This document summarizes information about community-based rehabilitation (CBR) from multiple sources. It notes that around 150-190 million people experience disabilities globally, disproportionately affecting vulnerable groups. CBR is a strategy that empowers people with disabilities to access education, employment, health and social services through a community-based approach. The guidelines were developed over 6 years through a collaborative international process. CBR aims to promote the inclusion of people with disabilities in their communities and access to core development sectors like health, education and livelihoods.

What is CBR?
Community based rehabilitation (CBR) is a strategy for achieving
Community Based Inclusive Development. It is focused on
enhancing the quality of life of people with disabilities and their
families, it’s about meeting basic needs and ensuring inclusion in
local communities and improving access to services.
CBR is a multi-sectoral ‘community based’ approach that
empowers people with disability to access and equally benefit from
education, employment, health and social services. CBR changes
individuals, communities and local services.
CBR is implemented through the combined efforts of people with
disabilities, their families, organisations and communities, relevant
government and non-government health, education, vocational,
social and other services.

Disability Inclusive Development
Disability inclusive Development is both a process and an outcome
Inclusive development’ occurs when the ‘good development changes’
benefit all the community. Inclusive development ‘includes’ people
with disabilities, they participate and benefit equally from the
development process around them.
Inclusive development respects the diversity that disability brings and
appreciates that it is a normal part of the human experience.
Inclusive development sets out to achieve equality of human rights
for people with disabilities as well as full participation, and access
to, all aspects of society.
