This project aims to improve healthcare services over three years for 17,000 children under age five in two municipalities in the Philippines. It will involve training over 250 health workers to detect, promote, and prevent childhood illnesses in remote communities. The project will be implemented in coordination with local governments and Save the Children to help prioritize health and train community health teams. The project officer will oversee daily management and implementation, ensure progress towards objectives, and establish monitoring systems to ensure accountability and quality.

Project. The GSK three-year Project focuses on improving the quality of healthcare services available to close to 17,000 children under the age
of five living in two municipalities in Sultan Kudarat - Lambayong and President Quirino. This will involve training of over 250 health workers so
that they are able to: detect, promote and prevent childhood illnesses in remote communities in an integrated way; supervise health facilities,
provide health information and human resource management; and undertake advocacy to persuade local government officials to prioritize health
in municipalities. Save the Children will also help local government units to train for CHTs focusing on improving their health promotion and
disease prevention skills. The Project team will work through the planning and implementation of the project in coordination with and support
from the Program Office and National Office including ensuring the high quality of project execution while adhering to Save the Children policies
and procedures and ensuring the Theory of Change principles.
Project Officer – Koronadal, South Cotabato
(Job Grade 5) – for Filipino Nationals
Under the South Central Mindanao Program Office (SCMPO).
Fixed Term- IMMEDIATE – May 31, 2014
The Project Officer has overall responsibility of the project at field level and implements the following under the supervision of the South Central
Mindanao Program Office Manager:
1. Project Design and Budget. In close coordination and collaboration with the Health and Nutrition Advisor at National office,
undertakes the project activities. Carefully manages and monitors the project budget, providing recommendations and interventions to
correct any deviations, ensuring beneficiaries and partner’s needs are taken into account in the budgeting process. Coordinates with the
Technical Advisory Unit of the National Office for additional technical inputs to the project and timely sharing of updates from the field that
can inform on-going advocacy work at the national level. Provides technical inputs in project outputs.
2. Project Implementation and Management. Develops the detailed implementation and monitoring plans; Daily management of
project activities against approved DIP, strategies. Ensures progress in achieving the project objectives; Implements activities in a timely
and cost effective manner and manages disbursement of funds according to the proposed budget; Supports and supervises project team.
Coordinates with SCMPO Manager to facilitate synergy and integration of strategies and interventions;
Works with Save the Children’s relevant units at the sub-national and national level to establish and maintain management systems and
procedures that deliver transparency, accountability and quality implementation. Engage the CHD (DoH Regional Office) and Provincial /
Municipal LGU in identification of needs and in the design of capacity building programs to ensure health workers are capable of managing
preventable illnesses among children and adults. Provides technical and contextual inputs into the project design, including conducting
situational analysis, overseeing the analysis of baseline data, setting objectives and activities to address assessed needs and recommending
and adjusting implementation approaches to attain or maintain the highest quality. Ensures that all approved work plans / project
timetables are implemented as scheduled. Works cooperatively with the community mobilizers and incorporates recommendations into the
project implementation. Provides adequate supportive supervision over project activities to ensure the quality of activity implementation as
technical design. Supervises and manages project consultants where applicable. Supervises Technical Service Providers administratively to
ensure efficient implementation of project activities. Documents “good and best practices” for the process of project implementation which
may be mainstreamed to other Save the Children work in the future.
3. Project Monitoring and Evaluation. Establishes and maintains partnerships with health stakeholders; Prepares relevant data and
reports. Ensures effective execution of project monitoring and evaluation activities including baseline surveys, setting up of a monitoring and
evaluation system, and project evaluation.
4. Partnership and Advocacy. Liaises, builds and strengthens effective relationships with stakeholders and other local partners, NGOs for
project’s startup, implementation and coordination within the two municipalities. Promotes the advocacy of the project at the provincial
level. Contributes and represents Save the Children in fora and meetings whenever required by the Program Manager and or technical
advisor in influencing and advocating policies relevant to the project.
5. Reporting. Finalizes the periodical reports in line with Save the Children and donor’s requirements. Reports milestones and performance
indicators of the project on quarterly basis. Ensures accurate and timely submission of financial and narrative reports (deviation and various
explanation – budget vs. actual. Other reports within responsibilities are made in a timely manner.

This Community Mobilizer will be responsible for maintaining collaborative working relationships with all parties involved in the implementation
including staff of pre-school and school services, local authorities, parents, children and community leaders and ensuring coordination of project's
interventions in partnership with all program stakeholders. The position is based in Koronadal City, South Cotabato. The Community Mobilizer
is responsible for social / community mobilization in the target sites; for implementation of project activities in coordination with project staff; for
networking and coordination with other stakeholders; collection of data and information and project writing for inputs to the preparation and
completion of project reports.
SPECIFIC DUTIES
1. Supports in the implementation of all assigned activities in the assigned area including coordination with the project /program staff, partner
communities / schools. In particular to the project, conducts assessment of needs in target communities and develops schedules for project
implementation, including the breakdown of activities by week.. Facilitates and strategizes for the implementation of planned activities and
initiate on-site interaction with targeted communities and project partners. Assists program staff in executing project deliverables and in
providing quality and timely technical inputs and support
2. Serves as the community organizer and mobilizer in assigned areas and shall be responsible for facilitating activities in the communities
including planning, monitoring and evaluation. Social / community mobilization in the target sites. Mobilizes partner communities in the
implementation of program components. In particular to the project, liaises with communities and local authorities on a day-to-day basis
and ensures active involvement of local municipalities and their timely cash and in-kind contributions to the projects. Conducts community
meetings, works closely with municipalities and other stakeholders to mobilize resources, coordinate activities and ensure active
participation of beneficiaries, local authorities and stakeholders. Develops action plans and works with the communities to ensure broad
participation and transparency of operations. Ensures smooth implementation of community-based activities in accordance with the
implementation plan.
3. Identifies, builds and strengthens partnerships and contribute to overall networking and coordination with other stakeholders Sustains and
enhances established partnerships accomplished with the project and community stakeholders. Scopes for more possible partners,
governmental and non-governmental, who can help strengthen and improve youth programs in partner communities. In particular to this
project, supports the Project Officer in developing Memorandum of Understanding with local authorities and follows up with its
implementation. Works closely with local partner NGOs and ensure necessary technical assistance and guidance;
4. Ensures effective monitoring of the projects, submits timely reports and brings problematic issues to the attention of the Project
Coordinator and Program Manager . Prepares and updates activity reports within standards and time schedules of the project. Collects
data and information from the field / providing input in the completion of the progress reports and potential projects
5. Coordination with other Program Office staff to ensure synergy and integration of program strategies and interventions.
6. Utilizes existing resources and maximize opportunities in the community for Save the Children programs for children.
