The Narrow the Gap 2016 project aims to improve equal access to opportunities and quality of life in Ho Chi Minh City and surrounding provinces. It will provide funding to non-profits through three grant rounds over 9 months. The project seeks to improve project management capacity for grantees and create community ownership. It has already secured over 70% of its total budget of 1.72 billion VND but is seeking additional funds of 547 million VND from corporate and individual donors. Donors will receive brand exposure and opportunities to engage with the project in return for their support.

profits (of which 70% employees are women) that implement the funded programs.
• Sustain the project’s results and impacts in the community by creating an
environment where community members perform their project’s ownership: actively
involve, take actions, and monitor the project implementation process.

4. PROBLEM STATEMENT
• Vietnam’s economic growth has interacted with existing patterns of inequity,
social exclusion and geographic disparities and has widened the gap between
those who can and cannot obtain quality education, a stable income and access
to quality basic services.
• Meanwhile, businesses, academia, government, non-profit organizations tend to
operate in silos, leading to support programs that are poorly coordinated, under-
resourced, and lack innovation, all of which limits success and effectiveness.
APPROACH
• An enabling environment for cross sector collaboration is needed to support
innovation and investment in initiatives that can solve complex problems.
• Community philanthropy can play an essential role in building trust and
demonstrating transparency and good governance in local efforts to address
community needs and priorities (GFCF, 2013).
• In this context, since introduced in 2009, LIN’s Narrow the Gap Community Fund
has been becoming essential means to gather contribution from cross sectors to
address local social issues.

7. STEP 1: Fundraising
LIN pools resources from institutional and individual donors year round.
STEP 2: Call for Proposals
LIN disseminates a call for proposals, inviting local not-for-profit to submit project proposals
on a quarterly basis.
STEP 3: Capacity Building for Grant Applicants
Workshops and skilled volunteers provide technical assistance and training to grant
applicants to assist them with grant writing, communications, monitoring and evaluation,
budgeting and reporting.
STEP 4: Proposal Evaluation
Proposals are reviewed and shortlisted by a committee of volunteers, including donors and
subject area experts. For Grant Rounds 1 & 3, committee members will decide which
projects receive full or partial funding.
STEP 5: Community Vote for Round 2
During Round 2, LIN shares information about the shortlisted projects and calls on the
community to help select three projects to receive funding.
• Online Vote - HCMC residents are invited to vote online.
• Panel Vote – A panel of subject matter experts evaluate the projects.
• Event Vote – The top 3 projects (based on the online & panel votes) join a fun Community Event,
where donors get to meet the NPOs proposing each of the projects and then vote to determine how
the grant funds will be distributed among them.

8. In addition to all the steps detailed on the previous slide, LIN plays an active role
to support Narrow the Gap applicants, grantees and partners:
Grant applicants and grantee profiles on VietnamCauses and BlueBees
websites in order to attract and raise awareness about their work to potential
supporters.
Plan, facilitate, evaluate and report on all Narrow the Gap Grant Rounds and
Events while engaging relevant stakeholders.
Engage large numbers and broad cross section of the local community in the
grantee selection and capacity building process.
Facilitate site visits to grantees, collect and disseminate interim and final
reports from grantees to individual and corporate partners.
Communicate with and update partners on the campaign process,
implementation of the funded projects and opportunities to engage.

Beneficiaries:

• Handbook for sighted people who work with or live with the visually impaired
• Braille books and audio books for the visually impaired
• 9 training sessions for young people to learn about and experience the life of the
visually impaired
• Contests of creating communication materials about visual impairment

• Narrowing the gap between sighted people and visually impaired people.
• Perception and behavior of sighted people changed and they are positively helping
the visually impaired people.

The total cost to operate Narrow the Gap in 2016 is VND 1,719,600,000.
LIN already raised VND 1,172,000,000 from its donors (Irish Aid, Bread for the
World, GIBC, and other donors). We are therefore calling for contribution of VND
547,600,000 from corporate and individual donors.

• Round 1: 5 to 8 grants (<VND 50m each), for total value ~VND 250 million
