The approach to find “Sustainable Means” to
Mitigate Agrarian Crisis and Farming Distress
perhaps is embedded in our Traditional Wisdom and
Virtues of Indian Agriculture and Farming System
adopted by our forefathers. This fulfils the vital needs
of 5F: Food for Human, Feed & Fodder for
Animals, Fuel for Cooking and Energy needs and
Organic humus rich fertilizers to rejuvenate the
soil. The Traditional wisdom of managing 5 basic
elements (Pancha-tatva) Prithvi, Jal, Vayu, Agni and
Akaash in a manner that no toxic residues are left, is to
be restored not just to alleviate the agrarian crisis but
to address the brewing storm on account of Soil
deterioration and toxic residues(s) built up,
degradation of water resources due to contaminants,
air quality pollutants. All this together, pose serious
healthriskandthreatforenvironment.
Livestock and Dairy Farming provide means of
sustenance for the farmer family. Dairy farming is the
one and only vocation where by selling milk, farmer
makes daily income. Not a single Livestock/Dairy
Farmer ever committed suicides? Animals being part
of farmer family have survived together and
supportedagriculture.
The budget is aimed towards making a paradigm shift
and supporting the 360° initiatives towards skill
development, jobs creation, health, education, rural
and urban development, agriculture growth, clean
energy etc.
Soilhealthand waterconservation:
The government realised the importance of soil health
for improving farm productivity. This coupled with
water conservation can lead to farmer's prosperity.
Therefore, there is major thrust on “Soil Health” and
“Per drop more Crop.” This has been supported by
Paramparagat Krishi Vikas Yojana for organic
farming with an allocation of Rs. 300 cr. An amount
of Rs. 5,300 cr. has been allocated towards micro
irrigation, watershed development and Pradhan
Mantri Krishi Sinchai Yojana. This would offer
opportunities to newer technologies like Hydroponics
which conserve water and yet produce quality food
andfodderthroughouttheyear.
AnimalHusbandry:
Dairy Vikas Abhiyan is an umbrella programme
which would cover schemes for dairy development,
dairy entrepreneurship, and livestock & fodder
development.Theproposed outlayisRs.481cr.
The total outlay of Rs.488 cr. has been allocated for
NLM, National programme on bovine breeding and
cattle development along with indigenous breed
development.
Fisheries:
Blue revolution is the umbrella programme for the

for National Fisheries Development Board is Rs.410

All this indicates clear mandate of the government to
integrate the agriculture with livestock sectors
sustainably. Ayurvet initiative of 5Fs (Food, Feed,
Fodder, Fuel and Fertilizer) which we have shared at
various forums for last several years have found
suitable place under various schemes of the
government union budget 2015-16. We are very
confident that the initiatives of the government would
be very helpful in addressing the needs of the farmers
towards sustainableandinclusivegrowth.
Healthcare:
An allocation of Rs. 33,150 cr. set to support the
health sector in big way. The focus within the budget
is on Swachh Bharat and linking this with healthcare
which will address broad-based health issues in the
country. This will lead to greater awareness amongst
people about hygiene.This can be directly linked with
hygiene in animals on which we are directly
dependent for our food security through milk, meat,
egg, butter and cheese etc. The hygiene factor in
animal would help in reducing the disease incidence
improving health and productivity. The good health
will enable higher productivity in various sectors, and
thus would form an integral component of the
developmentagendaof thecountry.
AYUSH:
This department ofAyurveda,Yoga, Naturopathy,
Unani & Siddha has also received focus. The
objective is to promote the system of health on
scientific platform. This system would be integrated
with the National Rural Health Mission. This would
naturally get extensioned in the area of the animal
health for improving dairy farm profits sustainably.
Ayurvet has been practicing the science of herbals for
23 years. Today it is accepted not only in India but
alsoinmanyotherpartsoftheworld.
SkillDevelopment:
To nurture skills of the youth, the existing government
has set up National Skill Mission with a budgetary
allocation of Rs. 1500 cr. Under the 'Make in India'
plan the government has launched the Deen Dayal
Upadhyay Grameen Kaushal Yojana to enhance the
employability of rural youth through skill
development. Increased emphasis on skill
development and education would help in making a
lotofyouthjob-ready.
RenewableEnergy:
A special emphasis laid down in budget on clean and
renewable energy. The stress is on achieving the 1,
75,000– megawatt target set for clean energy
installations by 2022. Apart from solar and wind
power provision for 10,000 MW of energy from
biomasshasbeenmarked.
Farmer'sView:
Thus the thoughts shared and the funds allocated
towards various initiatives seem to be in positive
direction. However, what is important now is the
execution of the schemes in the time bound manner
involving the stakeholders. The key to success,
however still is in the utilization of the available
resources in most efficient manner. The current
agrarian crisis is posing the first and most important
challenge to the government for addressing the
farmer's need. It is therefore very important to have a
long term agriculture policy with the farmer's centric
focus. The corporates can also get involved in
providingextensionservices.
Our efforts to find “sustainable solution” to this crisis
will continue with conviction. Feeding close to 17%
of World Population with 2% of world land area and
same % of water resource is not a small achievement
but reflects our commitment to find solution on our
own. This, we are sure would keep the farmer's
interest in agriculture and also help in giving new
directiontoagriculturepolicyof ourcountry.

integration of AYUSH systems in National Health
Care Delivery by making them part of National
Rural Health Mission (NRHM) is also being given
athrust.
17. Acclaiming the budget as 'pro-
poor and pro-growth', Hon'ble
Prime Minister Shri. Narendra
Modi gave it '5Ps'. He said, It is a budget
with clear vision. It is a budget that is
progressive, positive, practical,
pragmatic and prudent. The budget favours investment
and strengthen India's economic capabilities to help
fulfill the dreams of common man and provide
employment. Through the Budget, we are going to do
major work. We are moving with the mantra of
'SabkaSath,SabkaVikas.
Our commitmentto farmersruns deep. We have
already taken major steps to address the two
major factors critical to agricultural production:
soil and water. An ambitious Soil Health Card Scheme
has been launched to improve soil fertility on a
sustainable basis. In order to improve soil health, I also
propose to support Agiculture Ministry's organic
farming scheme – Paramparagat Krishi Vikas Yojana.
The Pradhanmantri Gram Sinchai Yojana is aimed at
irrigating the field of every farmer and improving water
use efficiency to provide `Per Drop More Crop'. I am
allocating Rs. 5300 cr. to support micro-irrigation,
watershed development and the Pradhan Mantri Krishi
Sinchai Yojana. I urge the States to chip in substantially
inthisvitalsector.
While the farmer is no longer in the
clutches of the local trader, his produce
still does not command the best
national price. To increase the incomes
of farmers, it is imperative that we
create a National agricultural market,
which will have the incidental benefit of moderating
price rises. I intend this year to work with the States, in
NITI, for the creation of a Unified National Agriculture
Market. Our government is committed to supporting
employment through MGNREGA. We will ensure that
no one who is poor is left without employment. We will
focus on improving the quality and effectiveness
ofactivitiesunderMGNREGA.

This is the first time that a
Budget has been aimed at
benefitting the poor farmer's.
For example, under the Prime Minister's

been allocated for roads in the country. He said that he
