FDR made agricultural relief a top priority and created the Agricultural Adjustment Administration(A E), forcing higher prices for items by paying these farmer to take land out of crops and to cut herds. In 1933 the National Industrial Recovery Act was created in order to reform the economy. It forced industries to establish rules of operations for all firms within specific industries(Gilder), minimum prices, agreements not to compete, and production restrictions.
