The Empowering People and Communities Taskforce was established by NHS England to oversee progress on empowering people and communities, as outlined in the Forward View. The taskforce focuses on population engagement, learning from patient experiences, and partnerships with voluntary organizations. NHS Improving Quality (NHS IQ) is working with the National Collaboration on Integrated Care and Support to find pioneering areas across the country looking to be exemplars of successful integration.
The collaboration will provide ten pioneer localities with bespoke support to help them realise their aspirations on integrated care and support. This will encourage and enable innovation, facilitate change and demonstrate how transformation can be achieved.
In return, the pioneers will be at the forefront of sharing and promoting what they’ve learned for wider adoption across the country.

This three year programme, funded by Arts Council England, is being delivered through a partnership between NCVO (lead partner) , NEF and NPC .

Falls among older people are a major public health issue in Scotland, costing the healthcare system an estimated £471 million per year. Falls can have serious physical, psychological, and social consequences for older individuals, including loss of independence and increased dependence on family or health services. Targeted interventions based on multifactorial risk assessments have been shown to help prevent falls. The National Falls Programme in Scotland aims to reduce falls and harm from falls by establishing integrated falls prevention and management pathways across all local health and social care partnerships by 2014.
Houses of Parliament: Case Study - Writing Guide
The UK Parliament commissioned an audit of its written communications materials to identify ways to improve engaging the general public. They produced best practice guidelines and a tone of voice guide for writing in a way that encourages participation. Staff were then trained on the new guidelines. The revisions resulted in written materials that were more successful at getting people involved in parliamentary initiatives and inquiries.

Civic Participation
Putting people at the heart of everything we do is a key strategic principle for Newham Council. It is committed to better involving residents because working together with our communities achieves better services and outcomes and makes the borough a happier and healthier place to live.
We set up a Democracy and Civic Participation Commission in 2020 to enable democracy in the borough to become more representative and participatory and to look at alternative governance models for the council.
We established the UK’s first permanent citizens assembly and one of the country’s largest participatory budgeting programmes to support our residents to be “policy makers” and “budget makers”
We also mobilised pioneering alliances to “co-produce” with residents and partners, setting Help Newham to mobilise staff and residents to provide emergency support during the pandemic, and the Newham Social Welfare Alliance which brings together frontline partners to support residents at risk of crisis.
We set up Health Champions to engage residents to protect themselves from Covid, now leading a national network, and are training residents to carry out research in their communities as part of the UK’s first longitudinal programme through community-led research.

London Patient Voice (LPV) was established as an independent group to scrutinize NHS England's engagement activities in London. Expo is the most significant annual health and social care event in the calendar, uniting more NHS and care leaders, commissioners, clinicians, voluntary sector partners, innovators and media than any other health and care event.
Expo 15 returned to Manchester and was hosted once again by NHS England. Around 5000 people a day from health and care, the voluntary sector, local government, and industry joined together at Manchester Central Convention Centre for two packed days of speakers, workshops, exhibitions and professional development.
This year, Expo was more relevant and engaging than ever before, happening within the first 100 days of the new Government, and almost 12 months after the publication of the NHS Five Year Forward View. It was also a great opportunity to check on and learn from the progress of Greater Manchester as the area prepares to take over a £6 billion devolved health and social care budget, pledging to integrate hospital, community, primary and social care and vastly improve health and well-being.

- 1. NHS England Empowering People and Communities Taskforce Overview
- 2. The Empowering People and Communities Taskforce Established to oversee progress on delivery of ambitions to empower people and communities as set out in the Forward View. Focused on three inter-related ambitions: 1. People – population engagement, participation and co- production in supporting the future delivery of services and policy 2. Patients – the role of insight and learning from the experiences of patients, families and carers in improving quality and outcomes 3. Voluntary sector – our partnerships with voluntary organisations to add value to our work and deliver a wider range of services
- 3. The Empowering People and Communities Taskforce (2) • Set up for one year to look at ways of working differently • Reports directly to the Board of NHS England • Establishes how much progress is being made, identifies where we need to improve and where support is needed, and provide assurance to the NHS England Board • Core group of ten members plus additional invited guests at each workshop
- 4. Taskforce workshops • Each taskforce meeting will include a workshop focusing on one of NHS England’s priority areas. • Wide group of internal and external stakeholders. • Aim to constructively challenge and identify recommendations on different ways of working • Looking at “how” we can work in partnership (rather than “what” we’re working on… this is managed through the relevant national programmes).
- 5. Through engaging differently, understanding the needs of people (especially from those who currently experience the greatest health inequalities), we, together can improve patient experience, improve outcomes, and reduce inequalities.
