23. Special initiatives to combat COVID-19 in RVNL
❑ Contractors were advised to make arrangements for lodging,
boarding, fooding duly following social distancing norms,
moving patients to nearby doctors/ hospitals, paying charges of
doctors/ hospitals, providing sanitizers, soaps etc for labourer
stuck at worksites during the lockdown period and claim
reimbursements from RVNL for the same.
❑ Precautions taken in labour camps to ensure social distancing
norms, checking of temperature of workmen on daily basis so
that works can progress duly ensuring safety of
labourers during the difficult times of COVID-19.

24. ❑ A separate link was provided for instructions due to COVID’19
on RVNL’s website to facilitate easy dissemination of information
at all levels.
❑ In keeping with the Ministry of Finance guidelines to give
financial relief to contractors, release of proportionate BG’s
permitted.
❑ Recovery of mobilization advance from contractors deferred for
6 months to improve the cash flow during COVID’19.

25. ❑ To further address liquidity problems, stage payment conditions
have been reviewed and revised on supply items.
❑ As it was not possible to follow routine procedures of test checks
due to restriction of movement due to COVID’19, to address the
cash flow problem of contractors, measures were taken to allow
provisional passing of bills till such checks are possible.
❑ Submission of Bid Security in physical form relaxed to 30 days
from 5 days, due to restrictions in movement, for the tenders
opened between May’ 20 to Aug’ 20.

o Commissioned of 200 Stations in FY 2020-21.
o 158 Stations (up-to 50 routes) and 42 large stations up to 200
roads in connection with Doubling/3rd Line /New Line/RE.
o Commissioned 750 stations over Indian Railways since
2015-16.
31. Strategy for New India
• The government’s goal is for India to be a USD 5.0 trillion
economy
• First, development must become a mass movement, in which
every Indian recognizes his/her role and also experiences the
tangible benefits accruing to him/her in the form of better ease
of living.
• Second, development strategy should help achieve broad-based
economic growth to ensure balanced development across all
regions and states and across all sectors.
• Third, the strategy when implemented, will bridge the gap
between public and private sector performance.
32. • Increase the speed of infrastructure creation from the present 7
km/day to 19 km/day by 2022-23.
• Achieve “100 per cent” electrification of broad gauge track by 2022-23.
• Increase the average speed of freight and mail/express trains to
50km/hr (from about 24 km/hr in 2016-17) and 80 km/hr (from about
60 km/hr), respectively.
• Improve the safety of the railways, achieving zero fatalities from the
2016-17 level of 238 fatalities and reducing the number of accidents
from the 73 recorded in 2017-18.
• Enhance service delivery/punctuality, achieving 95 per cent on-time
arrivals by 2022-23.
• By 2022-23, the railways should have a freight load of 1900 Million
Tonne and an improved modal share of 40 per cent of freight
movement from the current level of 33 per cent, Mission 2024…
