Dalit student Rohith
Vemula hung himself with
a banner of his union, after
he and four other students
were suspended and
banned from the hostel,
the cafeteria and other
common areas for alleged-
ly beating an activist of a
rival student union in
August. The five students
had been living outside the
campus in a tent. They are
from lower middle class
background and economi-
cally poor. The suicide has
set off a political row with
students and the opposi-
tion alleging that he was
subjected to caste discrim-
ination. A police complaint
accuses union minister
Bandaru Dattatreya and
another BJP lawmaker of
driving Rohith to suicide by
compelling the university to
punish him. Vice
Chancellor Appa Rao
Podile has also been
named in the complaint.
After pressure build from
media and think tanks,
finally the university
revoked the suspension of
Rohith’s comrades, hours
after 15 Dalit teachers
resigned accusing Union
Education Minister Smriti
Irani of distorting the facts
related to the suicide. Irani
had alleged a misrepre-
sentation of facts and pro-
claimed that the tragedy
had nothing to do with a
caste battle. Here, I’m not
giving clean chit to HRD
Minister but strongly
condemning the Rohith
Vemula’s death. However,
after his death selective
attacks were on BJP and
Smriti Irani, for which I’m
not in favour.
RohithVemula is not the
first victim of social boycott
in this University, albeit he
was the 6th. In 2008,
Senthil Kumar was the 1st
who committed suicide due
to social proscribe in
Hyderabad Central
University. In 2008, Senthil
and Balaraj committed sui-
cide followed by Swaran
Singh in 2012. Pulayala
Raju and Madari
Venkatesh had ended their
lives in 2013 and now
RohithVemula has taken
this drastic step in 2016.
Interesting fact is that max-
imum suicides by Dalit stu-
dents were committed in
various states during UPA
Government due to poor
management and discrimi-
nation. Dalits were
harassed, targeted and
used by almost all politi-
cians including Dalit lead-
ers, who are representing
Ambedkar’s ideology to
fight for social justice.
Biggest threats to Dalits
are their own representa-
tives than any other politi-
cal forces. In 1932, M. C.
Rajah concluded a pact
with two members of the
Indian National Congress,
Dr. B. S. Moonje and
Jadhav. According to this
pact, Moonje offered
reserved seats to sched-
uled castes in return for
Rajah’s support. This
demand prompted B. R.
Ambedkar to make an offi-
cial demand for Separate
electorates on an all-India
basis. By late 1935, Rajah
had already decided not to
support Dr. Ambedkar’s
intention of religious con-
version from Hinduism.
Rajah, as well as other
Dalit leaders, felt that con-
version from Hinduism
would undermine the
morale of Dalit and for-
ward-caste Hindu activists
engaged in a two-front war
against both “upper” caste
reactionaries as well as the
British.
The saffron shift among
Dalits is unmistakable but
what is still not clear is that
whether this would contin-
ue to benefit BJP electoral-
ly or is it a temporary phe-
nomenon? The upcoming
UP assembly elections
hold the key to this ques-
tion. And much will depend
on how much real partici-
pation and power BJP is
willing to vest in the hands
of Dalits within the party
and the government. The
Congress, under the inspi-
ration of Gandhi, has taken
up the question of removal
of Untouchability and the
Hindu Mahasabha has fol-
lowed the suit. However,
time and again, Congress
and BJP governments had
betrayed Dalits and were
responsible for their poor
plight even after 68 years
of Independence.
Congress had “systemati-
cally thrown” Dalit leaders
out of party and some lead-
ers like Ram Vilas Paswan
compromised with upper
caste ideological parties
for their own political gains.
BJP too reduced its former
national president Bangaru
Laxman a political non-
entity after he was accused
of receiving a kickback of
Rs. 2 lakh as party fund.
However, the saffron party
has not taken any serious
action against its strong
man B S Yeddyurappa
even after facing corrup-
tion charges because his
vote bank is strong and the
party was not in a mood to
take chance. Dalit leaders
not only sabotaged
Ambedkar’s ideology but
they also compromised to
powers for personal inter-
est than the community
welfare. They don’t have
honesty towards them-
selves or their society or
ideology. Dalits don’t have
faith in their ideology and
doubt if they can achieve
their goals through
Ambedkar’s movement.
They consider it a failure.
Ambedkar never compro-
mised with the State. If
ever he stepped back, it
was due to compulsions or
to buy time for another
strategy. He always stood
against radical Hindutva. In
history, he emerged as a
friend of Muslims. One rea-
son why Dalits are being
fascinated towards saffron
parties is that even today
the caste system is preva-
lent among the Dalits. That
is a gift of Hinduism. The
Buddhism that Dalits
adopted has been in the
form of a religion, not as an
ideology. For them,
Buddha is not a progres-
sive icon or Ambedkar ‘a
ladaku’ sainik. Saffron
forces are trying to elimi-
nate those who stood
against Hindutva, and if
that fails, they co-opt them.

against humanity as there has been no improvement in
human rights since a U.N. report detailed Nazi-style
atrocities there two years ago, a United Nations investi-
gator said.

security chiefs and possibly leader Kim Jong Un should
face international justice for ordering systematic torture,
starvation and killings.
“In addition to continuing political pressure to exhort the
DPRK (Democratic People`s Republic of Korea) to
improve human rights, it is also now imperative to pur-
sue criminal responsibility of the DPRK leadership,” said
Marzuki Darusman, the U.N. special rapporteur on
human rights in North Korea, in a statement.
His comments came as the isolated state said it had
detained a U.S. university student for committing a “hos-
tile act” and wanting to “destroy the country’s unity”.
The 2014 report prompted the U.N. General Assembly
to urge the U.N. Security Council to consider referring
North Korea to the International Criminal Court for
crimes against humanity.
Only the 15-member Security Council can refer the situ-
ation in North Korea to the ICC, but diplomats say
China, North Korea`s main benefactor, would likely veto
such a move.

New Delhi: The Ministry of Information & Broadcasting
has framed a new business policy for Publications
Division with the objective to streamline business prac-
tices in line with the contemporary trends prevailing in
publications industry. One of the key highlight of the pol-
icy includes promoting online readership by pricing the
digital version of the publication at 75% the price of print-
ed version. This would ensure that 25% discount is
passed on to the readers. The policy acknowledges the
growing prospects of e-commerce in the publications
domain and promotes sale of e- books of the division
through online platforms. The marketing tie-up with such
e-commerce platforms would ensure better visibility and
accessibility of its publications.
The policy stipulates that revenue earned from online
sales of digital version of books would be shared in the
ratio of 70:30 between Publications Division and e-com-
merce platform respectively. It mentions that perform-
ance review of e-commerce platforms would also be
done after two years for any further action. The policy
has also rationalized the pricing mechanism of key jour-
nals/magazines based on a formula incorporating pro-
duction costs and discounts.
The policy framework focuses on the participation of crit-
ical stakeholders like Agents, Distributors and Institutions
making bulk purchase through discount slabs, Credit &
Exchange facility. It provides different discount slabs for
Books & Journals/Employment News based on the mon-
etary limit of the order and the number of copies respec-
tively. National level book publishing organizations like
National Book Trust interested in selling the publications
of the Division would be covered under the agent’s dis-
count rate of 45%.

20.23 lakh hectares than last year , the
prices of pulses and vegetables continue
to rule high and towards sugarcane

affecting the kharif crop. The northeast
monsoon that followed played havoc in

While the production of pulses and
oilseeds is perpetually short of demand
for several years now, this time there
are concerns about the output of cere-
als. Although the country is surplus in
foodgrains as of now, experts point out
that with a legal commitment to provide
at least 62.5 million tonnes of subsi-
dized foodgrains in the Targetted Public
Distribution System under the National
Food Security Act, farmers are keeping
their fingers crossed for good weather
conditions to achieve a good harvest.
Sowing is still going on so hopes are
high.
At least nine states have declared
drought-hit districts this year. These are
Karnataka, Chhattisgarh , Madhya
Pradesh, Maharashtra, Odisha, Andhra
Pradesh, Uttar Pradesh, Telangana and
Jharkhand. Tamil Nadu, of course, has
flood-hit districts. Parts of Haryana,
Uttar Pradesh, Maharashtra, Karnataka
and Andhra Pradesh had been hit by
drought during 2014-15 as well.
The fourth advance estimates of food-
grains production in 2014-15 at 252.68
is 12.36 million tonnes lower than the
output of 265.04 million tonnes in 2013-
14. This is due to a 6.91 million tonnes
decline in the production of wheat .
Rice too was slightly lower. Pulses out-
put went down from 19.24 million
tonnes to 17.20 million in tonnes in
2014-15 leading to the crisis of
unprecedented price rise in these com-
modities. Tur prices, for instance,
jumped up from Rs. 75 per kilogram a
year ago to Rs. 199 per kg and are still
not under control. Not just tur and urad,
major pulses are selling in the retail mar-
ket at almost Rs. 140 per kilogram.
Efforts to nail in hoarders and blackmar-
keteers did not yield the desired effect.

The accused has been identified as
Praveen alias Raghavendra Bhat, a
native of Bhadravati.
Preliminary probe has revealed that
Praveen was involved in five cheat-
ing cases and had duped people of
Rs. 6.7 lakh.
He lured the hotel owner into giving
them cash after stating that the mutt
is getting lakhs of rupees worth coins
as donation, which they want to
exchange for currency notes.
On Saturday, the police nabbed him
after getting a tip-off that Praveen
was moving in a suspicious manner
near Dodda Ganapthi temple in
Basavanagudi.
This person tried to runaway by mis-
leading the crime team.

Modus Operandi .
The modus operandi of this accused
is that he used to frequently go to
some well known hotels of South
Bengaluru . In the pretext of having
breakfast or evening snacks along
with tea and he used to befriend the
owners and mangers of the hotels
and over a period of time he used to
tell them that he is working as a man-
ager in Uttaradhi Mutta of
Shankarpura or in sometimes as
manager of Raghavendra Swamy
Mutta of Jayanagar, and he used to
tell them that recently swami ji's
Tullabara has been performed and
lot of coins is there, and hotel peo-
ple's generally they need coins for
their transactions.
He used to make them believe that
there is lot of coins in mutts and he
used to take them to Mutt, and while
taking them he used to dress himself
in panche and shawls posing himself
as a manager of the so called mutts
and he used to take the bank
mangers or owners to the premises
of the mutt and make them sit in the
premises and he used to go inside
once and talk to some people inside
as a General talk and then he used to
come out and then collect the money
from the bank mangers and then he
used to go inside the mutts and from
the backdoor he used to vanish along
with the cash . Like that 5 cases have
been registered 3 of Shankarpuram
and 2 of Jayanagar police station and
then we came to know about this
incidents from the Hotels Owners
Association . They also published in
their monthly magazine about this
fellow.
After the incidents reported we
formed a special team under the
leadership of Meer Ghouse the
police inspector of the
Shankarpuram police station and
under the supervision of the Syed
Izaq, ACP of Chamarajpet sub divi-
sion, and the crime team of
Shankarpuram after about 15 days of
hard work they were able to nab this
Praveen alias Praveen Bhat, and we
are able to recover silver and gold
ornaments worth about Rs. 3.70
lakhs rupees in the total cheated
amount of Rs.6.70 lakhs, and he has
been produced before the magistrate
and he has been taken into police
custody for further investigation and

Farmers from Palghar, Raigarh, Ratnagiri and Thane
have formed a ‘Sangharsh Samiti’ to fight for repealing a
law under which their land have been classified as ‘pri-
vate forest’.
FarmersThe farmers alleged that their land have been
tagged as ‘private forest’ and they have to obtain permis-
sion from the state forest department to utilise their land.
A representative group of the farmers met here yester-
day, and said the 35-member committee, comprising
MPs and political leaders, has been formed to fight for
repealing Section 35 of the Indian Forest Act, 1927.
Addressing the gathering, BJP leader Digambar Vishe
said, the “draconian” Act has affected around 25,000
farmers, adding, the land they have been cultivating for
ages have now been classified as ‘private forest’.
BJP’s National Council member Om Prakash Sharma,
said, the issue needs to be resolved with the abrogation
of the said Section of the Act.
“Over six lakh acres of farmers’ land have been termed
as private forests,” he said, adding that they are required
to obtain permission from the state forest department to
utilise their land.
Citing an order passed by the Supreme Court in 2014,
Sharma said, just as the tag of ‘private forest’ was
removed from the land belonging to some petitioning
realtors, the same benefit should be extended for the
farmers’ land as well.
Vishe said a ‘Van Parishad’ would soon be organised
here to discuss the issue and Maharashtra Forest
Minister Sudhir Mungantiwar would also be present.

was opportune for Indian

foray into Turkey due to
