Smartphone data usage has exploded in recent years, increasing strain on 3G networks and accelerating the need for additional spectrum. Policy and control functions are important to optimize limited network resources and bandwidth through traffic management, shaping, and new charging models. The transition to LTE and evolved packet core networks allows for more intelligent and flexible traffic handling compared to 3G.
