4. EDCEL LAGMAN
Edcel Lagman (born May 1, 1942) is
a Filipino human rights lawyer and politician from
the province of Albay and a prominent supporter of
the Reproductive Health Bill (where he is the
principal author). He served as Minority Floor
Leader of the House of Representatives of the
Philippines until 2012, when he resigned from the
post.
5. AL FRANCIS BICHARA
Al Francis C. Bichara (born September 17, 1952) is a Filipino politician.
A civil engineer by profession, Bichara's political career began when he served as
mayor of Ligao City from 1986 to 1992. In 1992, Bichara was elected to the House of
Representatives, representing the 3rd District of Albay. After one term in the House,
Bichara was elected governor of Albay in 1995. He was re-elected as governor in 1998
and 2001.
After the expiration of his third consecutive term as governor in 2004, Bichara was
appointed Ambassador to Lebanonby President Gloria Macapagal-Arroyo. The 2006
Lebanon War broke out during his tenure as Ambassador, and he drew attention when he
threatened to halt the evacuation of Filipinos in Lebanon due to the lack of funds.[1]
In 2007, Bichara returned to the House of Representatives, this time winning
election as the Representative from the2nd District of Albay. He is currently a member of
the Nactionalista Party.

host and model.[1] Daisy Fuentes broke barriers
as MTV's first Latina VJ (Signed to MTV and MTV

7. ROBERTO PUNO
Roberto V. Puno (born March 27, 1962) is
a Filipino politician. A member of
the KAMPI party, he was elected as a Member of
the House of Representatives of the Philippines,
representing the 1st District of Antipolo
City beginning in 2007.[1]
8. ROMEO ACOP
He attended the Philippine Military Academy, graduating in
the 1970 Magiting batch with Hermogenes E. Ebdane, Jr., who
is now the Governor of Zambales. He then studied law at
the José Rizal University, being a cum laude there in
1986.[1] Acop then served in the Philippine National Police as
Chief Superintendent, which was equivalent to a brigadier
general, during the Ramos government. In response to the
resignation of Panfilo Lacson as PNP Chief in January 2001,
Acop with two other prominent police officers resigned their
posts.[2]
9. RUFUS RODRIGUEZ
Rufus B. Rodriguez (born September 13, 1953) is a Filipino politician. A member of the Pwersa
ng Masang Pilipinoparty, and affiliated with the Genuine Opposition, he was elected as a Member
of the House of Representatives, representing the Second District of Cagayan de Oro
City beginning in 2007.
A graduate of the De La Salle University (Ab Economics '75, Summa Cum Laude) and
the University of the Philippines College of Law, Rodriguez served as Vice-Governor of Misamis
Oriental from 1984 to 1987. In 1990, he became the Dean of the College of Law of San Sebastian
College. Rodriguez was appointed as the head of the Bureau of Immigration by President Joseph
Estrada in 1998, and served in that capacity until 2001.[1]
In June 2012, Representative Rodriguez sponsored an amendment to the Expanded
Breastfeeding Promotion Act of 2009. The proposed amendment revises the provisions rendering a
time for breastfeeding babies during work hours. Breastfeeding mothers would no longer be paid
for time spent breastfeeding as they are under the current Milk Code, provided the breaks do not
exceed 40 minutes during an eight-hour work period.[2]
10. RODOLFO ALBANO JR.
Rodolfo Albano Jr. is the current Chairman of the Energy Regulatory
Commission (ERC) and was a former vice governor of the province
of Isabela, Philippines. He was also the former representative of the 1st District
of Isabela to the 8th, 9th, 10th and 12th Congress from 1987 to 2004.
Rodolfo B. Albano, Jr. was born on March 27, 1934 in Cabagan,Isabela. He is
the widower of Josefina Taguinod. They have children who are also in
politics: Emmanuel T. Albano, who was his Chief political affairs Officer in the
House of Representatives; Mila Albano-Mamauag,who was Mayor of Cabagan,
Isabela from 2001 to 2004; and Rodolfo Albano III, who also was a former Mayor
of Cabagan, Isabela and now a representative of the first District of Cabagan.
His brother, Delfinito C. Albano, was also the Mayor of Ilagan, Isabela from 2001-
2004. His father, Delfin Albano was also a former congressman of the same
district from 1957 to 1965.
11. EDGARDO ANGARA
Edgardo Javier Angara (born September 24,
1934) is a Filipino politician who served
as President of the Senate of the
Philippines from 1993 to 1995. He was a Senator
from 1987 to 1998 and then served as Secretary
of Agriculture from 1999 to 2001. He served in
the Senate again from 2001 to 2013.
12. RODOLFO VALECIA
Rodolfo Valencia is one of the 1983 TOYM Awardees for Human

2001), and again as congressman (2004-2007).
13. BERNARDO ANGARA
Bernardo M. Vergara is a Philippines government official living in Baguio City. He served
as Congressman from the lone district of Baguio for three terms from 1992 to 2001, and
as mayor of Baguio for one term from 2001 to 2004.[1]Through his leadership as congressman, he
has been instrumental in the upliftment of Baguio City ruined by the July 1990 devastating
earthquake. He was awarded as the Philippines' Ten Most Outstanding Congressman for two times
during his 9 year-tenure. He is most known for his involvement in the reconstruction of Marcos
Highway and magnanimous efforts to improve Baguio's economy by way of extensive
infrastructure projects.
Vergara is a former Department of Public Works and Highways District Engineer. At a young
age of 30, he has been known as the country's youngest District Engineer. He has been in public
service since the 1960s and has catapulted the Northern Philippines in particular the La Union and
Ilocos areas to its premier state, as it is now today. As District Engineer for La Union, he was then
tapped by Former President Ferdinand E. Marcos and Former Tourism Secretary Jose D. Aspiras to
lead the Philippine Tourism Authority which he served as general manager from 1978 to 1986. He
lives in Baguio with his wife, Gloria, and their children.
14. HERMINIA ROMAN
Herminia B. Roman (born July 9, 1940) is
a Filipino politician. A member of the House of
Representatives of the Philippines under
the Liberal Party, representing the 1st District of
Bataan since 2007.
15. ALBERT GARCIA
Albert S. Garcia (born February 1, 1970) is
a Filipino politician. A member of the KAMPI party, he has
been elected to two terms as a Member of the House of
Representatives of the Philippines, representing the 2nd
District of Bataan. He first won election to Congress in
2004, and was re-elected in 2007.
Prior to his election to Congress, Garcia served two
terms as mayor of Balanga City from 1998 to 2004.
16. HENEDINA ABAD
Henedina Abad is a former Representative of the Lone District of Batanes to
the 13th Philippine Congress (2004-2007).
Being married to an Abad, she is now part of the political dynasty reigning in
the province of Batanes. She is the wife of former Department of
Education and Department of Agrarian ReformSecretary, Florencio Abad. She
authored House Bill No. 4248, also known as the proposed "Informers and Anti-
Corruption Witnesses Protection Act". Before her election as District
Representative of Batanes in 2004, Henedina served as Dean of the School of
Government of the Ateneo de Manila University. She is a seasoned community
organizer, policy advocate and NGO coalition builder.
17. TOMAS APACIBLE
Tomas V. Apacible is a former congressman representing the First Legislative
District of the province of Batangas in the Philippine House of Representatives. He
defeated former Congressman and Executive Secretary Eduardo Ermita in the 2010
elections.[1] He is also a former Commissioner of the Bureau of Customs, Senior
Undersecretary of the Department of Finance, Senior Governor Development Bank of The
Philippines and Private Sector Representative to the Land Bank of The Philippines Board
of Directors. Apacible was defeated in his bid for re-election in 2013.
He sits as Senior Vice Chairman of the Committee of Trade and Industry, and
Southern Tagalog Regional Development. He is also a member of the following
committees: Ways and Means, Agriculture and Food, Energy, Tourism, Public Works and
Highways, Information, Communication and Technology, Public Order and Safety, and
Banks and Financial Intermediaries.
Apacible is married to Maria Dolores Cacdac with whom he has three children.
18. NELSON COLLANTES
Nelson P. Collantes, a Filipino politician, is a
Member of the Philippine House of
Representatives for the Third District of
Batangas. He succeeded Victoria Hernandez-
Reyes. He is one of the 24 Members of the 15th
Congress who switched parties and joined
the Liberal Party on June 25, 2010.[1

Lani Mercado-Revilla (born Jesusa Victoria Hernandez-Bautista on April 13,

an actress.[1] She is married to actor and Senator Bong Revilla.

21. PABLO C. GARCIA
Pablo Paras Garcia (born September 25, 1925) is a Filipino politician. A graduate of the University of San Carlos, Garcia
placed 3rd in the 1951 Philippine Bar Examination with a rating of 91.5%.[1] Garcia served as governor of Cebufrom 1995 to
2004. He had previously served as the vice-governor of Cebu from 1969 to 1971. Garcia has been elected to three terms as a
Member of the House of Representatives of the Philippines. From 1987 to 1995, Garcia represented the Third District of Cebu.
He was again elected to Congress in 2007, this time representing the Second District of Cebu.[2][3] He was defeated in his bid
for re-election in 2013.
His daughter Gwendolyn succeeded him as governor in 2004, while his son Pablo John was elected to Garcia's previous
congressional seat in 2007. In 2007, the Garcia family established the One Cebu political party. Garcia is also a member
of Lakas Kampi CMD.
His son, Byron, the former security consultant for the Cebu provincial government, gained attention in 2007 after
instituting a program of choreographed exercise routines for the inmates of the Cebu Provincial Detention and Rehabilitation
Center (CPDRC) and uploading the routines on YouTube, including the popular Thriller viral video. Garcia's other son, Winston,
is the former president and general manager of the Government Service Insurance System (Philippines). In 2010 his son Nelson
Gamaliel was elected in large margin as Mayor of Dumanjug, Cebu. At the same time Marlon,the younger brother of Nelson
Gamaliel was also elected Vice-Mayor of the Municipality of Barili, Cebu.[4]
He was elected Chairman of the Committee on Revision of Laws on 7 August 2007; and, when the House leadership was
changed, he was consequently appointed Deputy Speaker in May 2008.
