Planning in the region starts with a vision about what we want to be. 3. Barangay As A Government Unit and
Organization of Masses
As a basic political unit, the barangay serves
as a fundamental branch of government in the
planning and implementation of policies,
plans, programs, projects and activities of the
community (LGC 384)
A movement wherein collective views of
citizenry is mirrored and weighed
It is not merely a partner of the people; it
obliged the different groups to participate in
consultations

SECTION 384
Role of the Barangay. - As the basic political unit, the
Barangay serves as the primary planning and
implementing unit of government policies, plans,
programs, projects, and activities in the community,
and as a forum wherein the collective views of the
people may be expressed, crystallized and
considered, and where disputes may be amicably
settled.
6. The Members and their Involvement
Punong Barangay
Responsible for implementing all ordinances,
resolutions and law in the barangay.
Acts as liason between his people and higher
government officials such as mayors and governors.
Organize community programs, facilitate fund raising
activities and promote the welfare of their community.

mandated to function as the legislative workforce of
the barangay

7. Barangay Secretary
Keep custody of all records of the Sangguniang

Keeps custody and is responsible for the
Barangay funds and properties
Certify as to the availability of funds whenever
necessary
Lupon Tagapamayapa
This Lupon was empowered under the system to
mediate, conciliate and/or arbitrate disputes in a
barangay to promote the speedy administration of
justice
9. PEACE and ORDER
Acts as peace officers in the maintenance of public
order and safety.
Organize regular lectures, programs, or fora on
community problems to maintain peace and order among
the residents
Organize and lead an emergency group whenever the
same may be necessary for the maintenance of peace
and order or on occasions of emergency or calamity
within the Barangay
Provide for the organization of community brigades,
Barangay tanod, or community service units as may be
necessary
10. Finance
Enact annual and supplemental budget as it may see fit
for the improvement of the Barangay and for the welfare
of the inhabitants.
Provide for the construction and maintenance of
Barangay facilities and other public works projects
chargeable to the general fund of the Barangay or such
other funds actually available for the purpose
Hold fund-raising activities for Barangay projects
without the need of securing permits from any national or
local office or agency
11. Education
Establishment of a non-formal education center in
the Barangay whenever feasible, in coordination with
the Department of Education.
Initiate the establishment of a Barangay high school,
whenever feasible
Establishment of one public library for every
barangay or may also be called Barangay Reading
Center as mandated by Republic Act No. 7743
12. Health
Ensures access to basic public health services through
the provision of quality Medical and Dental health care.
Maintain high standard of services : Services and
facilities related to general hygiene and sanitation,
beautification, and solid waste collection.
Identify, evaluate and control hazards and risks.
13. Agriculture, Tourism & Infrastructure
Provide programs to enhance livelihood skills;
Seminars, training, health screening, livelihood skills
development, “How-to” sessions and demonstrations.
Provide workshops and lectures on specific barangay
tourism promotion plans and programs.
Plans for the fast development of the community
through infrastructure development such as
constructing barangay roads and path walks, school
buildings, day care centers, barangay health centers,
Basketball courts, multi-purpose buildings, water
system projects, flood control projects, canals and
bridges.
14. Youth and Sports
Gives the youth a chance to be involved in community
affairs and provide the government means to inform the
youth of its (government's) development efforts.
Aims to accomplish numerous projects and programs for
livelihood, sports, and culture, including the Youth
Development Training program which aims to develop
values of service, nationalism, and leadership among the
youth to make them more productive leaders.
Conduct an annual palarong Barangay which shall
feature traditional sports and disciplines included in
national and international games.
15. ORIGIN OF THE WORD BARANGAY
The unit of government during the time of our
forefathers was called barangay, a derivation
from the Tagalog word balangay meaning
sailboat, a boat which transported them (the
Malays) to these shores. The Malays used the
same term to identify the settlements they
established near a river or a sea. Each barangay
consisted of 30 to 100 families. The barangays
did not exist under the authority of other
barangay but lived independently in harmony and
in relation with one another.
