Decentralization
- The process of transferring and assigning decision making
authority to lower levels of an organizational hierarchy.
- The span control of top managers is relatively small.
3 Forms of Decentralization
 Deconcentration
 Delegation
 DEVOLUTION
Deconcentration – is the weakest form of decentralization and is used
most frequently in unitary states. Redistributes decisions making
authority and financial and management responsibilities among
different levels of the organization.
Delegation – is a more extensive form of decentralization through
delegation. Central organization transfer responsibility for
decision making and administration of public functions to semi-
autonomous organizations not wholly controlled by the central
government but ultimately accountable to it.
DEVOLUTION – is an administrative type of decentralization when
organizations devolve function, they transfer authority for
decision making, finance and management to quasi-autonomous
units of local departments with corporate status.
What is the purpose of
Decentralization?
- Transform Local Government Unit into self-reliant communities and
active partners in nation building by giving them powers, authority,
responsibilities and resources.
- Hopes to achieve economic development of the regional and local
levels by giving Local Chief Executive more freedom in carrying out
their programs that are suitable in their areas.
Devolved functions to the Local Government
Unit (LGU)
1. Agricultural Extension (DA)
2. Community Based Forestry (DENR)
3. Public Works (DPWH)
4. School Welfare Programs (DepED)
5. Social Welfare Services (DSWD)
6. Tourism (DOT)
7. Telecommunication Services (DOTC)
8. Housing, and other Building Facilities (HLURB)
9. Field Health and Hospital Services (DOH)
1. Agricultural Extensions (DA)
• Agricultural support and farm operation
• Extension and outside research service and facilities related to
agricultural and fishery activities
• Development of irrigation system
• Water and soil resource utilization and conservation projects
• Enforcement of fishery laws in municipal water including conservation
of mangroves
• livestock market, animal breeding stations and artificial inseminations
centers
• Prevention and control of plant and animal pest and disease
2. Community Based Forestry (DENR)
• Implementing community based forestry projects forestry programs
• Management and control of communal forest and enforcement of
forestry laws
• Establishment of tree park
3. Public Works (DPWH)
• Infrastructure to serve the need of the municipality and maintenance
of infrastructure
4. School Welfare Programs (DepED)
• Establishment of public library, construction and maintenance of
school buildings
5. Social Welfare (DSWD)
• Maintenance of Day Care Centers
• Social welfare services
6. Tourism (DOT)
• Tourism facilities and other tourist attractions
• Regulation and supervision of business, Security of services and facilities
7. Telecommunication Services (DOTC)
• Inter-municipal telecommunication service
• Adequate communications facilities and transport facilities
8. Housing and other Public Building (HLURB)
• Programs and projects for low cost housing
• Provincial Jail, Buildings, Parks
• Infrastructure facilities
9. Field Health and Hospital Services
• Maintenance of Barangay Health Stations
• Implementation of programs and projects
• Health Services which includes hospital and tertiary health services
Section 17 of LGC
- The national government or the next higher level of local
government unit may provide or augment the basic services and
facilities assigned to a lower level of local government unit which such
services or facilities are not made available or if made available are
inadequate to meet the requirements of its inhabitants
- The basic services and facilities herein above enumerated shall
be funded from the share of LGU in the proceeds of national taxes and
other local revenues and funding support from the national
government. Any fund or resources available for the use of local
government units shall be first allocated for the provision of basic
services or facilities.
- The devolution contemplated in this code shall
include the transfer to local government units of the
records, equipment and other assets and personnel
of national agencies and offices corresponding to the
devolved powers, functions and responsibilities.
- Personnel shall be absorbed by the Local
Government Unit. Regional Directors and executive
officers with same ranks who cannot be absorbed by
the local government unit shall be retained by the
national government without any diminution of rank
salary or tenure.
