Présentation à l'atelier de la Commission européenne du 13.11.12, consacré au suivi et au rapportage de la directive INSPIRE (en anglais)
Presentation made during the European Commission INSPIRE Workshop on monitoring and reporting, 13.11.12
2. The processus
• The French SDI could have thousand of
autonomous public authorities
• So the monitoring is set on the French SDI
to minimize the cost
• Since 2010, all indicators are produced
from the national catalog, the
Géocatalogue www.geocatalogue.fr
MIG/LBT - 14.11.12
4. First feedbacks
High rate of datasets with metadata (> 90%)
About half of spatial datasets has no view
services
But most are about themes of Annexe III;
The indicators about network services are
going down;
Association to themes and titles are
problematics;
Metadata of network services are very low.
MIG/LBT - 14.11.12
5. Themes are not well understood
56% of spatial datasets are well affected to the
main theme.
30% of spatial datasets are affected to a wrong
theme, or under suspicion.
8% of spatial datasets should be, in fact, not in the
field of the directive.
6% of spatial datasets can not be analysed easily
from theme point of view.
•Are we alone or do you meet these difficulties too?
MIG/LBT - 14.11.12
6. Monitoring of the geographical coverage
of spatial data sets
We do not know how to calculate this
indicator at an acceptable cost.
The tools (bounding box) are not
appropriate;
Because of the French institutionnal
context,
Annuality & autonomy
we can not have an idea of what will be
covered
How do you fill this indicator ?
MIG/LBT - 14.11.12
7. Conclusions
• We will manage that before the end of 2013 BUT
• Even a regulation which looks as « simple » as
Metadata shows the huge gap between experts and
public authorities
• And will take much more time, ressources and money
that we thought before
• That ought to be a strong warning for the future
