The Royal Government of Cambodia is working to strengthen social health protection and achieve universal health coverage. Currently, different health schemes like the Health Equity Fund and Voucher for Health operate separately. This workshop aims to integrate promotion of these schemes. It will bring together operators of the schemes to share experiences and best practices. Participants will identify and agree on integrated promotion approaches and materials. The workshop will develop detailed content for promotion and finalize agreed upon approaches and materials.

1. Consultative Workshop on Integrated Promotion
OUTLINE
1) Background
The Royal Government of Cambodia (RGC) has started to engage in the challenging task of
strengthening social health protection mechanisms for its population - especially for poor
and vulnerable groups - to contribute to the reduction of financial barriers in accessing
health services as well as the incidence of catastrophic health expenditures. As part of a long
term strategy to achieve universal health coverage, the Health Strategic Plan 2008-2015 and
the draft Social Health Protection (SHP) Master Plan, due to fact that urgent establishment
of SHP schemes there are many players started one or more schemes differently for
example HEF scheme, Voucher for Health scheme, and/or voluntary membership scheme;
almost all of them working separately. Later years, the Ministry of Health (MoH) led by the
Department of Planning and Health Information System (DPHI), with supports of
development partners, strived to have an integration of those schemes.
For second phase of voucher for health program implemented by the Voucher Management
Agency (VMA) which is a consortium of AFH and EPOS under stewardship of MoH, VMA is
committed to work with all partners to develop and implement strategies for integration of
voucher for health with other SHP schemes, especially HEF. SHPA, GIZ and URC are also
committed to contribute in materializing the vision of integration into effective
implementation.
To have harmonized approaches and materials for integrated promotion of voucher for
health and HEF in the field, a workshop and a series of working group meeting are proposed
to achieve objectives as the following objectives.

- To share experiences: best practices, challenges, and opportunities
- To identify and agree on approaches and materials for promoters to deploy during
their promotion sessions in the field.
3) Attendance:
- Three staff from each operators (AFH, BFH, CHC, CHO, Svay Rieng), they should be a
project manager, a field supervisor and an active promoter; six TOs from HEFI, six TO
from VMA (27 persons).

- Date: 22nd October 2014
- Venue: Himawari Hotel (Phnom Penh)

This workshop is organized with the co-finance of USAID-SHP (URC) and BMZ/KfW/VMA:
- Meeting room, refreshment, lunch and translation service will be covered by USIAD-SHP.
- Per-diem and accommodation for participants, training materials and other related
cost of the workshop will be provided by VMA.
