IMPORTANT- All other trades require an Employer Declaration Letter or completion of the
Trades Competency Verification (TCV) Book (steamfitter-pipefitter, electrician and
automotive service technician (AST) trades ONLY).
Employer Declaration Letter
Your Alberta employer will need to complete an Employer Declaration Letter (EDL) and submit it to an Apprenticeship
and Industry Training office. This letter says that your employer, and your supervising journeyperson, are satisfied that
you have the knowledge and skills of a certified journeyperson in your trade and are able to carry out the tasks at the
skill level of an Alberta-certified journeyperson in that trade.
It is your responsibility to ensure that the EDL is submitted to AIT within one month of arrival.
A sample Employer Declaration Letter is located on page 8 of the Qualifications Certification Program – Work Experience
Application Guide, located at: tradesecrets.alberta.ca/sources/pdfs/forms/QUAL_WORK_EXP_GUIDE.PDF#PAGE=7
Trades Competency Verification – Steamfitter-Pipefitter, Electrician and Automotive Service
Technician (AST) Trades ONLY
You are required to demonstrate your skills, knowledge and ability in the steamfitter-pipefitter, electrician or
automotive service technician (AST) trades expected of an Alberta certified journeyperson. In order to do this, you
have been issued a Trade Competency Verification (TCV) Book.
The TCV Book is designed to provide verification of your ability to demonstrate the core competencies for the
steamfitter-pipefitter, electrician or automotive service technician (AST) trades in Alberta. The TCV Book is the official
record of your skills, knowledge and ability in the trade. If your employer is unable to supply the resources necessary to
complete the competencies in the TCV Book, it is your responsibility to make alternate arrangements.
The TCV Book must be submitted to an AIT office and verified before you will be scheduled to write the qualification
theory exam. It is expected that this will occur within the first 60 days upon starting work in this trade in Alberta.
Theory exam
Once you have completed your practical assessment, submitted your EDL or completed your TCV book, you must write
and pass a theory examination. If you have challenged the exam 2 or more times under previous applications in the
trade, you will be required to complete a training plan before your theory exam will be scheduled. Please contact your
local Apprenticeship and Industry Training office to discuss your training plan, or email TFWInfo@gov.ab.ca
The minimum pass mark is 70 per cent, and you will have two (2) chances to pass the exam. An additional $100 fee is
required for a second exam attempt. If you fail both exam attempts, your application will be cancelled.
 You and your employer will automatically be notified by mail of the first exam date and time. If the date, time
and/or location is not convenient, your or your employer must contact a local Alberta Apprenticeship and
Industry Training Office to arrange a new date and time. It is expected that you start the exam scheduling
process shortly after arriving in Alberta and attain certification within the 12 months. Given the number of
exams being written and the limited available space, re-scheduling an exam could take between 1 and 8 weeks.
If your employer contacts an Apprenticeship and Industry Training office on your behalf, they should have your AIT ID#.
This is located on the top right hand side of the letter you would have when you were approved.
*IMPORTANT- You only have 12 months to complete all of the examination(s) requirements. It is extremely important
that you start early in this process to allow for scheduling of the exam(s), marking, and finalization. If you are
unsuccessful in your first attempt(s) you will also need to factor additional time in for study and preparation. AIT
suggests that you plan for your first examination attempt within six months of arriving in Alberta.
Exam preparation
The following study material is available to help you prepare for your exam(s):
 Exam counseling sheets - providing you with a summary of questions for each topic on the related exam.
 A Textbook and Resource List - identifying study materials that are commonly used in Alberta training programs.
 The National Occupational Analysis (NOA) - available for most trades. The NOA provides:
o The foundation document for most Qualification Certificate Program written exams.
o A specific description of the scope of the occupation.
o A list of commonly used terms and in some cases their definition.
 A Glossary of Terms - available for each trade. There may be additional glossaries in the National Occupational
Analysis (NOA).
 Individual Learning Modules (ILM) Cross Reference documents - available in some trades to assist you in
assessing your skill and knowledge gaps related to the NOA. The documents cross reference the NOA to
available ILMs.
Visit tradesecrets.alberta.ca/experiencedworkers/qualification-certificate/preparing-to-write-a-qualification-certificate-
program-exam/ and select an Alberta trade for study materials specific to that trade.
Exam translation
Do you require a translator for your exam? Translators may be allowed during an examination under specific conditions.
 Individuals are allowed to use a translator or reader for a theory or practical exam at their own expense.
 An eligible translator cannot have knowledge of the trade or a related trade. You must receive approval from
Apprenticeship and Industry Training for your translator or reader prior to taking the exam.
 The trade examination is available in the English and French languages only.
 Apprenticeship and Industry Training offices have limited exam rooms for interpreters so please keep this in
mind when you are scheduling or rescheduling an exam.
For more information, visit tradesecrets.alberta.ca/experiencedworkers/qualification-certificate/qualification-
certificate-program-translation-for-documents-and-exams/.
Completing the program and receiving certification
Because the last steps towards certification include passing all required examinations for your specific trade it is
important that you let us know when this has occurred so that we can start the certification process. Please refer to the
Qualification Certificate Program-Completion Form attachment that will help you communicate this to us. You will know
when your examinations are finalized as they will show up on your MyTradesecrets portal with a mark. Please do not
submit this form until all examination requirements are complete and finalized.
