should be taken to adjust the
