This document summarizes a presentation given at the 4th International Disaster and Risk Conference in 2012 about enhancing regional resilience to critical infrastructure disruptions through public-private partnerships in Lombardy, Italy. The presentation discusses how Lombardy developed a PPP program called PReSIC to collaborate with critical infrastructure operators on prevention, emergency response, and increasing overall security. The PPP aims to create trust for information sharing, use a voluntary framework, and give all stakeholders responsibility. Main results included increased knowledge of interdependencies and an emergency communication framework. The PPP contributes to increased regional resilience and more cost-efficient solutions to infrastructure disruptions.
The Role of the Broadcaster in Reducing Satellite InterferenceSematron UK Ltd
The document discusses satellite interference and efforts to reduce it. It describes how interference has increased as satellites become more crowded. An industry group called RFI-EUI was formed to address interference from end users. RFI-EUI established working groups focused on carrier identification, best practices, and training. ISHIMR2011: Facilitating an Open Source Ecosystem for the UK e-Health CommunityYing Liao
This document proposes a framework to facilitate an open source ecosystem for the UK e-health community. It introduces concepts of an e-health open source ecosystem and why such an ecosystem is needed in the UK healthcare system. The proposed framework consists of four interconnected models: a marketplace model, contribution model, governance model, and partnership model. The framework aims to foster collaboration and interoperable software solutions to support improved patient-centric care.
This document provides an overview of critical infrastructure. It discusses what infrastructure is, including national, organizational, and digital infrastructures. It defines critical infrastructure as infrastructure that is essential for society to function. The document notes that infrastructure is vulnerable to faults, decay, accidents, attacks, and natural disasters. It discusses perspectives on critical infrastructure from the UK, EU, and USA. Key points made are that critical infrastructure is complex with many interdependencies, emerges over the long term through social and institutional processes rather than rational design, and vulnerabilities exist at both the system and component level.

Vito Gamberale: Photovoltaics like PCs and mobile phonesVito Gamberale
The document discusses the evolution of photovoltaics in Italy over the past 5-6 years. It notes that installed photovoltaic power has grown exponentially both globally and nationally. Photovoltaics now accounts for over 35% of renewable energy installed in Italy, exceeding the country's 2020 EU target. This has reduced reliance on traditional energy sources and lowered energy prices. The document argues that photovoltaics are following a similar development path to mobile phones and PCs, enabling decentralized energy generation. As costs continue to decline, grid parity is being reached, which will further increase the number of small domestic installations.
Vito Gamberale - The Meaning of PunishmentVito Gamberale
This document discusses prison population trends and prison management in major European countries. It finds that Italy has the highest prison occupancy rate at 124.6% of capacity and the second highest rates of deaths and suicides in prison. The document argues that increasing prisoner employment, which is currently very low in Italy, is key to improving conditions and facilitating social reintegration, as work programs have been shown to reduce recidivism rates. It provides some examples of successful job training partnerships between an Italian prison and private companies. Finally, it suggests making prisoner employment compulsory by law to help it become standard practice.

It outlines how Italy had an adequate infrastructure system until the 1970s when public financing declined and an anti-infrastructure attitude emerged. This led to underinvestment in maintenance and new projects. As a result, Italy now has significant infrastructure gaps compared to other European countries in areas like highways, ports, and airports. Addressing these deficiencies will require alternative financing models like public-private partnerships.

This document discusses competition and regulation in broadband markets that are converging. It explores how market definitions and designations of significant market power need to adapt to changing technologies and usage patterns. Specifically, it examines how services, bundling, and the mix of fixed and mobile broadband impact market definitions and regulatory policy. The document concludes that regulators must account for convergence to ensure effective competition.
This document discusses regulatory challenges posed by technological changes in broadband markets. As broadband networks now provide access to a wide range of services, market definitions based on underlying technologies are becoming less clear. Operators also employ bundling strategies. Regulators face difficulties in identifying markets for regulation and firms with market power. Regulation needs to encourage investment while promoting competition and protecting consumers in this evolving environment. Prescriptive rules may be less effective, requiring more case-by-case assessment and broader competition law approaches.

Can UK Water Service Providers Manage Risk and Resilience as Part of a Multi-...Global Risk Forum GRFDavos
The document discusses a study examining how well UK water service providers incorporate risk management and resilience as part of a multi-agency approach. The researchers analyzed 38 Community Risk Registers and found inconsistencies in style, structure, and level of detail when assessing risks like water infrastructure failures or drought. They conclude that improved consistency is needed in how water providers engage in and contribute their risk assessments to the community planning process.

How to Fix the Import Error in the Odoo 17Celine George
An import error occurs when a program fails to import a module or library, disrupting its execution. A Strategic Approach: GenAI in EducationPeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

Why a PPP to address CIP issues?
Create a trustable environment to share information,
objectives, and common strategies with CI operators
Develop a collaboration scheme on a voluntary basis and do
not add new legal requirements
Develop a flexible framework, where each stakeholder
involved has a shared responsibility
