Monitoring & Evaluation Officer
The Cambodian Health Committee (CHC) is a non – profit, non partisan and non – sectarian Cambodian
local organization, which has been working in health sector in Cambodia since its inception in 1994. We are
working with NTP (National Tuberculosis Program) and are leading the programs focusing on TB, and
HIV/AIDS in Cambodia.
We are recruiting a qualified of a Cambodian national to fill the position of M & E officer for Community
Direct Observed Therapy Short-course (CDOTS) program and Multiple Drug-Resistant Tuberculosis (MDR-TB).
He/She will be based in Phnom Penh, with frequent travel to project sites in the provinces.
Position: M & E Officer
Main responsibilities:
- Developing performance monitoring plans and work plans for the C-DOTS and MDR TB project in
consultation with the program coordinator;
- Developing indicators of success and measurement method in line with the project's objectives;
- Developing tools for collecting important data and information to monitor and evaluate the project;
- Collecting data on project achievement and share regular monitoring report with the project team;
- Undertaking monitoring and technical support visits on regular basis to assess progress against
approved project’s objectives and M&E Plan;
- Assist in the design, preparation and coordination of internal and external evaluation;
- Facilitate the coordination of the overall TB CDOTS, MDR-TB, HCs and villages monitoring process;
- Ensure that the TB CDOTS and MDR-TB Reporting System is functioning and being maintained and that
the reports received from HCs, ODs, PHDs and CENAT are reviewed and consolidated.
- Facilitate timely support to the TB CDOTS and MDR-TB areas of CHC with M&E issues and needs;
- Establish strong partnerships and coordinate closely government and NGO counterparts and other
stakeholders
- Assist in the preparation and training the project staff (including training materials and modules) on M&E
procedures and tools for relevant national and provincial health officer consistent with the TB CDOTS,
MDR-TB and M&E Plan
- Prepare monthly/quarterly work-plan and progress report and submit them to Project Coordinator
- Assist the TB CDOTS/ MDR-TB Program Coordinator in outcome and impact research and the database
analysis
-Represent CHC in relevant and key meetings and events
Qualifications & Experience:
Bachelor degree in Management, Nurse, Development Study or other relevant degrees
Sound experience in project monitoring and evaluation
Knowledge or previous experience in working with C-DOTS, MDR-TB and Global Fund program
is an advantage
Competent in written and spoken English communication
Computer literate: Microsoft Word, Excel and Power Point, Internet and Email
Strong interpersonal relationships with beneficiaries, other team members and other organization
managers and staff.
