This document discusses developing sustainable finance strategies for coral reef restoration. It outlines how declining reef health and recreation in Florida Keys National Marine Sanctuary has negatively impacted the local economy. The author proposes establishing economic incentives for conserving coral reefs by developing property rights over restoration sites to create markets. A challenge is that environmental resources are non-rivalrous and non-excludable. The document recommends testing this approach in locations where enabling regulations exist and hosting a workshop to discuss piloting the concept. The goal is to make coral reef restoration financially self-sustaining long-term.

Sustainable farmland, healthy forests, clean water, and abundant habitat stand to become more valuable as the global population climbs to nine billion by 2050. Already, pioneering investors have put together financial solutions that combine real assets, such as tropical forests, with cash flows from operations in fields such as sustainable timber, agriculture, and ecotourism. Conservation finance, as this field is known, represents an undeveloped, but emerging private sector investment opportunity of major proportion.
Filling this gap to finance the preservation of the world’s precious ecosystems will require USD 200 - 300 billion in additional capital, and private investment capital may be the only source. Attracting that level of private capital will require attractive risk-adjusted rates of return, in addition to clear and measurable conservation impacts.
In this report, Credit Suisse—together with the McKinsey Center for Business and Environment—there is a toolkit for substantially growing the investment that flows into the conservation sector, illustrated by a few concrete ideas that we deem to be scalable, repeatable, and investable. Implementing these ideas will require strong collaboration between the financial and environmental communities to find new and creative ways of solving the financial structuring and conservation challenges at hand.

Fish Conservation Zones (FCZs), or areas that limit or prohibit fishing, have gained widespread popularity as fisheries management and conservation tools in marine and freshwater ecosystems around the world. By protecting critical habitats and allowing fish populations to increase in abundance, FCZs can serve dual purposes of protecting fish biodiversity and enhancing food security and livelihoods for local communities. Rapid development in the Mekong Basin has the potential to impact fish habitat and abundance, and effective fish conservation and management tools are urgently needed. Many organizations have engaged in establishing FCZs in the Mekong Basin, and FCZs number in the hundreds in Lao PDR alone. FISHBIO is working to establish FCZs in several villages on the mainstem Mekong River in northern Lao PDR, and has seen substantial local support for the concept. While FCZs are compelling in principle, the most important consideration is whether they are successful in practice. Biophysical, socio-economic and governance monitoring is greatly needed to address whether FCZs are effective tools for meeting their intended objectives. Both technological and community-based approaches can play an important role in the biological evaluation of FCZ effectiveness, and collecting such data could improve the management of FCZs throughout the region.
