This document evaluates and analyzes rate control methods for H.264/AVC and MPEG-4 video codecs. It discusses rate control schemes in MPEG-4 and H.264, which aim to ensure a coded bitstream can be transmitted effectively over limited bandwidth while maintaining video quality. The document simulates different rate control methods for various video sequences, comparing metrics like PSNR, SSIM, and compression ratio. Results show that online and offline rate control methods in MPEG-4 perform similarly in terms of PSNR, while achieving the target bit rate and reducing storage requirements compared to no rate control.
