From Ugly Duckling to Superstar: how energy efficiency (almost) got to the to...FTI Consulting FR
Energy efficiency has long been promoted at European level. The European Commission has certainly made great efforts to support it and to ensure that energy savings can contribute to the EU’s energy priorities, namely reduction of carbon emissions, lowering of energy costs and increase of energy independence. The EU has introduced energy efficiency targets, created a regulatory framework to support energy efficiency and the uptake of energy efficient products and provided significant funding. However, so far energy efficiency has not lived up to its expectations, which is disappointing considering the huge amount of resources spent to promote it.
In this Energy Flash we look why the EU’s policies have so far have not had the desired effect, what is being done to change this and which sectors are best placed to benefit from the renewed efforts.

Report: Mind the Gap 2015 – Closing the chasm between test and real-world car...Nicola Barozzi 🚘✔
The system of testing cars to measure fuel economy and CO2 emissions is utterly discredited. This report analyses the gap between test results and real-world performance and finds that it has become a chasm, increasing from 8% in 2001 to 31% in 2012 and 40% in 2014. Without action this gap will grow to nearly 50% by 2020.
Mercedes cars have the biggest average gap between test and real-world performance, with real-world fuel consumption exceeding test results by nearly half. None of the improvement in emissions measured in tests of Opel/Vauxhall cars since 2008 has delivered improvement on the road, and their real-world fuel economy is actually getting worse. Just a fifth of the apparent improvement in emissions from the launch of the Mark 7 VW Golf (Europe’s best-selling car) have been achieved on the road.
This report definitively shows current systems for vehicle testing of fuel economy and CO2 emissions don’t work and the proposed introduction of the new WLTP test seems likely to deliver limited and only temporary improvements. Systematic changes to the way cars are tested, regulated and taxed are needed to ensure cars are decarbonised on the road and not just in laboratories. The technologies to reduce emissions are available – what is missing is a robust policy framework to ensure these are delivered.

These considerations mean that governments inevitably take a broader view when determining road user taxes and those strict efficiency criteria are often not adhered to.

The introduction of a model of heuristic and AI planning strategies as a management instrument
by the companies operating in sector “telecommunications” in Bulgaria leads to reducing the
time for collecting, processing, analyzing and evaluating information necessary for the strategic
planning and goal setting. At the same time several benefits are achieved, such as lower
resource consumption, reduced risk, higher level of objectivity and reliability of the
management process, personalization of services. Additionally, attaining optimality and higher
added value not only for the management, but also for the actual production process can be
ensured . These strategic competitive advantages turn the organizations into leaders in the
sector of telecommunications, where digitalization and automation form a specific “ecosystem”
and determine the very dynamic and innovative development of the sector over the recent years.
The challenge for management is the reproduction of the dynamic processes in a model, which
implements a flexible systemic architecture carrying realistic and adequate information about
the structure, processes and functional fields of the studied subject, enabling the planning of its
activity as a response to the strategic goal setting. The application by the Bulgarian business
organizations, operating on the telecommunication market, of such a model, based on heuristic
systems with artificial intelligence, would lead to achieving leadership in respect to profit and
market share in the sector

Federal Government Standard Web Portal developed at Joomla!rafaelberlanda
In response to the government websites standardization ordered by the Brazilian Federal Government, a group of users, developers and designers from different agencies situated at Brasília* joined forces to develop a Joomla! version of the Government Default Web Portal Project, capable of facing up the unique option available, developed at another CMS. Rafael Berlanda was one of those involved in this initiative, as developer and coordinator. This presentation aims to introduce the project history, the choices made in order to comply with the project objectives and also to show few solutions adopted with the purpose of earning development time. It still intends to alert the community to the upcoming challenges of Joomla! usage in Government.

This paper is the result of ongoing personal discussions in blogs, electronic forums and meetings with experts and practitioners of eGovernment and web 2.0. It argues that the current methodology for measuring eGovernment progress developed by Cap Gemini Ernst & Young for the European Commission, which centres on the availability of online services, has served its purpose well, but it is now rapidly reaching the end of its usefulness.
The “Study on economic assessment for improving eAccessibility services and products” general objective is twofold: to produce specific micro-level evidence and practical tools that support decision makers of firms and public sector organisations in their assessment of their investments in eAccessibility, and to generate aggregate figures and recommendations that provide policy makers with a view on the order of magnitude of potential benefits and costs for the economy and society as a whole, as well as the mechanisms to boost them.

In this article we introduce and apply the GOV typology in order to analyze various e-Government tools, websites and interactive methods of the
EU-project “Open Government in Europe”. In many ways these so-called ‘Good Practices’ (GP) are state of the art examples of open data, egovernment
tools and innovative relationships between governments and active citizens in Europe. Rich though the examples may be, comparing and
evaluating them is not easy, while learning from them or using a specific example in one’s own situation is quite difficult. The proposed indicator
GOV, while allowing for three distinct GOV strata, hugely improves the options for meaningful comparison between Good Practices and learning
from them. Furthermore, with the GOV typology we observe a difference between the patterning of Good Practices, mainly found in GOV 1.0 and
GOV 2.0 strata, and the subset of selected ‘Best Practices’, which tend to clustering in the GOV 2.0 and GOV 3.0 strata. Thirdly, due to the GOV
indicator we have a better understanding of the workings of the Good Practices, especially the options of interaction between given GOV strata. The
Dutch GOV 2.0 case “Research on Civic Initiatives, DIY’s & Liability” illustrates such behavior, resulting in additional GOV examples, with clear
indications of push and pull strategies due to attitudes of governments and citizens and thus providing a solid argument for interaction.
