Core vocabularies and Metadata Sets for Governments
Public Sector Information management frameworks, usually in the form of ontologies and taxonomies containing controlled vocabularies and relevant metadata sets, appear as a key enabler that assists the classification and sharing of resources related to the provision of open data and efficient digital services towards citizen and enterprises. As different authorities typically use different terms to describe their resources and publish them in various data and service registries that may enhance the access to and delivery of governmental knowledge, but also need to communicate seamlessly at a national and pan-European level, the need for unifying and inclusive digital public service metadata standards emerges. This paper presents the creation of an ontology-based extended metadata set that embraces public sectors services, documents, XML Schemas, codelists, public bodies and information systems. Furthermore, the paper presents experiences of application within the Greek Public Sector, as part of the National Interoperability Framework specification. Such a metadata framework is an attempt to formalize the automated exchange of information between various portals and registries and further assist the service transformation and simplification efforts, while it can be further taken into consideration when applying Web 2.0 techniques in governance.

DTGOV is a public company that was created in the early 1980s by the Ministry of Social Security. The decentralization of the ministry’s IT operations to a public company under private law gave DTGOV an autonomous management structure with significant flexibility to govern and evolve its IT enterprise.
At the time of its creation, DTGOV had approximately 1,000 employees, operational branches in 60 localities nation-wide, and operated two mainframe-based data centres. Over time, DTGOV has expanded to more than 3,000 employees and branch offices in more than 300 localities, with three data centres running both mainframe and low-level platform environments. Its main services are related to processing social security benefits across the country.
DTGOV has enlarged its customer portfolio in the last two decades. It now serves other public-sector organizations and provides basic IT infrastructure and services, such as server hosting and server collocation. Some of its customers have also outsourced the operation, maintenance, and development of applications to DTGOV.
DTGOV has sizable customer contracts that encompass various IT resources and services. However, these contracts, services, and associated service levels are not standardized—negotiated service provisioning conditions are typically customized for each customer individually. DTGOV’s operations are resultantly becoming increasingly complex and difficult to manage, which has led to inefficiencies and inflated costs.
The DTGOV board realized, some time ago, that the overall company structure could be improved by standardizing its services portfolio, which implies the reengineering of both IT operational and management models. This process has started with the standardization of the hardware platform through the creation of a clearly defined technological lifecycle, a consolidated procurement policy, and the establishment of new acquisition practices.
Technical Infrastructure and Environment
DTGOV operates three data centres: one is exclusively dedicated to low-level platform servers while the other two have both mainframe and low-level platforms. The mainframe systems are reserved for the Ministry of Social Security and therefore not available for outsourcing.
The data centre infrastructure occupies approximately 20,000 square feet of computer room space and hosts more than 100,000 servers with different hardware configurations. The total storage capacity is approximately 10,000 terabytes. DTGOV’s network has redundant high-speed data links connecting the data centres in a full mesh topology. Their Internet connectivity is considered to be provider-independent since their network interconnects all of the major national telecom carriers.

Thematic analysis in qualitative research is a time-consuming and systematic task, typically done using teams. Team members must ground their activities on common understandings of the major concepts underlying the thematic analysis, and define criteria for its development. However, conceptual misunderstandings, equivocations, and lack of adherence to criteria are challenges to the quality and speed of this process. Given the distributed and uncertain nature of this process, we wondered if the tasks in thematic analysis could be supported by readily available artificial intelligence chatbots. Our early efforts point to potential benefits: not just saving time in the coding process but better adherence to criteria and grounding, by increasing triangulation between humans and artificial intelligence. This tutorial will provide a description and demonstration of the process we followed, as two academic researchers, to develop a custom ChatGPT to assist with qualitative coding in the thematic data analysis process of immersive learning accounts in a survey of the academic literature: QUAL-E Immersive Learning Thematic Analysis Helper. In the hands-on time, participants will try out QUAL-E and develop their ideas for their own qualitative coding ChatGPT. Participants that have the paid ChatGPT Plus subscription can create a draft of their assistants. The organizers will provide course materials and slide deck that participants will be able to utilize to continue development of their custom GPT. The paid subscription to ChatGPT Plus is not required to participate in this workshop, just for trying out personal GPTs during it.

When I was asked to give a companion lecture in support of ‘The Philosophy of Science’ (https://shorturl.at/4pUXz) I decided not to walk through the detail of the many methodologies in order of use. Instead, I chose to employ a long standing, and ongoing, scientific development as an exemplar. And so, I chose the ever evolving story of Thermodynamics as a scientific investigation at its best.
Conducted over a period of >200 years, Thermodynamics R&D, and application, benefitted from the highest levels of professionalism, collaboration, and technical thoroughness. New layers of application, methodology, and practice were made possible by the progressive advance of technology. In turn, this has seen measurement and modelling accuracy continually improved at a micro and macro level.
Perhaps most importantly, Thermodynamics rapidly became a primary tool in the advance of applied science/engineering/technology, spanning micro-tech, to aerospace and cosmology. I can think of no better a story to illustrate the breadth of scientific methodologies and applications at their best.

mitigated, at least in part.

The ability to recreate computational results with minimal effort and actionable metrics provides a solid foundation for scientific research and software development. When people can replicate an analysis at the touch of a button using open-source software, open data, and methods to assess and compare proposals, it significantly eases verification of results, engagement with a diverse range of contributors, and progress. However, we have yet to fully achieve this; there are still many sociotechnical frictions.
Inspired by David Donoho's vision, this talk aims to revisit the three crucial pillars of frictionless reproducibility (data sharing, code sharing, and competitive challenges) with the perspective of deep software variability.
Our observation is that multiple layers — hardware, operating systems, third-party libraries, software versions, input data, compile-time options, and parameters — are subject to variability that exacerbates frictions but is also essential for achieving robust, generalizable results and fostering innovation. I will first review the literature, providing evidence of how the complex variability interactions across these layers affect qualitative and quantitative software properties, thereby complicating the reproduction and replication of scientific studies in various fields.
I will then present some software engineering and AI techniques that can support the strategic exploration of variability spaces. These include the use of abstractions and models (e.g., feature models), sampling strategies (e.g., uniform, random), cost-effective measurements (e.g., incremental build of software configurations), and dimensionality reduction methods (e.g., transfer learning, feature selection, software debloating).
I will finally argue that deep variability is both the problem and solution of frictionless reproducibility, calling the software science community to develop new methods and tools to manage variability and foster reproducibility in software systems.

In this paper we provide a method to describe immersive learning cases that is structured to enable comparisons, yet flexible enough to allow researchers and practitioners to decide which aspects to include. This method leverages a taxonomy that classifies educational aspects at three levels (uses, practices, and strategies) and then utilizes two frameworks, the Immersive Learning Brain and the Immersion Cube, to enable a structured description and interpretation of immersive learning cases. The method is then demonstrated on a published immersive learning case on training for wind turbine maintenance using virtual reality. Applying the method results in a structured artifact, the Immersive Learning Case Sheet, that tags the case with its proximal uses, practices, and strategies, and refines the free text case description to ensure that matching details are included. This contribution is thus a case description method in support of future comparative research of immersive learning cases. We then discuss how the resulting description and interpretation can be leveraged to change immersion learning cases, by enriching them (considering low-effort changes or additions) or innovating (exploring more challenging avenues of transformation). The method holds significant promise to support better-grounded research in immersive learning.

There are various methods for the treatment of food to preserve them and irradiation treatment of food is one of them. It is the most common and the most harmless method for the food preservation as it does not alter the necessary micronutrients of food materials. Although irradiated food doesn’t cause any harm to the human health but still the quality assessment of food is required to provide consumers with necessary information about the food. ESR spectroscopy is the most sophisticated way to investigate the quality of the food and the free radicals induced during the processing of the food. ESR spin trapping technique is useful for the detection of highly unstable radicals in the food. The antioxidant capability of liquid food and beverages in mainly performed by spin trapping technique.

We will metaverse into the essence of immersive learning, into its three dimensions and conceptual models. This approach encompasses elements from teaching methodologies to social involvement, through organizational concerns and technologies. Challenging the perception of learning as knowledge transfer, we introduce a 'Uses, Practices & Strategies' model operationalized by the 'Immersive Learning Brain' and ‘Immersion Cube’ frameworks. This approach offers a comprehensive guide through the intricacies of immersive educational experiences and spotlighting research frontiers, along the immersion dimensions of system, narrative, and agency. Our discourse extends to stakeholders beyond the academic sphere, addressing the interests of technologists, instructional designers, and policymakers. We span various contexts, from formal education to organizational transformation to the new horizon of an AI-pervasive society. This keynote aims to unite the iLRN community in a collaborative journey towards a future where immersive learning research and practice coalesce, paving the way for innovative educational research and practice landscapes.

Contact Information: Leire Orue-Echevarria T +34 664103005 Leire.Orue-Echevarria@tecnalia.com INTRODUCTION AND CONTEXT A cloud services brokerage is third-party software that adds value to cloud services on behalf of cloud service consumers. Their goal is to make the services more specific to a company, or to integrate or aggregate services, to enhance their security, or to do anything which adds a significant layer of value (i.e. capabilities) to the original cloud services being offered (Plummer, 2012). There exist several solutions focused on providing service brokerage of Cloud Service Providers (CSP), mainly VM’s and virtualized resources, but not of other services offered (e.g. Data Processing as a Service) or SaaS applications which are certified and legally compliant. This paper proposes a solution for a Federated Cloud Service Broker (FCSB) overcoming existing challenges in the public sector such as Governance, Interoperability and portability, Service Level Agreements (SLA) compliance and assessment, Intelligent discovery of cloud services, cross border interoperability and legislation awareness. In the proposed FCSB, the service will pass through the following phases: • Service initialization, including cloud service endorsement into the broker, Intelligent discovery of services, Service contracting, CSLA provision, users management, security management and creation of the aggregated services in the FCSB. • Service operation, including CB CSLA monitoring, legislation compliance due to changes in the legislation, data migration/portability, service metering, billing to the user, and CP costs estimation. • Service termination: including service withdrawal and service contract termination. Conclusions The technical design of the FCSB, presented in this poster, tries to overcome the specific challenges to be faced by the Public Administrations, such as governance, risk tolerance, legislation compliance, regulations, cross border interoperability, management of the citizens’ requirements, SLAs assessment, and seamless change of provider. The next activities include the actual implementation of the pilot of the technical design presented following the DevOps philosophy. The prioritisation of the functionalities will come from the priority analysis of functional requirements. A continuous integration environment accompanied by a source code management will be set up to ensure the quality of the produced code.
