A relatively small number of journals publish the majority of significant scholarly results, according to Bradford's Law. To improve search capabilities for an open scholarly infrastructure, a new variant of Bradford's Law is needed to determine priority criteria for indexing sources to ensure completeness of cited and quoted sources. Additionally, availability of full publication texts would allow extraction of entities like instruments and objects mentioned, improving search precision and recall through new indexes.
