The historical development of E.M
The development of (ICT) today as well as rapid
growth in the areas of knowledge and
technology, and spread the Internet lead to a
radical change in the practice of administrative
tasks, and now we hear new terms such as E-
management, E-government and E-commerce,
E-learning and other modern concepts. using this
modern terms related to advanced technology
that helps us to simplify procedures and reduce
the use of paper to least we can, Recently we note
that today's business may be turned or on its way
to the transition to E-business .

Stages of the transition to electronic management The
transition to E-management requires several stages to the
process is performed to achieve the desired goals, these
stages as follows:
1. conviction and support the top management of
organization
Should top management of organization to have a perfect
conviction and clear vision to convert all paper-based
transactions to electronic to provide full support and
capabilities for the transition to electronic management.
2. Training and qualification of staff
The employee is a key element to shift to electronic
management, so it is necessary to train and qualify
employees, to achieve business through available
electronic means, and this requires training courses for the
staff, and qualification for the job.

The concept of e-management
The idea of electronic management return
to the 1973 of the last century in the United States
and then began to grow and used, especially after
using the Internet by a lot of organizations and
even nations runs diverse activities without the
need to use different traditional styles, there are
many successful experiences in the field E-
governance globally and regionally, and perhaps
the best of those experiences is the experience of
the United States, followed by the European
Union, Germany, France and other countries of
the world, But in the Arab world is the UAE
experience of the best experiences.

recent years due to the development of information and
communication and the increasing demand for the use of

E-management is to perform work and exchange
information through electronic means, and this is not only
to organizations, but it extends to all segments of society
individuals and groups .
E-management depends on a range of modern
technologies such as the use of computers, networks and e-
mail and other electronic means to help in implementation
of business.
