thinking about economic developmetn and sectoral
analyses based on concerns with expanding social
welfare provision were elaborated.

– Eradication of poverty and pursuit of equity
– Effective development can be accomplished only if the
complex social structural issues which inhibit or
channel developemnt are themselves addressed.
