FUSE (Filesystem in Userspace) allows filesystem implementations to run as regular userspace programs instead of kernel modules. It provides a simple API for implementing filesystems and allows them to be mounted and accessed like regular filesystems. FUSE has advantages over kernel modules and other userspace filesystem implementations like GNOME-VFS in terms of ease of development, debugging, performance, and leveraging new kernel features. It has been merged into the Linux kernel and is available on other operating systems like FreeBSD.
