Responsibilities:
Development of procurement plan for approved grants as necessary in consultation with
budget holders.
Overseeing and procurement of goods and timely distribution of goods to field offices and
project sites, ensuring the processes and procedures are in compliance with SCI and/or
donors’ purchasing/procurement policies and procedures
Coordination of procurement processes such as bid/tender announcements, selection of
procurement methods and suppliers, evaluation of bids and tenders, negotiations of terms and
conditions with suppliers and developing contracts, debriefing the unsuccessful bidders, and
establishing/ strengthening mechanisms to receive and address complaints, claims and
variations
Overseeing and managing of all warehouses, asset documentation, updating and maintaining
of accurate asset records, and stock reconciliation and collation of stock items
Preparation of annual work plan, monthly and quarterly progress reports (such as procurement
tracker, asset, report, stock report, procurement plan updates, vehicle report, etc.) for the
Senior Management Team and Budget Holders.
Ensuring logistics systems, policies and procedures are maintained and updated.
Overall fleet management, including maintenance; monitoring and documentation; compliance
with government, SCI and/or donors’ policies and guidelines; and transportation arrangements
for personnel, goods and assets.
Supervision and capacity building of logistic team on SCI logistics policies and procedures and
other relevant trainings.
Assist staff in logistics procedures such as developing a procurement plan, preparing
requisitions, forming selection committee and selection of goods, providing updates on stocks
and procurement plans, payments to suppliers, and providing support for issues/complaints
relating to warranty, guarantee and repairs.
Identification of and follow up actions on key areas in logistics for emergency preparedness
Safety and security of staff, and ensure all Save the Children policies and principles are
upheld.
Providing required support promptly, at scale and in line with the rules and principles during
emergencies.
Responsible for the development of Fleet Management component of the Logistics MIS - ILMS
(Integrated Logistics Management System) in co-ordination with a local software developer,
based on the self-developed solution in excel format.
Key Achievements:
Bought MOS scores from 17% in 2011 up to 100% in the MOS review in 2013.
Selection and creating framework agreements for emergency response kits.
Undertook asset reconciliation with the SCI coding system, ensured all assets are tracked with
documentation, and submitted asset disposal plans for all offices. Resulting in the disposal of
assets, including vehicles as per SCI guidelines and ensured SCI get the maximum possible
value.
Arranged and co-facilitated a 5 day Drivers Training in 2012 where all logistics staff
participated in most of the sessions.
Conducted several inductions to both programme and support services staff on new SCI
logistics standards, procedures and tools.
Conducted several capacity building training sessions to logistics staff, in groups as well as
one to one in all areas of logistics.
Fleet replenishment with disposal of aged fleet and procurement of context appropriate
vehicles.
