This paper presents an empirical justification of participation of common people in different factors of administration through the policy of decentralization. The background structure of the paper mainly based on the developing country oriented social structure. Through this paper, we can also understand the heterogeneity in the administrative structure. Under this differentiate structure this paper tries to understand the extent of participation of the common people in the administrative decision. It is very important to have the functioning parliament in Burma which is an essential part of flourishing democracy. Burma needs to address land and property rights and government must return all confiscated lands to rightful owners.
Corruption is endemic in Burma and posing one of the most serious challenges to the reform process, democratization, and economic liberalization. Transparency and accountability in matters of public finance must also be promoted and limit the effects of Dutch Disease.
The Police Force must be reformed so as to effectively exercise safeguarding rule of law. Respecting rule of law must be fundamental of all reforms and all oppressive laws must be replaced with democratic laws. Judiciary must be independent to strengthen the rule of law.
About 90% of the Burmese people follow Theravada Buddhism. With the arrival of Buddhism, Burma underwent major changes in various phases of her life especially in language, culture, art, literature, and civilisation. Buddhism has played an important role in unifying the people of Burma that ultimately brought the racial groups into one united whole under one religious banner.
Buddhist monks' rights to vote are ignored in junta’s 2008 constitution but Buddhist monks should have the voting rights in Burma. Burmese culture, a sense of deep history and a largely inward-looking national perspective, can be indirectly contributed for the growth of Burma's economy if not directly.
To sustain national security, particular attention must be given to the Arakan State which shares border with Bangladesh. Burmese see anyone calling for to amend Burmese Citizenship Law as the act of infringing Burma’s sovereignty.
International community should increase more direct engagement with the Burmese government, as well as broader societal groups, to improve the practical framework for human rights protection, poverty alleviation and working to achieve sustainable development but pressure must be kept to end all human rights abuses and permit democracy as well as to offset China’s influence over Burma.
The principled engagement combines pressure for reform with positive support, typically through a mix of advocacy, technical cooperation and financial support, as well as programs aimed at empowering local agents of change. For successful re-engagement, Burma needs to implement comprehensive economic and political reforms that are characterized by human-centred, rights respecting, sustainable, inclusive, and balanced economic growth.
Sanctions inevitably infringe Burmese people right to development due to the spillover effect and reputation risk.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. Iligan City for the past 20 years have been lagged behind despite a highly urbanized
city being one of the few City Governments in Mindanao with an Annual Income of
more than a Billion Pesos, and endowed with vast opportunities and natural resources,
but today we are:
“A City with no definite directions and which governance and policy formulation
and implementations are mired with lack of foresight and planning, disregard on
the principles of transparency and accountability in the government, politics of
patronage especially in the distribution of government services, lack of programs
protecting the environment, high unemployment which darkens the prospects of
many young people, incapacity to protect the Iliganons from all forms of
criminality, ignorance on the economic and agricultural importance of the
hinterland Barangays and the non-recognition of the civil society in local
development. In short, the present political leadership and governance is no
longer relevant to the needs, development and progress of Iligan City.
The tragedy that befell the City with Typhoon Sendong on December 17, 2011
where thousands of lives lost, homes destroyed and families broken and its slow
response and rehabilitation disrespecting the dignity of the victims reflects the
bad governance and incompetent leadership we have in Iligan.”

The Centrist Democratic Party (CDP) of the Philippines District of Iligan, following internal
democracy, nominated Atty. Emmanuel C. Salibay as its lone candidate for City
Councilor and will take the lead for an ideological and platform orientated campaign
this coming May 13, 2013 National and Local Elections in Iligan City.
CDP, as an accredited national political party, is established to effectively address the
systemic problem of our country, among others: reduce poverty, create jobs, increase
competitiveness, protect the environment, improve the judicial system, introduce
electoral reforms, enforce the rule of law and truly make democracy works. The CDP
District of Iligan and the candidacy of Atty. Manny Salibay is fully committed to this
general objective of the party, will bring this matter to the heart and conscience of the

1. Tatak Demokrasya: Promoting Local Democracy
Promoting local democracy is not only about the exercise of every Iliganons of their
right to suffrage during elections. It also includes the integration of all the Iliganons into
the decision making processes in our governance in the City as well as the organization
of fair, transparent and effective governance. Elected leaders must be closer to the
people, knowledgeable to their needs and demands and must be relevant to the
pressing issues of the City. Most importantly, local democracy also means the
accountability of all our elected leaders and civil servants and the preservation of
credibility, competence and integrity of the political life in Iligan.

A. Promote the Interdependence of the Local Executive and Legislative
Bodies – The connivance of the Office of the City Mayor and the City Council in
covering the corruption and inefficiencies in the local government is an abhorrence of
democracy. We believe on the independence of the Sangguniang Panglunsod in
crafting public policies that will redound to the benefits of the greater majority of the
people and at the same time, through its guaranteed oversight functions, on its
inherent right to check the departments in the City of abuses and inefficiencies.
Likewise, we respect the independence of the Office of the City Mayor free from being
beholden by anyone or by any other department in the City Government so that it can
implement laws and projects without fear or favor. This can be realized when these two
important offices of the City Government will work hand in hand and shall be
interdependent in performing its mandates and functions and that it cannot exercise its
duties if the other independent office is not also functioning well.
B. Strengthen the Role of an Independent Media in Good Governance – We
believe on the independence of the Media and its important role in checking the
government in order to promote good governance. A free and independent media is
an element of the City’s progress. We abhor the common practice of few and
irresponsible media under the patronage of some politicians for it promotes corruption
and abuses in media.
C. Respecting the Moral Authority of the Religious Communities – The City of
Iligan is well endowed with important religious institutions that cater to the promotion of
the dignity of every person. We recognize the important role of the Roman Catholic
Churches, the Muslim Religious Communities, the Evangelical and Protestant Churches
and other non-denominational churches through their moral authority fostering respect
to humanity and solidarity by guiding the Iliganons and its political leaders towards
solving our city’s serious problems. We encourage continuous fruitful dialogue with the
religious communities adhering to the authority of the democratic institutions of the
government and on basic ethical and moral principles.

D. Effective Protection of People and Business – We believe that human
dignity can well be protected if laws are faithfully and strictly enforced and that every
Iliganons shall be secured in their persons, homes and properties. The business sector
shall be afforded full assurance of their safety and security so that they can freely invest
and run the economy in Iligan.
E. Strengthening the Barangay Justice in Conflict Resolutions – The promotion
of indigenous way of amicably settling disputes and conflicts in the Barangays shall be
encouraged to ensure peaceful and harmonious relationships among the people in
Iligan City. The Katarungang Pambarangay is already institutionalized trough the Local
Government Code of 1991 but its welfare is not given due attention when in fact it is
playing a significant role. Policies shall be formulated to renew our unique Filipino
culture of amicably settling dispute without bringing this matter to expensive and
litigious procedures, and at the same time ensures protection of the rights of every
person.
F. Implementation of Laws that Protect the Weak and the Disadvantaged –
Democracy also means the protection of the weak and the disadvantage sectors in
Iligan City like the differently abled persons, the senior citizens, the urban poor and the
women sectors. Laws shall be passed and implemented that will protect the weak, the
disadvantage, the poorest of the poor, the indigents and other same sectors. This also
includes formulation of policies that will favor them to receive government services and
benefits.
G. Iligan City: A Tri-people City living in Peace and Harmony – Iligan City shall
be a Tri-People City where the Government must formulate policies and programs that
will promote solidarity among the Lumads (indigenous people), the Muslims and the
Christians towards the City’s progress and development. This shall be fundamental
value of the entire City of Iligan: the protection of the dignity of the Lumads, Muslims
and the Christians.
2. Tatak Hustisya: Social Justice In Order For Every Iliganon To Live In Dignity

A. The Family Must Be Supported By the Local Government – We believe that
the City Government must look into the Family as the basic unit of its government
welfare projects and programs. The family is responsible in educating and inculcating
the important values of every Iliganons.
B. Radical Improvement of the City Hospital Catering the Indigents with
Dignity – The current state of the Iligan City Hospital does not protect the dignity of the
poor and the indigents. The bad quality service of our public hospital, due to lack of
attention from the elected public leaders, an indicator of the City’s disregard to the
plight of the weak, the poor and the indigent. We support for a radical improvement of
the City Hospital and its increase of budget so that it can systematically help the poor
and the indigent.
C. Quality Public Education For All – Education is vital in the promotion of the
dignity of every Iliganon. Through free and quality education for all especially in the
primary and secondary level will ensure that our young people will be properly given
due care and directions towards becoming good citizens and soon, through
opportunities shaped by the local government, creators of wealth and innovations.
College education and vocation courses are important levels of education of a person
for him to be well-rounded citizen culturally, socially and politically aware and in his
preparation towards gainfully employed. A holistically educated and employed
Iliganon personifies a dignified person. Policies shall be crafted for the City Government
of Iligan that its powers, resources and influence be harnessed towards building a
strong and unbreakable link with the Department of Education, the Commission on
Higher Education, TESDA and other stakeholders in education to improve our quality of
education in Iligan City anchoring on the basic requirement that the poorest of the
poor shall have access to education, with improved facilities and providing for the best
well-being of our educators.
D. City Government In Solidarity with the Urban Poor – A City is not
progressive though it is modernize and which government is earning multi-billion
revenue if most of its people in the urban areas are squatters or who does not have a

home of its own. The dignity of a person is well protected when he, together with his
family and love-ones, is living in a decent home which he can call as their own. The
home is a school inculcating important values, a church where faith begins, a
community of strong social support in times of problems and nest of dreams where
opportunities commence to form.
