Developing the Outcomes Framework
• Newham has a set of unique challenges as a borough
it’s important to use as a case for increased investment
• However, it also has a set of unique strengths which it
can position itself as a pioneer and a leader.
• Towards a Better Newham and the Outcomes
Framework position Newham as a leading council on
wellbeing and measuring outcomes.
• There is an opportunity to turn the framework into a
tool not only to measure progress but to identify areas
for improvement that can be tested with partners and
residents.
• For the council to make the best use of the framework,
requires a variety of skills from across policy & research,
performance & intelligence, service design & insight,
communications and digital data & democracy.

we do in developing research & insight
•Develop a set of research priorities for the organisation to help prioritise support
from our universities
•Develop a cross-council/partner research group to make the best use of insights
from our partners and the relationships they have with our residents
•Develop frontline staff insight sessions to better inform the design of our
strategies to make it easier for them to solve problems with residents
•Overlay community activity from Newham Co Create onto neighbourhood
service & asset maps to better understand neighbourhood-level activity
•Develop a participation framework to enable services to better involve residents
in the development of strategies & services
2. Our measures should act as proxies that help
us assess the impact of our actions on residents
•Work with the London Prosperity Board to support citizen scientists to measure livelihood
security
•Partner with Inclusive Innovation District to test how we use proxies for tackling
neighbourhood level challenges
•Partner with Social Welfare Alliance/Poverty Alliance & Compost to test out how we develop &
use proxies for anticipating & tackling future poverty challenges
•Scope with Heads of Service Design & Insight, Digital Data & Democracy and Performance &
Intelligence how we could use proxies as problem statements for service & policy design
•Improve measures in the Outcomes Framework so they can be used as proxies for intervention
and behaviour change, starting with Pillar 8
3. We will understand how specific groups are
being impacted by change to tackle inequalities
Research & develop case studies to show how organisations
have assessed & embedded equalities
Show links to services & local organisations who can advise on
engaging groups with protected characteristics
Work with the TRID programme to review Newham’s progress
on how it using its levers as an organisation to tackle inequality
and a framework of how we improve what we do
Develop a cumulative inequality impact assessment and work
with services to identify improvements
How can we better use & support residents to lead
participation & carry out their own research?
Supporting services to commission participatory research
Working with UCL to support citizen scientists to carry out
longitudinal research on livelihood security
Working with UCL to develop a citizen science network for London
and the Young Foundation in the their Peer Research Network
Developing a participation framework & tools to enable people to
support residents to carry out their own research
Identifying funding & partners for a participation academy to skill
up residents with lived experience to run participation activities
How can we better make our research & insight
easy to use and understand?
Use Newham Info as the primary place
for services & partners to access insight
Provide quarterly reporting to Cabinet /
CMT on resident insight
Work with universities to provide
challenges to better visualise insight
Use wellbeing framework to lobby for
new local government funding model
Develop a cross council/partner Pillar 1 group
Develop a Pillar 1 group to:
• Show & tell practical ways that the Council
and its partners are using their levers to
support the Outcomes Framework
• Embed practical learning back into what &
how we measure impact on the framework
• Use the learning to enable relevant services
to better embed evidence in their work
• Share connected work on using research &
evidence across Newham to identify
opportunities for alignment & collaboration
• Forward plan future research priorities so we
can influence the work to better align to the
outcomes framework
• Challenge the framework to assess impact
and influence change
