Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. President
Rodrigo "Rody" Roa Duterte (born March 28, 1945), also known as Digong, is
a Filipino lawyer and politician who is the 16th and current President of the Philippines. He is
the first Mindanaoan to hold the office, and the fourth of Visayan descent.
Duterte was among the longest-serving mayors in the Philippines and was Mayor of Davao City,
a highly urbanized city on Mindanao island, for seven terms, totalling more than 22 years. He
has also served as vice-mayor and as congressman for the city.
Nicknamed "The Punisher" by Time, an alleged vigilante group called the Davao Death
Squad has been tied to Duterte by human rights organizations and are responsible for
the extrajudicial killings of suspected drug dealers. Duterte has drawn criticism from various
sources, particularly the press and the Philippine National Police leadership in the Aquino
government, which contest the effectiveness of his policies.
On May 9, 2016, Duterte won the Philippine presidential election, garnering 16,601,997 votes
(39.01% of total votes cast, and 6.6 million votes ahead of closest rival Mar Roxas). His domestic
policy has focused on combating illegal drug trade by initiating a nationwide drug war.
Following criticism from United Nations human rights experts that extrajudicial killings had
increased since the election, he threatened to withdraw the Philippines from the UN and form a
new organization with China and African nations
Duterte was born on March 28, 1945, in Maasin (now the capital of Southern Leyte but was
then part of the insular province of Leyte in the Philippine Commonwealth). His father was
Cebuano lawyer Vicente G. Duterte and his mother was Soledad Roa, a native of Cabadbaran,
Agusan, who was a school teacher and a civic leader of Maranao descent. Duterte's father
Vicente, prior to being provincial governor of (the then-undivided) Davao province, was once an
acting mayor of Danao, Cebu. Rodrigo's cousin Ronald, on the other hand, served as Cebu City.
2. MARIA LEONOR GERONA ROBREDO
Vice President of the Philippines
Leni Robredo (born Maria Leonor Santo Tomas Gerona; April 23, 1964) is
a Filipino lawyer, social activist, and politician who is the 14th and current Vice President of the
Philippines. Running under the Liberal Party, Robredo won the vice-presidency contest in
the May 9, 2016 election, as confirmed and proclaimed by the official Congressional count of
May 25–27, with 14,418,817 votes (35.11% of the votes), narrowly defeating Senator Bongbong
Marcos by 263,473 votes amidst controversy. She is the second female to serve as Vice
President in Philippine history and the first Vice President from Bicol.
Robredo first came to public attention in 2012 after the death of her husband, Interior
Secretary Jesse Robredo, in a plane crash off the coast ofMasbate Island. Prior to the accident,
her involvement in public life was as a lawyer and social activist. After this, she ran in the 2013
general election and won as the representative of Camarines Sur's Third District to
the Philippine House of Representatives for the 16th Congress, a post she held until her
inauguration as Vice President on June 30, 2016.
Maria Leonor Santo Tomas Gerona was born on April 23, 1964 in Naga, Camarines Sur,
Philippines. She was the first of three children born to retired Naga City Regional Trial Court
Judge Antonio Gerona and Salvacion Sto. Tomas.

SENATOR FRANKLIN M. DRILON
Franklin "Frank" Magtunao Drilon (born November 28,
1945) is a Filipino politician who served as President of the
Senate of the Philippines in 2000, from 2001 to 2006, and
again from 2013 to 2016. Drilon is currently the President
pro tempore of the Senate of the Philippines and serving
his third term in the Senate. He is also the chairman of the
Liberal Party and a senior counsel of ACCRA Law Office
Drilon was born on November 28, 1945 in Iloilo City, Iloilo
and is the eldest son of Cesar Drilon, Sr. and Primitiva
Magtunao. He took his elementary education at the
Baluarte Elementary School in Molo, Iloilo, Iloilo and
graduated in 1957. He finished his secondary education at
the U.P. - Iloilo College (now University of the Philippines
High School in Iloilo) in 1961.
SENATOR EMMANUEL JOEL
VILLANUEVA
Emmanuel Joel Villanueva (born August 2, 1975) is a
Senator of the Philippines. He recently won the 2016
Philippine Election ranked second with 18,459,222 votes.
He was a former Director General of the Technical
Education and Skills Development Authority (TESDA) from
2010-2015 and a three-term congressman from 2001-2010.
Villanueva became the youngest member of the House of
Representatives when he took his oath of office on
February 2002.
Joel Villanueva was born in August 2, 1975 in Bocaue,
Bulacan. He is the second of four children of Eddie
Villanueva and Adoracion "Dory" Villanueva. He attended
the University of Santo Tomas where he graduated in 1996
with a Bachelor of Science in Commerce Degree, Major in
Economics. He then went to Harvard University in the
United States where he took graduate studies in Business Administration from 1996 to 1998.
4. SENATOR VICENTE SOTTO Y YAP
Vicente Sotto y Yap (April 18, 1877 – May 28, 1950) was a
Filipino politician and former Senator of the Philippines.
Sotto was the main author of the Press Freedom Law (now
known as the Sotto Law, Republic Act No. 53)
Sotto was born in Cebu City on April 18, 1877 to Marcelino
Sotto and Pascuala Yap. He finished his secondary
education at the University of San Carlos (formerly Colegio
de San Carlos), Cebu City. He obtained the degree of
Bachelor of Laws and Judicial Science and passed the bar
examinations in 1907.
SENATOR PANFILO LACSON, SR
Panfilo "Ping" Morena Lacson, Sr. (born June 1,
1948) is a retired Filipino police officer who served
in the Senate of the Philippines from 2001 to 2013
and again from 2016 to the present. He was the
Director-General of the Philippine National
Police from 1999 to 2001 before he was elected to
the Senate.
In December 2013, Lacson was appointed
by Philippines President Benigno Aquino III as
Presidential Assistant for Rehabilitation and
Recovery, to lead the management and
rehabilitation efforts of the central provinces in the
Philippines affected by Typhoon Haiyan. Eight
months into his job, Lacson secured the approval
from Aquino of the phased implementation of the
rehabilitation plan of six areas in the Typhoon
Yolanda corridor including those
in Tacloban, Leyte, Samar and Cebu.
5. SENATOR RICHARD JUICO GORDON
Richard Juico Gordon (born August 5,
1945, Castillejos, Zambales), known as Dick Gordon,
is a Filipino statesman and broadcaster who
currently serves as the chairman of the Philippine
Red Cross.
As a politician, Gordon gained national prominence
as the chairman of the Subic Bay Metropolitan
Authority during the administration of
President Fidel Ramos, and as Secretary of
Tourism under the administration of
President Gloria Macapagal-Arroyo. In 2004 he was
elected asSenator under the senatorial ticket of
President Arroyo. He ran for President in the 2010
Philippine elections as the standard-bearer
ofBagumbayan - Volunteers for a New Philippines,
but was unsuccessful in his bid.
Apart from his current position in the Red Cross, he works as a broadcaster for News5. He
presently hosts the radio show Aksyon Solusyon withAmelyn Veloso on Radyo5 92.3 News
FM and the television show Duelo: Barilan ng Opinyon on AksyonTV. In an interview with The
Manila Times published on July 21, 2011, Gordon declared his intention to run in the 2013
Philippine election for a position in either the Senate or in the local government.[1] He joined
the United Nationalist Alliance coalition in that election.
SENATOR JUAN MIGUEL ZUBIRI
Juan Miguel "Migz" Fernandez Zubiri (born April
13, 1968) is a Filipino businessman and politician
who served three consecutive terms in
thePhilippine House of Representatives for
the third district of Bukidnon and as a senator. In
the Philippine Senate he became Senate Majority
Leader, replacing Senator Francis Pangilinan, on
November 17, 2008. He is the current vice
chairman of the Philippine Red Cross.
Zubiri announced his resignation from the Senate
on August 3, 2011, following allegations of poll
fraud during the Senate elections of 2007. He is the
first Philippine Senator to do so, since all historical
resignations from the Senate prior to his
resignation involved senators leaving to assume
other positions in government

Emmanuel "Manny" Dapidran
Pacquiao, PLH (/ˈpæki.aʊ/ pak-ee-

Filipino professional boxer and politician, currently
serving as Senator of the Philippines. He has also been
involved in basketball, acting, TV hosting, and singing.
Pacquiao is generally considered to be one of the
greatest boxers of all time as he is the first and only eight-
division world champion, in which he has won ten world
titles, as well as being the first to win the lineal
championship at five different weight classes. Pacquiao is
also the third fighter in boxing history to win genuine
world championships in three of the original eight weight
divisions of boxing, also known as the "Glamour
Divisions" (flyweight, featherweight, and welterweight).
According to Forbes, he was the second highest paid
athlete in the world as of 2015
SENATOR FRANCIS PANGILINAN
Francis Pancratius Nepomuceno Pangilinan (born
August 24, 1963), also known as Kiko Pangilinan,is a
Filipino lawyer and politician who serves a Senator
of the Philippines since 2016, having previously
served from 2001 to 2013. In the Senate, he served
as Senate Majority Leaderfrom 2004 to 2008. In May
2014, Pangilinan was appointed Presidential
Assistant for Food Security and Agricultural
Modernization by President Benigno Aquino
III.[2] Pangilinan resigned from his post as food
security secretary in September 2015 to run anew
for the Senate under the Liberal Party of the
Philippines.
7. RISA HONTIVEROS
Ana Theresia "Risa" Hontiveros-Baraquel (born
February 24, 1966) is a Filipino socialist activist and
journalist, who was the representative ofAkbayan in
the House of Representatives of the Philippines from
2004 to 2010. She currently serves as senator of the
Republic of the Philippines after a victory in
the 2016 elections, placing 9th, overall. She is the
older sister of journalists and television hosts
Ginggay and Pia Hontiveros.
Hontiveros was born on February 24, 1966 in
Manila. At age 14, she was part of the Von Trapp
children in the Repertory Philippines' adaptation of
The Sound Of Music, alongside Lea Salonga,
Monique Wilson and Raymond Lauchengco during
her childhood. It was also during this period when
she was first introduced to activist work as an organizer in the campaign against the Bataan
Nuclear Power Plant in her high school. Hontiveros graduated cum laude with an Bachelor of
Arts degree in social sciences from the Ateneo de Manila University. While at Ateneo, she was
active in the student council, where she participated in several campaigns against the martial
law and advocated for peace and justice within marginalized communities
SHERWIN TING GATCHALIAN
Sherwin Ting Gatchalian (born April 6, 1974), commonly
known as Win Gatchalian, is a Filipino politician and
businessman. He was elected to the Philippine Senate in 2016.
He was the representative of Valenzuela's first district from
2001 to 2004 and from 2013 to 2016; he also served as
the city's mayor for three consecutive terms from 2004 to
2013.
Gatchalian was born on April 6, 1974, the eldest of four
children of Chinese-Filipino business tycoon William Tiu
Gatchalian and Dee Hua Ting. Gatchalian's siblings
include Rexlon, Weslie and non-politician Kenneth. Gatchalian
made public his high regard for his father as a model for hard
work and perseverance
8. SENATOR RALPH GONZALES RECTO
Ralph Gonzales Recto (born January 11, 1964) is
a Filipino politician. He served as a member of the House
of Representatives representing the 4th District of
Batangas from 1992 to 2001. He was then elected to
the Senate, serving from 2001 to 2007. In 2007, Recto
ran for reelection and lost because, as many analysts
believed, he had authored the unpopular EVAT
(Expanded Value Added Tax) law. In July 2008 he was
appointed to head the National Economic and
Development Authority, but resigned from his position in
August 2009 in preparation for another run for the
Senate in the 2010 election. Recto won a seat in the
Senate and was proclaimed as one of the winning
senatorial candidates in the said 2010 Senate elections.
Recto acquired a Bachelor of Science degree in Business
Administration at the College of St. Benilde of De La Salle University-Manila. He entered the
College of Public Administration of the University of the Philippines, Diliman to acquire a
Master of Public Administration degree; he attended the program in the first semester from
1991-1992.
SENATOR LEILA MAGISTRADO DE LIMA
Leila Norma Eulalia Josefa Magistrado de
Lima (born August 27, 1959) is
a Filipino lawyer and senator. She was appointed by
PresidentGloria Macapagal Arroyo as Chairperson of
the Philippine Commission on Human Rights in May
2008. She served the commission until June 30,
2010, after resigning from its chairmanship to accept
her appointment by President Benigno S. Aquino
III as the Philippines' new Secretary of the
Department of Justice. She resigned from this office
five years later, on October 12, 2015, to focus on her
candidacy for a seat in the Senate of the
Philippines in what was then an oncoming 2016
Philippine general election. She eventually won one
of the twelve contested seats and will serve as a

Mary Grace Natividad Sonora Poe
Llamanzares (born Mary Grace Natividad Contreras
Militar, baptized September 3, 1968) is
a Filipinobusinesswoman, educator, philanthropist and
politician. She is the adopted daughter of actors Susan
Roces and Fernando Poe, Jr. She served as chairperson of
the Movie and Television Review and Classification
Board (MTRCB) from 2010 to 2012 and in the Philippine
Senate since 2013.
Poe studied at the University of the Philippines Manila,
where she majored in development studies, but moved
to Boston College inMassachusetts, United States where
she finished a degree in political science and has spent
much of her adult life in Fairfax, Virginia. In 2004, her
adoptive father ran for the Philippine presidency against
the incumbent, Gloria Macapagal-Arroyo, but was
defeated; he died months later. On April 8, 2005, Grace
returned to the Philippines after learning that her father had died. She began pursuing her
father's rights over the results of the election and campaigned against alleged electoral fraud.
SEN. PAOLO BENIGNO "BAM" AGUIRRE
AQUINO IV
Paolo Benigno "Bam" Aguirre Aquino IV (born May
7, 1977) is a Filipino politician and social
entrepreneur. He currently serves as the youngest
senator of the Philippines of the 16th congress.
Bam was born on May 7, 1977 in Manila. He is the
son of Paul Aquino , youngest brother of Benigno
"Ninoy" Aquino Jr., and Melanie Aguirre Aquino.
Ninoy’s death ignited the Filipinos’ sense of
nationalism, resulting to a series of rallies
against Marcos. Bam spent his formative years as a
young street parliamentarian, speaking in rallies and
other activities against the dictatorship of Ferdinand
Marcos. During those rallies, the young Bam
provided protesters with inspiration as he spoke his
heart out against the oppressive government.
From 1983 to 1986, Bam delivered around 200
speeches all over the country, doing his share to help
10. the people’s clamor for change. That change happened in 1986 when the Marcos dictatorship
was toppled and his aunt, Corazon Aquino, made history by becoming the country’s first
woman president.
LOREN REGINA BAUTISTA LEGARDA
Loren Regina Bautista Legarda (born January 28, 1960)
is a Filipino environmentalist, journalist and politician,
notable as the only female to top two senatorial
elections — 1998 and 2007. During the 2004 Philippine
general election, she ran for the position of Vice-
President as anIndependent with Fernando Poe, Jr. as
running mate and again during the 2010 Philippine
presidential election, for the same position as a
member of the Nationalist People's Coalition (NPC)

in Taguig, Rizal, Philippines) is a Filipino politician. He

Cynthia Aguilar Villar (born Cynthia Ampaya Aguilar on
July 29, 1950) is the wife
of billionaire businessman Manny Villar. She was a
member of the House of Representatives for the Lone
District of Las Piñas from 2001-2010 and is currently a
senator.
She is the sister of Las Piñas Mayor Vergel Aguilar, and

Villar was born on July 29, 1950 in the then-municipality

1966, she graduated high school from the Philippine Christian University. She then obtained a

Villar. Two years later, in 1972, she obtained a master's degree in Business Administration at

Maria Lourdes Nancy Sombillo Binay (born May 12,
1973) is a Filipino politician. She ran as a candidate of
the 2013 Philippine Senate elections and placed fifth of
the twelve senators elected. She was selected as the
12th Senatorial Nominee for the United Nationalist
Alliance (UNA)
Nancy Binay is the eldest daughter of the former Vice

13. SENATOR GREGORIO HONASAN II
Gregorio Ballesteros Honasan II (born March 14, 1948),
better known as Gringo Honasan, is a retired Philippine
Army officer who led unsuccessful coups d'état against
President Corazon Aquino. He played a key role in the 1986
EDSA Revolution that toppled PresidentFerdinand Marcos.
After democracy was restored, he led a series of
unsuccessful but violent coup attempts against the
administration of Corazon Aquino. President Fidel
Ramos granted him amnesty in 1992. He entered politics
and became a senator from 1995 to 2004 and again since
2007. He ran for vice president of the Philippines, being
Jejomar Binay's running-mate in 2016, but were defeated

Aquilino Martin de la Llana Pimentel III, commonly
known as Koko Pimentel, is a Filipino politician who
is the 28th and current Senate President of the
Philippines. He is also the current president of
the Partido ng Demokratikong Pilipino-Lakas ng
Bayan (PDP-Laban). As the eldest son of the former
Senate President Aquilino Pimentel, Jr., he is the
first child of a previous senate president to hold the
post. He was sworn–in on August 11, 2011 and

15. LEONCIO EVASCO JR.
Cabinet Secretary
Leoncio "Jun" Badilla Evasco Jr. (born March 29, 1944) is a Filipino
politician, who is the Incumbent Secretary of the Cabinet of Rodrigo
Duterte's administration. Before he was appointed as the Cabinet secretary,
he was the Mayor of Maribojoc town in Bohol from 2007-2016. He was an
ordained priest, being ordained in 1970, when he joined the Communist
Party of the Philippines and its armed wing New Peoples Army in 1974.
Career
Evasco was ordained priest in 1970. He was assigned as priest in Dauis,
Baclayon and Catigbian all in Bohol. A raid by soldiers in his convent in Catigbian in 1974 pushes
him to join the underground Communist Party of the Philippines and its armed wing, the New
People's Army. In 1983 he was caught while presiding over the wedding of a comrade in Midsayap,
North Cotabato. He was tortured and four of his those arrested with him was summarily executed.
Evasco was prosecuted by then prosecutor Rodrigo Duterte for rebellion. Following the EDSA
People Power Revolution he was one of the political detainees ordered released from jail by then
President Cory Aquino. After his release, Evasco worked as secretary general of Samahan ng Ex-
Detainees Laban sa Detensyon at Aresto. He served as campaign manager of Duterte when he run
in 1988 mayoral elections. He served as OIC of the city engineer's office from 1989-1990. Evasco
headed the economic enterprise office before being appointed as chief of staff of Duterte.

Filipino lawyer, business executive and government administrator who is the
current Executive Secretary of the Philippines, succeeding Paquito Ochoa Jr.

Medialdea is the son of former Supreme Court Associate Justice Leo D.

Presidential Communications Operations Office Secretary
Martin Andanar (born August 21, 1974) is a former Filipino television
news executive and news anchor, radio commentator, podcaster, audio
blogger and voice-over artist who last worked for TV5. He is currently
the Secretary of the Presidential Communications Office of the
Philippines under the Duterte administration.
Andanar was the head of News5 Everywhere, the online news video and
audio portal of TV5, formerly anchored Aksyon sa Umaga and Punto
Asintado on Radyo5 92.3 News FM and AksyonTV, sister stations of
TV5. He was also a voice-over talent of News5, AksyonTV, and Radyo5 92.3 News FM.
In June 2016, it was announced that Andanar will be joining President Rodrigo Duterte's
administration as the Secretary of the Presidential Communications Operations Office (later
renamed as the Presidential Communications Office), replacing Sonny Coloma.[1] He will supervise
the operations of government's news and information agencies, television and radio stations
including PIA, PNA, PTV-4, IBC-13 and PBS-Radyo ng Bayan, and will also act as a presidential
spokesperson in press conferences by the Malacañang Press Corps. He assumed the secretaryship on
June 30, 2016.
ERNESTO ABELLA

Ernesto "Ernie" Corpuz Abella is a Filipino businessman, writer and
former evangelist who is the current Presidential Spokesperson for
Philippine President Rodrigo Duterte. Prior to his appointment, Abella
was an executive with a Davao City-based agricultural products
manufacturer and a local cooperative which he co-founded. He also
established a school in Davao and also worked as a columnist for local
newspaper Sun.Star Davao.

General Hermogenes Cendaña Esperon, Jr. (Philippine Military
Academy "Marangal" Class of 1974) retired Filipino Chief of Staff,
the highest position in the Armed Forces of the Philippines (AFP).
After retiring from military service, he was appointed a member of
the Cabinet of President Gloria Macapagal-Arroyo, initially as the
Presidential Adviser on the Peace Process.
On May 23, 2016, it was announced that Esperon will be joining
the Cabinet of President Rodrigo Duterte as National Security
Adviser.[

retired general and a former Chief of Staff of the Armed Forces of the Philippines is the Executive
Vice President- Security Department of the Registrant. He graduated from the Philippine Military
Academy in 1974. After retiring from AFP and before joining Manila Bulletin, he was appointed by
former President Gloria Macapagal Arroyo as the Presidential Adviser on Peace Process and later on
as Cabinet Secretary, Presidential Management Staff (PMS).
RAFAEL V. MARIANO

Rafael "Ka Paeng" Vitriolo Mariano (born October 24, 1956)
is a Filipino politician. He was a member of the House of
Representatives for Anakpawis serving from 2004 to 2013. He
is also the chairman of the farmers militant group Kilusang
Magbubukid ng Pilipinas (KMP).
On May 31, 2016, after being nominated by the National
Democratic Front, it was announced that Mariano will be
joining the Cabinet of President Rodrigo Duterte as Secretary
of the Department of Agrarian Reform. He assumed the
secretaryship on June 30, 2016 replacing Virgilio de los Reyes.
Early life
Mariano was born on October 24, 1956 to a poor family in the municipality of Quezon, Nueva
Ecija. He was a farmer who took up agriculture and agri-cooperatives at the Wesleyan University
and Christian College of the Philippines (formerly Liwag Colleges) in Cabanatuan. He failed to
graduate from both institutions due to financial difficulties and his father's illness.
Political career
18. Mariano joined the Bisig ng Kabataan (Youth Arm), a local youth activist organization, when he was
20 years old. He was elected as councilor of Quezon, Nueva Ecija five years later in 1981. He
became the regional vice chairman of the Alyansa ng Magbubukid sa Gitnang Luzon (Central Luzon
Farmers' Alliance) in 1984 and as secretary-general of the Kilusang Magbubukid ng Pilipinas
(Farmers' Movement of the Philippines) in 1985. He later served as the movement's national vice
chairman and national chairman. He was among the survivors of the 1987 Mendiola massacre.
EMMANUEL F. PIÑOL
Secretary of Agriculture (DA)
Emmanuel "Manny" Fantin Piñol (born December 16, 1953) is a
Filipino journalist, writer, agriculturist and politician who is the
current Secretary of the Philippine Department of Agriculture. He
was appointed by President Rodrigo Duterte to replace Proceso
Alcala, the Agriculture secretary of the preceding Benigno Aquino III
administration.
Political career
Piñol was first elected into public office in 1995 when he ran for
mayor as a substitute to his father, former Cotabato Provincial Board
member Bernardo Piñol Sr., in their hometown of M'lang, Cotabato. In 1998, he was elected as
Cotabato's provincial governor, a position he held for three consecutive terms. During his term as
governor, he supported several agriculture programs such as the Malitubog–Maradugao irrigation
and bottom-up planning for the province's rubber, oil palm, banana and coconut industries.
Barred from seeking another term in 2007, Piñol ran as Vice Governor of Cotabato and won with
his former vice governor Jesus Sacdalan becoming the new governor.[1] He is credited with having
reduced the province's poverty incidence from 41.6% in 2000 to 25.6% in 2009.[2] He was also
known for his opposition to the Memorandum of Agreement on Ancestral Domain (MOA-AD)
between the government under President Gloria Arroyo and the Moro Islamic Liberation Front.
During the 2010 gubernatorial elections, Piñol was again a candidate for governor of Cotabato but
eventually lost to Emmylou Taliño-Mendoza. In the 2013 elections, he again ran for the same
position and lost again to the reelectionist governor.
BENJAMIN ESTOISTA DIOKNO
Secretary of Budget and Management (DBM)
Benjamin Estoista Diokno (born March 31, 1948) is the current
Secretary of Budget and Management of the Philippines under the
administration of President Rodrigo Duterte. He held the same
position under President Joseph Estrada, from July 1998 until
Estrada's ouster in January 2001. Diokno also served as
Undersecretary for Budget Operations at the Department of
Budget and Management, from 1986 to 1991, during the
administration of President Corazon Aquino.
During the Aquino administration, Diokno provided technical
assistance to several major reforms such as the design of the 1986
Tax Reform Program, which simplified income tax and introduced
the value-added tax (VAT), and the 1991 Local Government Code of the Philippines.

finance investments in human capital development and public infrastructure. In addition, he seeks

Leonor Magtolis Briones (born October 16, 1940)[1] is the incumbent
Secretary of the Philippine Department of Education. Succeeding former
De La Salle University president Armin Luistro, her appointment was
announced by President Rodrigo Duterte on 31 May 2016.
She is also a professor in the public administration program at the
National College of Public Administration & Governance (NCPAG) of
the University of the Philippines Diliman. She was a former Presidential
Adviser for Social Development with Secretary/Cabinet Rank and is best
known for her stint as National Treasurer of the Philippines from August 1998 to February 2001.
Career
Briones has served in various capacities. Her stints include serving as Lead Convenor of Social
Watch Philippines, Inc.; as Director for Policy and Executive Development at the National College
of Public Administration and Governance at the University of the Philippines Diliman; as Vice-
President for Finance in the same university; and as Secretary to the Commission of the
Commission on Audit. Briones also served as Chairman of the Board of Trustees of Silliman
University. In 2010, Briones was nominated for the Presidency of the University of the Philippines
but fell short of getting a majority vote from the university's Board of Regents.
Presently, she is active in the private sector serving as Director of AgriNurture, Inc., an office she
has been holding since 2008 and as an Independent Director of Megawide Construction Corp. since
July 19 of 2010.
ALFONSO CUSI

Alfonso "Al" Gaba Cusi (born December 4, 1949) is a Filipino
businessman and politician from Oriental Mindoro, Philippines. He is
the 14th Secretary of Energy under the administration of President
Rodrigo Duterte. He is also the Vice Chairman of PDP–Laban and
served in the Arroyo Administration as head of government air and sea
transportation agencies from 2001 to 2010.
Career and businesses
Cusi started his career in shipping. He joined the Aboitiz Shipping
Company (now 2GO Group) in 1973 as Assistant Comptroller. He
20. worked his way up to become the company's and its subsidiaries' Credit Collection Manager,
Purchasing Manager, Passage and Stevedorial Manager, and Trucking Manager. By 1977, he was
promoted as Assistant to the President, and eventually as Assistant Vice President in 1979, Vice

Regina Paz "Gina" La'O Lopez (born December 27, 1953) is a
Filipino politician and the current Secretary of the Philippines'
Department of Environment and Natural Resources (DENR).
She is a philanthropist, a former yoga missionary, a pioneer for
corporate social responsibility, and an environmentalist. She
was appointed by President Rodrigo Duterte.

Lopez is the daughter of ense of peace and environmental
advocacy. Lopez went to Assumption College and Newton
College of the Sacred Heart in Boston. She has a Master’s
Degree in Development Management from the Asian Institute of Management. She has two sons.

After studying in the United States, Lopez left her elite life in Manila and became a yoga missionary

Carlos "Sonny" Garcia Dominguez III (born September 16, 1945) is a
Filipino businessman and former chief executive of Philippine Airlines
who is the 31st Secretary of Finance under President Rodrigo Duterte.
He had previously held the position of Secretary of Agriculture and
Minister of Natural Resources under the Corazon Aquino presidential
administration. Prior to his appointment to President Duterte's Cabinet,
he had served as executive director of PTFC Redevelopment Corp., as
independent director of Alsons Consolidated Resources, and as director
of United Paragon Mining Corp. His family owns Marco Polo Hotel in
Davao City, one of the top hotels in southern Mindanao.
Career and businesses
Earlier in his career, Dominguez joined the Bank of the Philippine Islands after receiving his Ph.D.
from Stanford. He was President of the BPI Agricultural Development Bank for two years before
being invited by President Corazon Aquino to join her new government. He assumed the leadership
of the Ministry of Natural Resources in 1986 and the Department of Agriculture in 1987 while also
serving as Director of the government-owned Land Bank of the Philippines.

vice-presidential bet in the 2010 Philippine elections, running
alongside Eddie Villanueva. He accepted the offer of President
Rodrigo Duterte to join his Cabinet on May 18, 2016.

Yasay was born on January 27, 1947 to Perfecto Yasay Sr., a pastor, and Deborah Rivas, a public
school teacher, in Kidapawan City, North Cotabato.
He finished his secondary education at Davao City High School in 1963 and received his Bachelor
of Arts in political science at Central Philippine University, Iloilo City in 1967. He earned his law
degree at the University of the Philippines and has MBA units in business studies from Ateneo de
Manila University.
PAULYN UBIAL
Secretary of Health (DOH)
Paulyn Jean B. Rosell-Ubial, MD (born June 29, 1962) is a Filipino
physician who is the current Secretary of the Philippine Department
of Health. She was appointed by President Rodrigo Duterte to
replace Janette Garin, the Health secretary of the preceding Benigno
Aquino III administration. Ubial was an Assistant Secretary for
Health Regulations from 2008 until 2016 during the Arroyo and
Aquino administrations.[2] She was also appointed as the
department's regional director for Davao Region from 2006 to 2008.
She is also an anti-tobacco advocate.
Born in Iloilo City and raised in M'lang, Cotabato, Ubial started her public health career as a rural
health worker in Kidapawan, North Cotabato in 1990. She graduated from the UERMMMC College
of Medicine in 1987.
22. RODOLFO SALALIMA
Secretary of Information and Communications Technology (DICT)
Rodolfo "Rudy" Agapay Salalima is a Filipino lawyer who is the
incumbent Secretary of the newly formed Philippine Department of
Information and Communications Technology (DICT) under the
Rodrigo Duterte's administration. Salalima is a former chief legal
counsel and senior advisor of Globe Telecom, one of the leading
telecommunications firms in the country and has also served as Senior
Vice President for Corporate and Regulatory Affairs and Managing
Director of Ayala Corporation. He is also the former president of the
Philippine Chamber of Telecommunications Operators (PCTO) and
International Telecommunication Union Council working group for
the amendment of ITU constitution and convention vice chairman for
Asia Pacific Region.
In 2015, Salalima authored the book entitled "Telecommunications in the Information Revolution",
a law book on telecommunication policies in the country.
Salalima was Duterte's former classmate in San Beda College of Law Class of 1971, together with
Justice secretary Vitaliano Aguirre II, and Transportation secretary Arthur Tugade.
ISMAEL SUENO

Ismael "Mike" Dres Sueno (born July, 1947 or 1948) is the current
Secretary of the Philippine Department of the Interior and Local
Government. He was appointed by President Rodrigo Duterte to
replace Mel Senen Sarmiento starting June 30, 2016. A member and
former national chairman of PDP–Laban, he served as Governor of
South Cotabato under President Corazon Aquino.
Early life and education
Sueno was born and raised in Koronadal, then known as Marbel, in the former undivided Province
of Cotabato. His parents were Perfecto Sueno Sr., the first municipal vice mayor of Koronadal, and
Ma. Neri Dres. He has five brothers (Rolando, Perfecto Jr., Roberto, Leo and Joseph), and one sister
(Corazon), some of which have already migrated to the United States. He obtained his associate

lawyer from Quezon. On May 18, 2016, he was nominated as Secretary of

accepted on the same day. He previously served as Vice President and chief
legal counsel of Clark Development Corporation under former President
Benigno Aquino III. He gained wide public attention in 2012 during the
impeachment trial of Supreme Court Chief Justice Renato Corona when he
was cited for contempt after he was caught covering his ears while being
lectured by the late Senator Miriam Defensor Santiago

Aguirre has been in private practice for many years. He established a law firm in Makati with
partners Rodolfo Robles, Sixto Brillantes, Jose Ricafrente, Antonio Nachura and Antonio San
Vicente. He served as the lead counsel of Hubert Webb in the 1995 Vizconde murders case and as

Silvestre "Bebot" Bello III (born June 23, 1944) is a Filipino
businessman and lawyer from Cagayan. He is the current Secretary
of the Philippines' Department of Labor and Employment and
concurrently Presidential Adviser on the Peace Process. Bello was
appointed by President Rodrigo Duterte to replace Rosalinda
Baldoz in the secretaryship. Bello was a former Justice Secretary,
Solicitor General[4] and representative of 1-BAP party-list during
the 16th Congress of the Philippines.
Early life and education
Bello was born in Gattaran, Cagayan on June 23, 1944. He is
married to Regina Gerona. He obtained his Bachelor of Arts in
Political Science from Manuel L. Quezon University in Quiapo, Manila, in 1966. He earned his
Bachelor of Laws from Ateneo de Manila University Law School in 1970.
Career
Bello has worked as Justice Secretary from July 1990 to February 1992. He served as Solicitor
General from September 23, 1996 until February 3, 1998. He was the Chairman of the Government
24. Negotiating Panel for Talks with the CPP/NPA/NDF from January 2001 to August 2004. He
served as President and CEO of PNOC Development and Management Corporation from
November 2004 to December 2005. From January 2006 to December 2006 he was the General
Manager and CEO of PRA. He was a presidential adviser for New Government Centers from July
2007 to July 2008. He served as Cabinet Secretary during the presidency of Gloria Macapagal-
Arroyo.
DELFIN LORENZANA

Maj. Gen. Delfin Negrillo Lorenzana AFP (Ret.) (born October 28, 1948)
is the 36th Secretary of National Defense of the Philippines.
Delfin Negrillo Lorenzana (born 28 October 1948) is the current Secretary
of National Defense. He was the former Special Presidential
Representative for Veterans Affairs/Head of the Office Veterans Affairs
of the Philippine Embassy in Washington DC. While still in active service,
he served as the Defense Armed Forces Attache in the United States; and
was instrumental in defending the Malacanang Palace when supporters of former President Joseph
Estrada attempted to storm the place. He is a member of the Philippine Military Academy (PMA)
Class of 1973. He has been serving the nation in defense and foreign relations for more than four
decades already. A staunch defender of the flag, he has protected three Presidents during his service
with the Presidential Security Group and as Commander of the Light Armored Brigade: President
Corazon C. Aquino, President Joseph E. Estrada and President Gloria Macapagal Arroyo.
He is married to Editha Lorenzana (nee Aguilar), is father to Cecille, Edelle, Erik Del and Camille,
and grandfather to Mia.
Mark Villar
Secretary of Public Works and Highways (DPWH)
Mark Aguilar Villar (born August 14, 1978) is a Filipino politician
and businessman currently serving as Secretary of Public Works and
Highways of the Philippines. He is the son of former Senate
President and 2010 presidential candidate Manny Villar and
incumbent Senator Cynthia Villar. He served as Representative of
Las Piñas in the Philippine House of Representatives and has also
previously held executive positions in his family's real estate
businesses. A member of the Nacionalista Party, Villar accepted the
offer of President Rodrigo Duterte to join his Cabinet on May 17,
2016 and assumed office upon his resignation from Congress on
August 1, 2016 replacing Rafael Yabut.
Political career
Villar was first elected to public office in 2010 as congressman of the lone district of Las Piñas,
succeeding his mother, Cynthia Villar, a three-term representative who became senator. During his
term, he served as Chairman of the House Committee on Trade and Industry, as well as Vice
Chairman of the House Committees on Overseas Workers Affairs, Labor and Employment, and
Science and Technology.
25. FORTUNATODE LA PEÑA
Secretary of Science and Technology (DOST)
Fortunato "Boy" Tanseco de la Peña (born 1949 or 1950) is a
Filipino engineer, professor and civil servant. He is the Secretary of
Science and Technology at the Philippine Department of Science
and Technology (DOST) under the current administration of
Philippine President Rodrigo Duterte. Before he assumed leadership
of the Department, he served as President of the Philippine
Association for the Advancement of Science and Technology
(PhilAAST) since 2011 and had been Undersecretary of the DOST
under two previous administrations. He is also a former Chairman of
the United Nations Commission on Science and Technology for
Development.
Education
De la Peña attended the University of the Philippines Diliman in Quezon City where he received his
Bachelor of Science Degree in Chemical Engineering in 1969. He also earned his MS degree in
Industrial Engineering and a Ph.D. in Business Administration from the same university. He then
pursued further studies in Operations Research at the New York University Tandon School of
Engineering in Brooklyn, U.S. and also received a diploma in Industrial Quality Control from
Bouwcentrum International Education in Rotterdam, Netherlands.
Career
De la Peña is a Career Executive Service Officer (CESO) Rank I, the highest level in the career
service of the Civil Service Commission of the Philippines. He has served in the Department of
Science and Technology for more than 30 years. He has also served in various positions at his alma
mater UP Diliman and also worked as Operations Engineer with ESSO.
JUDY TAGUIWALO
Secretary of Social Welfare and Development
(DSWD)
Judy Marigomen Taguiwalo, PhD (born February 18, 1950) is a
social worker, social activist, educator and the current Secretary of
the Philippines' Department of Social Welfare and Development.
She was appointed by President Rodrigo Duterte to replace
Corazon Soliman in the secretaryship. She is a former professor at
the University of the Philippines and was one of those nominated
by the National Democratic Front to the Duterte Cabinet.
Career
Taguiwalo helped in organizing the militant group Malayang
Kilusan ng Kababaihan (MAKIBAKA) in 1970. After being detained twice, from July 1973 to their
escape in November 1, 1974 and again on January 28, 1974 until their release after EDSA

Development's Department of Women and Development Studies in UP-Diliman. Taguiwalo used
to head the University for Women's and Gender Studies. She was Founding National President of

Secretary of Tourism (DOT)
Wanda Corazon Teshiba Tulfo-Teo (born November 4, 1952) is
a Filipino stateswoman, serving as the current Secretary of the
Philippines' Department of Tourism.
She was appointed by President Rodrigo Duterte to replace
Ramon Jimenez Jr. in the secretaryship in June 30, 2016. Teo
initially stated that she would change the present tourism slogan
coined by her predecessor Jimenez, "It's More Fun in the
Philippines", during her term, but she later decided to instead
improve on it because of its positive effects that resulted in invaluable tourist arrivals in the
Philippines.
Career beginnings
Teo has been actively working in the tourism sector for more than two decades as a co-owner of a
travel agency, Mt. Apo Travel and Tours, president of the National Association of Independent
Travel Agencies (NAITAS). and a member of Davao Travel Agencies Association (DTAA), the
Davao Association of Tour Operators (DATO) and the Davao Regional Tourism Council (DRTC).
RAMON LOPEZ
Secretary of Trade and Industry (DTI)
Ramon M. Lopez is the incumbent Secretary of Trade and Industry
under the Rodrigo Duterte's administration. Before he was appointed
as the DTI secretary, he was the Vice President and Executive
Assistant to the President and CEO of RFM Corporation, having
served for the company for 22 years, and Executive Director of Go
Negosyo of the Philippine Center for Entrepreneurship.
He topped his Master in Development Economics at Williams
College in Massachusetts (1988) and finished his AB Economics
degree at the U niversity of the Philippines Diliman in 1981.

Secretary of Transportation and Communications (DTC)
Arthur "Art" Planta Tugade (born January 9, 1946) is a Filipino
businessman and lawyer from Cagayan. He is the current Secretary of
the Department of Transportation after being appointed by President
Rodrigo Duterte to replace Joseph Emilio Abaya. He previously held
the position of President and Chief Executive Officer of Clark
Development Corporation, an attached agency of the government-
owned Bases Conversion and Development Authority under President
Benigno Aquino III.
Early life and education
Tugade was born on January 9, 1946 to poor parents from Claveria,
Cagayan, Francisco Tugade and Lucefina Planta. His parents were both
employed at the Public Works Department and he was in elementary school when they moved to
Sampaloc, Manila. A fire gutted their house in Sampaloc forcing them to relocate to a slum in
Tatalon, Quezon City. He was a scholar at San Beda College from elementary to college and also
worked in campus jobs offered by the school's priest administrators. He eventually graduated cum
laude with a bachelor of arts degree in Philosophy in 1967.
MICHAEL DINO
Presidential Assistant for the Visayas
Presidential Assistant for the Visayas Michael Dino said that
Negros Island Region (NIR) may be dissolved considering that
the present administration is pushing for a shift towards a federal
form of government. Dino, in a press statement released Sunday,
said that “the fate of the Negros Island Region is still being
discussed at the national level.” “It looks like NIR will be
superseded by federalism. The likelihood of it being abolished is
there,” he added. “In my conversation with (House) Speaker
(Pantaleon) Alvarez he said there is no budget for NIR in the
2017 GAA (General Appropriations Act) and even in the 2016 budget,” he said. Dino, in an
interview with Cebu reporters on Saturday, also said there is a very big chance the NIR will be
abolished due to budgetary constraints.

Christopher Lawrence "Bong" Tesoro Go (born June 14, 1973) is the
current Head of the Presidential Management Staff in the Philippines.
He was appointed by President Rodrigo Duterte to replace Julia Abad.
He is an executive assistant and personal aide of Duterte since 1998.
Early life and education
Go was born on June 14, 1973. He is a grandson of August Tesoro,
whose father founded one of the largest printing press in Davao City.
Go attended De La Salle University and graduated with a Management
degree.
As an assistant of Duterte
Since 1998, Go has been an executive assistant and personal aide of then-Mayor of Davao City
Rodrigo Duterte. Being in charge of both personal and official matters, he calls himself as an all
around 'utility man' of Duterte.
During the 2016 election campaign season, Go was often described as the "national photobomber"
by the media, for being always in the photos at the side of Duterte in his campaign sorties.[5] He is
one of the key people in Duterte's campaign for presidency. On October 15, 2015, Go, wearing a
shirt which says No is No, filed Duterte's certificate of candidacy (COC) on Duterte's behalf at the
Comelec office in Manila, for a re-election bid for the Davao City mayoralty post.[6] According to
him, he called Aquilino Pimentel III, the president of Duterte's political party, PDP-Laban, to file
his candidacy for president, that can help Duterte for possible substitution and provide hope for his
fans. According to Pimentel, it had been decided that Martin Diño, the chairman of Volunteers
Against Crime and Corruption (VACC), would file his candidacy as Pimentel was about to board a
plane to Switzerland at that time.
29. MIGUEL LUIS VILLAFUERTE

Miguel Luis "Migz" Reyes Villafuerte (born 21 January 1989)
is a Filipino politician and model, who has been Governor of
Camarines Sur since 2013.
He is from the Villafuerte clan; his grandfather, Luis Villafuerte,
was a congressman from 2004 to 2013 and former governor of
the same province from 1988 to 1992 and from 1995 to 2004.
His father is Luis Raymund F. Villafuerte, Jr., who served as a
governor from 2004 to 2013, while his paternal grandmother,
Nelly Favis Villafuerte, is a former member of the Monetary
Board.
Political life
He was elected Governor of Camarines Sur in 2013, defeating his grandfather Luis. At the age of 24,
he is the youngest elected governor in Philippine history, surpassing Mark Lapid. Along with Jolo
Revilla (then Vice-Governor of Cavite), Villafuerte is among the youngest politicians elected in the
2013 polls. He was reelected to office in the 2016 polls, while his father was likewise elected to
Congress as Camarines Sur Representative. His grandfather, on the other hand, lost his
Congressional bid during the 2016 elections.
