● Existing Master plans apply for core areas alone, Masterplans for
expanded CLPA areas are under progress
● Further, areas within expansion but not having consented master
plan, then in such areas PP cannot be issued by CMDA until Master
Plan is prepared and got consent of the Govt.
● Hence, there must be an arrangement for issuing PP in such non-
plan areas shall be planned prior to CMDA start functioning in the
expansion area.
STEPS FOR CMDA TO START FUNCTION IN ADDED AREAS 8
Contd..
● CMDA to be ready with work allocation for the staffs of new zonal
offices.
● CMDA to set up the new office premises for zonal offices.
● Handing over of D.Dis. and R.Dis. files may happen after 10 to 20
days from the actual date of start functioning of CMDA office.
● K.Dis. and L.Dis. files may be disposed by the present district DTCP
office or to be handed over to CMDA new office depending on the
time limit available for each of such files.
● Transfer of Assets and Liabilities of the 8 Planning Authorities to
happen.
STEPS FOR CMDA TO START FUNCTION IN ADDED AREAS 9
Among the assessed 90 posts, CMDA has
i. proposed to fill up 57 posts through redeployment from DTCP
which will be through change in nomenclature of the 57 posts of
DTCP.
ii. proposed to surrender 13 posts of DTCP.
iii. proposed to call for willingness from existing staff of DTCP for
absorption in CMDA and to depute officials /staff of DTCP to
CMDA.
In this regard, the following remarks are submitted.

● In1974, DTCP functioned with the 622 cadre strength of posts in 8
offices
● During 1993, the cadre strength was increased from 622 to 801 posts
in 31 offices
● When the districts got bifurcated during previous years, new regional
offices like Tiruvallur regional office, Perambalur regional office etc.,
were created by re-distribution again

● When regional offices were restructured during 2019, to be one office
at each district again re-distribution was made.
● No additional posts were sanctioned to this department for the past
30 years.
● Now department has expanded into 37 District offices with the
existing staff strength.

UDA Formation
● As per the announcements, 4 UDA’s are formed
i. Coimbatore
ii. Madurai
iii. Tiruppur
iv. Hosur
● Sizeable cadre strength to be spared for the UDAs. (Tentatively 70
post based on Govt approval of UDA staff pattern)
● Simultaneously regional offices for the rest of the district for the area
other than the UDA need to continue to function as separate offices
with Skeleton strength.
● Above could only be achieved by re-distribution of DTCP staff to be
gained from CMDA expansion areas

• From 2023 -2027,133 staffs are retiring out 796 (17%)
• So there will be a huge vacuum in coming years to be effectively handled

Functioning of DTCP
With the present cadre strength, this department has to prepare
i. Regional plans,
ii. Master plans and
iii. Detailed development plans
iv. Preparation of heritage plans
v. Traffic plans
vi. Development plans for least urbanised taluks
vii. Hill Area Conservation,
viii. Coastal management,
ix. Guidance bureau,
x. MSME and
xi. To process the approval of layout, buildings and reclassification
works
The posts which are sanctioned is currently insufficient for efficient
functioning of this department.

• This department is now managing the works in the district offices with
the existing staff strength.
• Department has to initially support the need of urban development
authorities by sharing the staff on deputation.
• This could only be achieved by redistributing the staff in the present
offices at Chengalpattu, Kanchipuram, Tiruvallur and Ranipet
• Due to paucity of staff as pointed above, deputation/ redeployment/
surrender of staff to CMDA for the expansion area may not be
feasible.

Among the assessed 90 posts, CMDA has i. proposed to fill up 57 posts through redeployment from DTCP which will be through change in nomenclature of the 57 posts of DTCP. ii. proposed to surrender 13 posts of DTCP. iii. proposed to call for willingness from existing staff of DTCP for absorption in CMDA and to depute officials /staff of DTCP to CMDA.   • 17. UDA Formation ● As per the announcements, 4 UDA’s are formed i. Coimbatore ii. Madurai iii. Tiruppur iv. Hosur ● Sizeable cadre strength to be spared for the UDAs. (Tentatively 70 post based on Govt approval of UDA staff pattern) ● Simultaneously regional offices for the rest of the district for the area other than the UDA need to continue to function as separate offices with Skeleton strength. ● Above could only be achieved by re-distribution of DTCP staff to be gained from CMDA expansion areas SCANTY CADRE STRENGTH OF DTCP 17

  • 21. Functioning of DTCP With the present cadre strength, this department has to prepare i. Regional plans, ii. Master plans and iii. Detailed development plans iv. Preparation of heritage plans v. Traffic plans vi. Development plans for least urbanised taluks vii. Hill Area Conservation, viii. Coastal management, ix. Guidance bureau, x. MSME and xi. To process the approval of layout, buildings and reclassification works The posts which are sanctioned is currently insufficient for efficient functioning of this department.   • 22. • This department is now managing the works in the district offices with the existing staff strength. • Department has to initially support the need of urban development authorities by sharing the staff on deputation. • This could only be achieved by redistributing the staff in the present offices at Chengalpattu, Kanchipuram, Tiruvallur and Ranipet • Due to paucity of staff as pointed above, deputation/ redeployment/ surrender of staff to CMDA for the expansion area may not be feasible.
