1-It was launched on 25 September 2014 by Union Ministers Nitin Gadkari and Venkaiah
Naidu on the occasion of 98th birth anniversary of Pandit Deendayal Upadhyaya . The
Vision of DDU-GKY is to "Transform rural poor youth into an economically independent
and globally relevant workforce”
2-Government of India has set up a target to provide skill training to 50 Lakh of its youth
by 2022.
3-Ministry of Rural Development (MoRD) has initiated DDU-GKY as a skill training and
placement program for youth aged between 15 to 35 years living in rural areas. The
program emphasizes on sustainable employment through the prominence and incentives
given to post-placement tracking, retention and career progression.

Other Aspects in Infrastructure-
Each training centre(TC) should have separate space for each domain
Training infrastructure may be owned, hired or part of a franchise agreement
Each TC should remain in existence for at least three months from the date of completion
of training or until 70% of those trained have been placed (whichever is later).
Mobile canters are not permitted
Non-residential TCs should be located near the homes of trainees
Residential should be approved or certified by SRLM/CTSA
MoRD to setup cost committee to look into trade wise cost for skilling which require high
cost
Trainers:
Should possess the knowledge, skills and attitude needed to be a good trainer in his/her

Training Methods:
Training is delivered in an innovative and trainee friendly manner with
adequate audio visual tools and participatory methods
Finishing and work readiness Module: centres should be staffed
by specially trained high quality trainers who are adept at providing inputs that ensure high
success rates at placement interviews and post
placement retention. These centres should:
Run short residential courses typically 7-10 days long. During this training alumni should
meet and inspire the current batch
Have a dedicated team that helps candidates find accommodation, get access to health care
etc.
Finding alternate jobs
Provide counselling and advice on personal issues
Note: one-time travel cost to the training centres will be allowed based on actual with a
maximum limit of Rs4500/-per trainee
Assessment & Certification:
Continuous Assessment-in the form of announced and unannounced quizzes, assignments and
other types of tests. The questions asked, answers given and marks obtained by each trainee
should available in the password protected area of the PIAs web site

These marks will be verified during bimonthly inspections of each training
centre by the SRLM or its TSA as well as by NIRD/NABARD Consultancy
(NABCONS)
Third party certification- Independent certification and assessment by third
party agencies (empanelled by SSC/ notified by MoRD) of both curriculum and
the skill, knowledge and attitude level of each trainee as acceptable to the
industry or employer is mandatory.
Own certification- Own certification in cases of established brands can be used
if approved by MoRD in advance.
PLACEMENT: a minimum placement of 70% of trained candidates is a non-
negotiable in DDU-GKY
Captive placement-PIAs can train and absorb the trained persons in their own
organisations. They should submit own manpower requirement based on a
realistic estimate of current needs. Captive placement for a second batch of
trainees will not be allowed, if more than 50 % of DDU-GKY youth placed with
the same organisation has left within a span of six months.

Placement providing jobs having regular monthly wages at or above the
minimum wages: salary slip from the HRD/certificate issued by the employer
indicating wages paid and counter signed by the employee along with the
bank statement indicating that wages have been paid by crossed demand
draft or money transfer will demonstrate proof of regular wage employment
Placement in government organisations/with government contractors involved
in public service delivery-Placement in public service delivery programs such as
NRHM, MGNREGS etc. & institutions such as PRI, etc. are allowed provided it is
continuous & full time and minimum wages is provided and proof of
employment is available
Placement foreign countries: Jobs which can provide a minimum salary of Rs.
25,000 are permitted. Trainings that have the potential to provide salaries in
the above range will only be approved.

Start of training and batch freezing -

Marking of attendance for residential purposes
1. Centre Attendance will be taken Two time in day morning Before 9 am and in
evening after 6 pm .

Dropping out of candidates and related issues
1. PIAs should take all precautions during the selection of candidates so that the
number of dropped out candidates in a batch is minimized.
2. Some of the reasons for candidates dropping out or being dropped from a
course are:
3-Not meeting the minimum attendance requirements
4-Not following the code of conduct
5-Not keeping up to the expected academic standards
6. PIAs shall record the date from which a candidate is treated as dropped out.

7. The candidates shall be disbursed all allowances as per norms, and there shall
be no deduction of any allowances to dropped out candidates. For
example, allowances for food and to-and-fro travel shall be provided to a
candidate till the date of delisting/ drop out.
8. Deemed drop out: If a candidate is absent for more than 25% of classes in a
course then she/he is deemed to have dropped out.
9. Permitted drop outs for reimbursement of candidate entitlements: Since
the reasons for trainees dropping out are complex and may be beyond the
control of a PIA, drop outs are permitted in a batch as per the following:
a. 2 candidates if batch strength is 20 or less
b. 3 candidates if batch strength is 21 or above but up to 30
c. 4 candidates if batch strength is above 31
The above drop outs are permitted only for the purpose of reimbursement
of candidate entitlements.

For the time being it is fixed as ₹ 6000, ₹ 8000, ₹ 12000 and ₹15000 for 3, 6 9 and 12 months

• Treatment of first month of employment: If the candidate is employed for a full month (joins on the 1st of
the month) then first month will be treated as a normal month.
• However, if the candidate joins after 1st of a month then depending on the salary paid in the first month
decision whether to consider first month as placed or not is decided.
A- If she/he gets more than the minimum salary (as indicated in Table above) then she/he will be considered
as placed in the first month. Then the candidate has to fulfil the placement criteria within next three months.
However, if best three months out of the four month window does not fulfil the cumulative salary criterion
then first month is removed and one more month can be considered for fulfilling the placement criteria.
B- Otherwise first month will not be counted and she/he still has 4 month window for fulfilling the placement
criteria.
e. Further, as employment also involves migration to cities and towns – places which are not only unfamiliar
physically but also culturally; the transition is difficult and more than often painful. Thus the youth have a

c. continuous work over a period of 365 days with a maximum break of 60 calendar days
during this period
3. Career Progression Support
a. Candidate who crosses salary of Rs.15,000/- per month
b. Rs.5000/- per candidate out of which 1/3rd i.e. Rs.1333/- to be shared with the
candidate.
c. If a candidate earn a salary of Rs 15,000/- per month and holds it for a minimum of 90
calendar days within one year of completion of training.

Refundable Security Deposit: A PIA may charge Rs.250/- as refundable security deposit from each candidate selected for a
training batch. It will be collected at the time of commencement of training batch & shall be refunded to a candidate who
completes the training and is successfully certified.

  • 2. DDU-GKY DDU-GKYY (Background) Mahesh kumar-B-ABLE 2 1-It was launched on 25 September 2014 by Union Ministers Nitin Gadkari and Venkaiah Naidu on the occasion of 98th birth anniversary of Pandit Deendayal Upadhyaya . The Vision of DDU-GKY is to "Transform rural poor youth into an economically independent and globally relevant workforce” 2-Government of India has set up a target to provide skill training to 50 Lakh of its youth by 2022. 3-Ministry of Rural Development (MoRD) has initiated DDU-GKY as a skill training and placement program for youth aged between 15 to 35 years living in rural areas. The program emphasizes on sustainable employment through the prominence and incentives given to post-placement tracking, retention and career progression.
  • 3. DDU-GKY OVERVIEW 3 1. Unique programme of MoRD Objective is poverty alleviation and skill training of rural poor youth Focuses on placement i.e. sustainable wage employment, Enables poor and socially disadvantaged groups to access benefits 2. Nation wide coverage with special schemes Himayat - J&K Roshini - 27 Left Wing extremist affected districts 3. Funding MoRD : 60% States : 40% Exceptions:  North East – MoRD :90%; States : 10%  J&K – MoRD : 100% Covers support for training costs, boarding and lodging (residential programmes), transportation costs, post‐placement support costs, Incentives to PIAs

DDU-GKY Special components of DDU-GKY DDU-GKY Roshni Himayat Applicable for all states except J&K and LWE Areas  Roshni a special initiative for most critical left-wing extremist affected areas mandatory residential course with 40% coverage to women candidates.  Roshni project introduce towards addressing the infrastructure, education and health deficiencies in these areas, and leveraging the availability of natural resources and traditional skills and knowledge. A special scheme for Jammu and Kashmir  MoRD operates a special scheme which covers: 1-Urban as well as rural youth 2- Below Poverty Line(BPL) as well as Above Poverty Line(APL) persons 3-Wage employment in the formal sector as well as self- employment. Other Aspects in Infrastructure- Each training centre(TC) should have separate space for each domain Training infrastructure may be owned, hired or part of a franchise agreement Each TC should remain in existence for at least three months from the date of completion of training or until 70% of those trained have been placed (whichever is later). Mobile canters are not permitted Non-residential TCs should be located near the homes of trainees Residential should be approved or certified by SRLM/CTSA MoRD to setup cost committee to look into trade wise cost for skilling which require high cost Trainers: Should possess the knowledge, skills and attitude needed to be a good trainer in his/her domain Tested and verified by the Q team of the PIA and verified by the SRLM or its TSA CCTV recording to be used for attitude assessment Content: Certified by National Council for Vocational Training (NCVT) or Sector Skills Council (SSC) or any other agency notified for the purpose by MoRD

Training Methods: Training is delivered in an innovative and trainee friendly manner with adequate audio visual tools and participatory methods Finishing and work readiness Module: centres should be staffed by specially trained high quality trainers who are adept at providing inputs that ensure high success rates at placement interviews and post placement retention. These centres should: Run short residential courses typically 7-10 days long. During this training alumni should meet and inspire the current batch Have a dedicated team that helps candidates find accommodation, get access to health care etc. Finding alternate jobs Provide counselling and advice on personal issues Note: one-time travel cost to the training centres will be allowed based on actual with a maximum limit of Rs4500/-per trainee Assessment & Certification: Continuous Assessment-in the form of announced and unannounced quizzes, assignments and other types of tests. The questions asked, answers given and marks obtained by each trainee should available in the password protected area of the PIAs web site
  • 17. DDU-GKY Mahesh Kumar-B-ABLE 17 S.N Aspects Explanation Activities by PIA(Contd.) These marks will be verified during bimonthly inspections of each training centre by the SRLM or its TSA as well as by NIRD/NABARD Consultancy (NABCONS) Third party certification- Independent certification and assessment by third party agencies (empanelled by SSC/ notified by MoRD) of both curriculum and the skill, knowledge and attitude level of each trainee as acceptable to the industry or employer is mandatory. Own certification- Own certification in cases of established brands can be used if approved by MoRD in advance. PLACEMENT: a minimum placement of 70% of trained candidates is a non- negotiable in DDU-GKY Captive placement-PIAs can train and absorb the trained persons in their own organisations. They should submit own manpower requirement based on a realistic estimate of current needs. Captive placement for a second batch of trainees will not be allowed, if more than 50 % of DDU-GKY youth placed with the same organisation has left within a span of six months.

Placement providing jobs having regular monthly wages at or above the minimum wages: salary slip from the HRD/certificate issued by the employer indicating wages paid and counter signed by the employee along with the bank statement indicating that wages have been paid by crossed demand draft or money transfer will demonstrate proof of regular wage employment Placement in government organisations/with government contractors involved in public service delivery-Placement in public service delivery programs such as NRHM, MGNREGS etc. & institutions such as PRI, etc. are allowed provided it is continuous & full time and minimum wages is provided and proof of employment is available Placement foreign countries: Jobs which can provide a minimum salary of Rs. 25,000 are permitted. Trainings that have the potential to provide salaries in the above range will only be approved. *Cost Norms of PIAs: Attached in the next slide

Hostel Attendance will be taken once a day between 6 PM and 10 PM. Dropping out of candidates and related issues 1. PIAs should take all precautions during the selection of candidates so that the number of dropped out candidates in a batch is minimized. 2. Some of the reasons for candidates dropping out or being dropped from a course are: 3-Not meeting the minimum attendance requirements 4-Not following the code of conduct 5-Not keeping up to the expected academic standards 6. For example, allowances for food and to-and-fro travel shall be provided to a candidate till the date of delisting/ drop out. 8. Deemed drop out: If a candidate is absent for more than 25% of classes in a course then she/he is deemed to have dropped out. 9. Permitted drop outs for reimbursement of candidate entitlements: Since the reasons for trainees dropping out are complex and may be beyond the control of a PIA, drop outs are permitted in a batch as per the following: a. 2 candidates if batch strength is 20 or less b. 3 candidates if batch strength is 21 or above but up to 30 c. 4 candidates if batch strength is above 31 The above drop outs are permitted only for the purpose of reimbursement of candidate entitlements. DDU-GKY As per guidelines placement is defined as 1. “continuous employment for minimum of 3 months 2. “The minimum wages for placement in India (per month) - valued as per Cost to Company (CTC), is: a. ₹ 6000, ₹ 8000, ₹ 12000 and Rs.15000 for 3, 6 9 and 12 months course duration respectively Or b. minimum wages of the state For the time being it is fixed as ₹ 6000, ₹ 8000, ₹ 12000 and ₹15000 for 3, 6 9 and 12 months course duration respectively Proof for placement 1) Salary slips 2) Salary payment proof (one of the following) successfully completed bank transfer, like NEFT or RTGS, from the employer or bank statement or passbook entries of the candidate’s account indicating that wages have been paid. 3) Joint certificate issued by the employer and candidate (as per SF 7.1D) If HR Department is not available in Org. DDU-GKY Mahesh kumar-B-ABLE 67 • Treatment of first month of employment: If the candidate is employed for a full month (joins on the 1st of the month) then first month will be treated as a normal month. • However, if the candidate joins after 1st of a month then depending on the salary paid in the first month decision whether to consider first month as placed or not is decided. A- If she/he gets more than the minimum salary (as indicated in Table above) then she/he will be considered as placed in the first month. Then the candidate has to fulfil the placement criteria within next three months. However, if best three months out of the four month window does not fulfil the cumulative salary criterion then first month is removed and one more month can be considered for fulfilling the placement criteria. B- Otherwise first month will not be counted and she/he still has 4 month window for fulfilling the placement criteria. e. Further, as employment also involves migration to cities and towns – places which are not only unfamiliar physically but also culturally; the transition is difficult and more than often painful. Thus the youth have a tendency to relapse back to more familiar home environment. Hence to facilitate slow transition to new environments instead of three months continuously a four month window is considered and if the candidate fulfils all the conditions of placement in any of these three months he would be considered as placed.
