The complexity, volume and diversity of government policies and regulations raises significant burden on both the complying parties and government itself. On the one hand, businesses, civil organizations and other societal entities are required to simultaneously comply with and interpret different and possibly conflicting or inconsistent regulations. On the other hand, government as a whole must ensure policy and regulatory coherence across its various policy domains. While the recent wave of open government initiatives have led to significantly more public access to these documents, features allowing cross-referencing related documents and linking to less formal documents or comments on other media more understandable and accessible to the public are not common if at all available today. As a solution to this challenge, we propose an Open Government-wide Policy and Regulation Information Space consisting of documents that are “semantically” annotated and cross-linked to other documents in the information space as well as to external resources such as interpretations, comments and blogs on the social web.
Our approach is three-fold. First, we identify the requirements for the infrastructure. Second, we eloborate a Reference Architecture identifying the various elements needed within the infrastructure. Third, we show how such infrastructure may be realised as a linked data portal where policies and regulations are published as linked open data. Finally, we present a case study involving environmental policy and regulations; discuss the potential impact of such infrastructure on coherency and accessibility of policies and regulations and concludes with challenges associated with provisioning a linked open policy and regulatory information infrastructure.

Do you want to get your SharePoint project right the first time? It has been our experience that there is no way for a project to succeed if the stakeholders and solution designers are not in alignment, no matter how good the solution. If your technical team and business stakeholders are not on the same page then the project will fail. The problem is that getting the business stakeholders to tell you their vision and understand what success looks like to them is very difficult.
Over the past decade of delivering successful SharePoint projects, we have discovered methods that work very well at eliciting the stakeholders' desires and then ensuring that we have clarified our own understanding with them. These methods involve the use of visual and tactile tools that open the lines of communication and rapidly expose misunderstandings.
We will demonstrate tools such as mind mapping, card sorting, gamestorming, tree-testing and other methods, and we will have you participate in exercises that will give you the confidence to apply these tools in your own practice. Many of these methods are very easy to learn and apply, and this tutorial will give you the confidence to do so.

This is the third of three presentations delivered at an innovation workshop for the Greater Tygerberg Partnership, a non-profit organisation facilitating socio-economic growth in the northern region of Cape Town, in July 2016. 8. Shift to a “Cloud First” Policy
Each Agency will identify three “must move” services. They must move one to
the cloud within 12 months, and the rest within 18 months.
Consolidate IT spending under Agency CIO's
Agencies and programs currently design, build, and operate independent
systems. The minor differences between agency-specific systems and their
associated operational processes do not drive value for the agencies.
Shift to a “Shared First” Policy
Each Agency will identify two business services that can be shared amongst
departments or other agencies.
9. From Section 804 of the 2010 Defense Authorization...
(a) New Acquisition Process Required.--The Secretary of Defense shall develop and implement a
new acquisition process for information technology systems. The acquisition process developed and
implemented pursuant to this subsection shall, to the extent determined appropriate by the Secretary--
(1) be based on the recommendations in chapter 6 of the March 2009 report of the Defense Science
Board Task Force on Department of Defense Policies and Procedures for the Acquisition of
Information Technology; and
(2) be designed to include--
(A) early and continual involvement of the user;
(B) multiple, rapidly executed increments or
releases of capability;
(C) early, successive prototyping to support
an evolutionary approach; and
(D) a modular, open-systems approach.
10. More Standardization.
We can no longer afford to build the same system from scratch
for every agency or branch. 50 systems for 50 states and 93
FOIA systems for 93 agencies is untenable.
More Collaboration.
To gain that standardization, we need a way of working together
to drive out redundancy and find new opportunities for sharing
the burden.
More Opex, less Capex.
Too much of the IT budget goes to capital spending. Instead of
buying more boxes, we need a more agile approach.

Since the business logic is now easily shared, OTDA is able to
