It is critically important that Nonprofit programs be need-based and fundable
• Need-based: Is there a demonstrated community “need” supported by data?
• Interview individuals affected by the problem and agency staff, government officials, and
experts in the field the Nonprofit wants to focus on
• Research data: Use the public library & online resources
• Fundable: Is there money available to support the services the Nonprofit will provide?
• Funding sources are determined by what type of services the Nonprofit provides & who it
serves

• A nonprofit program is an
o integrated set of services
o that meet specific, verified community needs
o achieve specific benefits and changes (outcomes)
o among specific groups of “clients” in that community
• Services include ongoing systematic evaluations to ensure
that the specific outcomes are really being achieved
• Are aligned with the Nonprofit’s Mission & strategic plans
• Involves the Board of Directors, clients, & stakeholders

• When developing a new program, it is especially
important that a Nonprofit address key points when
applying for funds to finance the program
• Critical steps in the process:
Step 1: Assessment of community needs/strength
Step 2: Program design
Step 3: Performance measurement
Step 4: Program evaluation

• Before designing a program, conduct a community needs assessment to determine
that the program is addressing a real need that exists in the community
• In order to get an accurate picture, the assessment should involve people representing
various aspects of the community
• A new program should not duplicate services already provided in the community
• In gathering research, the following questions may serve as a guideline:
o Who does the problem affect?
o How many people are affected?
o How is this problem addressed in other locations affected by it?
o What has and has not worked?
o Is this problem already being addressed in this community? How?

• Rejects the habit of describing communities by listing their problems
• Views community residents as “resource producers” rather than “resource consumers”
• Focuses on the hidden wealth that exists in all communities. Churches, local businesses,
non-profit organizations, voluntary associations and parks are all assets with valuable
resources to offer
• Builds community because everyone offers their individual gifts and talents to improve
quality of life
• Allows residents to step up, be proactive, and take control of their communities

• Describes and gives evidence of a community need that can be addressed
• Identifies a gap in services available in the community which address the need
• Explains why this program is an appropriate strategy to meet the need
• Outlines the specific Nonprofit program(s) implemented to address the need
• Establishes community partnerships in the process of addressing the community need
• Anticipates the positive outcome of the program in the community
• Defines the method of measuring results

• A recommended method of program design is to use a logic model to plan and
evaluate the proposed program
• Presents the shared relationships between the resources, activities, outputs, outcomes,
and impact of the program.
• It should help the organization:
• specify goals
• identify what resources are needed
• identify indicators of progress and measurements of success, and
• communicate the program’s potential value

• Needs: The community need as identified in the Community Needs Assessment
• Inputs: The resources needed to complete activities
• Activities: What staff, volunteers, etc. actually do
• Outputs: A measurement of the actual amount of service completed
• Intermediate Outcomes: Measurable change and improvements in the program’s
constituents and/or community
• End Outcomes: The target changes that the organization hopes to achieve in the
program’s constituents and/or community

• This is a VERY important step in establishing
accountability to a funder
• The purpose of performance measures is to capture the
ongoing progress the program is making
• It should provide a snapshot of the impact that all the
programs have on the community
• The data can be quantitative, qualitative or both

• Data collection should be scheduled and carried out
from the beginning to the end of the program
• The organization should be consistently involved in
the evaluation process and make needed adjustments
to best serve the community

NEED-BASED & FUNDABLE PROGRAMS First Things First 14 © STC Consulting, LLC 2020 www.stcconsultingllc.org It is critically important that Nonprofit programs be need-based and fundable • Need-based: Is there a demonstrated community “need” supported by data? • Interview individuals affected by the problem and agency staff, government officials, and experts in the field the Nonprofit wants to focus on • Research data: Use the public library & online resources • Fundable: Is there money available to support the services the Nonprofit will provide? • Funding sources are determined by what type of services the Nonprofit provides & who it serves Need-based programs + matching funding sources = $$$

THE NONPROFIT PROGRAM Characteristics of a Nonprofit Program 15 © STC Consulting, LLC 2020 www.stcconsultingllc.org • A nonprofit program is an o integrated set of services o that meet specific, verified community needs o achieve specific benefits and changes (outcomes) o among specific groups of “clients” in that community • Services include ongoing systematic evaluations to ensure that the specific outcomes are really being achieved • Are aligned with the Nonprofit’s Mission & strategic plans • Involves the Board of Directors, clients, & stakeholders

NONPROFIT PROGRAM DEVELOPMENT Key Steps for Funding 16 © STC Consulting, LLC 2020 www.stcconsultingllc.org • When developing a new program, it is especially important that a Nonprofit address key points when applying for funds to finance the program • Critical steps in the process: Step 1: Assessment of community needs/strength Step 2: Program design Step 3: Performance measurement Step 4: Program evaluation

STEP 1: COMMUNITY ASSESSMENT Identify Community Strengths & Weaknesses 17 © STC Consulting, LLC 2020 www.stcconsultingllc.org • Before designing a program, conduct a community needs assessment to determine that the program is addressing a real need that exists in the community • In order to get an accurate picture, the assessment should involve people representing various aspects of the community • A new program should not duplicate services already provided in the community • In gathering research, the following questions may serve as a guideline: o Who does the problem affect? o How many people are affected? o How is this problem addressed in other locations affected by it? o What has and has not worked? o Is this problem already being addressed in this community? How?

COMMUNITY ASSET MAPPING Identify Community Strengths & Weaknesses, cont’d 18 © STC Consulting, LLC 2020 www.stcconsultingllc.org • Rejects the habit of describing communities by listing their problems • Views community residents as “resource producers” rather than “resource consumers” • Focuses on the hidden wealth that exists in all communities. STEP 2: PROGRAM DESIGN Basic Qualities of a Good Program 21 © STC Consulting, LLC 2020 www.stcconsultingllc.org • Describes and gives evidence of a community need that can be addressed • Identifies a gap in services available in the community which address the need • Explains why this program is an appropriate strategy to meet the need • Outlines the specific Nonprofit program(s) implemented to address the need • Establishes community partnerships in the process of addressing the community need • Anticipates the positive outcome of the program in the community • Defines the method of measuring results

THE LOGIC MODEL Plan and Evaluate the Proposed Program 22 © STC Consulting, LLC 2020 www.stcconsultingllc.org • A recommended method of program design is to use a logic model to plan and evaluate the proposed program • Presents the shared relationships between the resources, activities, outputs, outcomes, and impact of the program. • It should help the organization: • specify goals • identify what resources are needed • identify indicators of progress and measurements of success, and • communicate the program’s potential value

THE LOGIC MODEL, CONT’D The Parts of a Basic Logic Model 23 © STC Consulting, LLC 2020 www.stcconsultingllc.org • Needs: The community need as identified in the Community Needs Assessment • Inputs: The resources needed to complete activities • Activities: What staff, volunteers, etc. actually do • Outputs: A measurement of the actual amount of service completed • Intermediate Outcomes: Measurable change and improvements in the program’s constituents and/or community • End Outcomes: The target changes that the organization hopes to achieve in the program’s constituents and/or community

STEP 3: PERFORMANCE MEASUREMENT Is the Program Making Progress? 25 © STC Consulting, LLC 2020 www.stcconsultingllc.org • This is a VERY important step in establishing accountability to a funder • The purpose of performance measures is to capture the ongoing progress the program is making • It should provide a snapshot of the impact that all the programs have on the community • The data can be quantitative, qualitative or both Measurement Tracking Tools o Participation rolls/attendance sheets o Surveys (paper & online) o Individual interviews o Focus groups with program participants o Participant observation/Site visits
