It is not deniable that stakeholders play an important role in managing educational institution. They are the partners of the school leaders in making the schools conducive to teaching and learning. Further, they are also responsible for attaining the learning outcomes through their active participation. This study assessed the level of implementation of internal and external stakeholders' participation on school based management. Based from the results of the study, the researcher concluded that the level of participation of internal and external stakeholders in school based management program was still in the process of adjustments. In addition, principal and the teachers were bombarded with additional task and this affected their limited time at school and teaching duties. Moreover, lack of financial resources was also the problem on the implementation. Hence, the researcher believed that there are more things to improve before we can attain the mission of this program. This research study might be deliberated by the public officials, school heads, teachers, parents and different stakeholders so that they will be encouraged to continuously support the schools operation for the benefit of all the stakeholders. Instructional Supervision by Principals An Appraisal from the Perspective of ...ijtsrd
This study focused on performance of instructional supervision by principals in selected secondary schools in Boyo Division, North West Region. The objective was to investigate the impact of instructional supervision on teachers' job performance. The sample had 30 respondents as principals and 274 as teachers. Data collected was by the use of two sets of questionnaires one for the principals and one for the teachers. The data collected was analyzed using the SPSS version 22.0 from a close Likert type scale. The findings were presented using frequencies, means, standard deviations, percentages, tables and bar charts. The study established that the supervisory practices used by principals in secondary schools included classroom visitations, provision of research facilities, etc. The study also established that the teachers feel instructional supervisory practices to a certain extent are ineffective, though there are some which bore great fruits such as improvement on their professional competences. This paper recommends that school principals should put emphasis on supervision in order to establish a trend of being in command with what the teachers are doing teachers should be more eager about being supervised by taking the first step in inviting the principals, principals should do refresher courses on school administration. For suggestions, a comparative study could be done on the effectiveness of principals who have had training in school administration prior to their appointment and those who had not. Stakeholders’ Preparedness of School Teaching and Learning Conditions to Faci...ijtsrd
Change and transition processes are complex. As a result, the implementers tend to be reluctant in executing them. Education in Kenya has evolved with time in an effort to meet the needs of the changing times to attain quality standards. However, policy changes in the education sector have been both a success as well as have experienced failures in their implementation. Kenya’s education system is currently transitioning from 8 4 4 to the Competency Based Curriculum CBC which is in its implementation stage following a one year pilot. This study sought to investigate the Stakeholders’ preparedness of school teaching and learning conditions to facilitate transition from 8 4 4 to Competency Based Curriculum in Bungoma, Kenya. The study was anchored on Kotters eight step model theory that defines the manner of handling change in an organization and used descriptive research design due to its appropriateness in identifying characteristics, frequencies, trends, correlations and categories of the variables under study. The population under study was divided into separate clusters from which a probability sample was drawn. The target population of 3,159 was used and samples were drawn from the target population with the use of systematic random sampling and purposive sampling techniques. Further, data was collected by use of questionnaires, interview guides and document analysis guide. Evolving Needs of Community College Students
Historical Background
Community colleges were initially not distinctly identified on their own. Until the Clinton reforms of community colleges in the 1980s, community colleges were no different from junior colleges. The programs and organizational culture were not as developed, and the student needs were rarely attended to in the diverse way that they are today (Gavazzi et al., 2018). Students were assumed to be homogenous, with either a low economic background or substantially flat academic prowess. After the recognition and reinstatement as accredited institutions of merit, community college missions changed and became more student-centered.
The core programs were initially only vocational and for transfer to university purposes. Developmental education was not adequately developed, yet it contributed in a massive way to student retention and the student's ability to finish the program and progress to higher education. Community colleges have been very rigid in their approach to learning, governance, and even administration (Beach, 2011). Most of the changes that occur do not affect the entire institution but are marginalized to transform only a select few. These changes either influence a certain courses based on profitability or the trends in the business world, but rarely extend to other programs within the colleges.
Fiscal policies in community colleges are primarily dependent on the federal government because community college facilities are supposed to encourage the most economically disadvantaged. Tuition is very low compared to the capacity building needed to run the institutions, and the result is that the community colleges suffer from an ultimate shortage in the facility and consolidated programs that undermine the skill sets offered to the students (O'Banion, 2019). Traditionally this has been crippling the system’s ability to change the approach in which the curriculum, administration and governance is run.It creates a shortage of staff for capacity building purposes and an overall decline in the quality of education offered within the institution.
Current issues
Current issues relating to students' evolving needs include student performances that have been diverse depending on factors such as program choice. Programs in health sciences, for instance, have seen a very consistent high-performance culture that has been aided by the level of competency that the students in the courses (Fugle & Falk, 2015). About 98 percent of the students in classes such as a physician assistant, physical and occupational therapy, radiologic technicians, and nursing assistance have seen a very high return on investment in terms of their absorption into the workforce or their progression into b.

Challenges Encountered on Capacity Building of Heads of Departments in Public...ijtsrd
The rationale of this study was to investigate influence of capacity building of Heads of Departments on implementation of curriculum in order to improve Kenya Certificate of Secondary Examination KCSE performance in public schools in Kericho County. The performance of KCSE has been decreasing over the last five years 2013—2017 the least mean score being 3.408 which is below average. The study was guided by the following objective namely to establish the challenges encountered by schools on Capacity building of Heads of Departments in order to improve KCSE performance of public schools in Kericho County. The study was used the Theory of Human Capital Theory by Becker and Gerhart 1996 which gave a deeper insight to this research study. The study adopted descriptive survey design which was suitable for this study. The target population was composed of 80 Principals, 400 Heads of Departments and 800 Teachers totaling to 3200. Simple random sampling and purposive sampling was used to get a sample of 1280 respondents. Data were collected using questionnaires and interview schedules. The data obtained was analyzed using Statistical Package for Social Sciences SPSS Version 21 .Both qualitative and quantitative data analysis techniques were used to analyze the collected data which was then presented in form of pie chats, frequency tables and graphs and thematically explained. The study found out lack of time and financial resources for capacity building for Heads of Departments HODs affected curriculum implementation. Majority of the schools held internal seminars to instill efficiency in performance although they had inadequate teachers and incentives. Majority of the respondents preferred the government to sponsor their professional development trainings instead of relying on their already migre salaries. With this in place then there will be success in curriculum implementation through efficiency and effectiveness in learning and performance. In conclusion Principals, Heads of Departments HODs and teachers agreed that they have done very little in full curriculum implementation and professional development leading to poor performance in national exams in subsequent years and other conflicts of interest. The study recommends that the Teachers Service Commission and the Ministry of Education should constantly review its policies to accommodate changing needs of Teachers and Heads of Departments in full Profession Development. Collaborative Teaching Learning Engagement Program of the Secondary Curriculu...ijtsrd
A significant factor in building a strong foundation of an educational system to ensure quality education is Faculty Development Program. This research was directed to Golden Success College, Incorporated GSCI , Philippines during the Academic Year 2020 2021. Data were gathered thru the use of online questionnaires with 150 respondent students and 40 respondent teachers from GSCI, Cebu City and GSCI, Metro Manila, a total of 190 respondents. The data gathered were analyzed using descriptive statistical analysis and multiple linear regression. Findings showed that most students got a Satisfactory academic performance. Grade 12 has more number of students as compared to Grade Levels 7 to 11. There are more college graduates in terms of the teachers’ highest educational attainment. Most of the teachers took English as their chosen field of specialization and had between one 1 to ten years teaching experience service. A number of teacher respondents belong to salary scale Php 10,000 to Php 15, 000 and 25 or 62.5 percent of the teacher respondents had attended relevant trainings seminars. In sum, teacher’s performance level using the academic professional standards such as competency, professionalism, efficiency, character discipline, and task output. is described as Very Good The null hypothesis of no significant relationship between the identified profile and performance level of the respondent teachers is Rejected. Lack of Faculty Development Program and Professional Development were only one of those challenges barriers that affect the teachers’ performance level. Based on the findings, it is therefore recommended to the concerned school administrator officials of GSCI, Philippines that Collaborative Teaching Learning Engagement Program of the Secondary Curriculum in the New Normal be implemented to continue maintain the teachers’ performance as part of the faculty development continuing plan to meet the mission and vision of the institution. An Analysis of Factors That Contribute To Low Student Success and Retention i...iosrjce
This study aimed at analysing the factors that contribute to low student success and retention in open
and distance learning (ODL) institutions. The Zimbabwe Open University (ZOU), Mashonaland East Regional
Centre was purposively selected for the study which adopted the case study design in order to provide a detailed
empirical investigation of the problem of retention rates in ZOU. The study employed the qualitative research
methodology. Data were gathered through focus group discussions, questionnaires and in-depth interviews to
enable data triangulation. The target population was 650 students who all took part in the survey. These were
drawn from all the four faculties of the University at the Mashonaland East Regional Centre. The study revealed
that student enrolment statistics at the ZOU - Mashonaland East Regional Centre experienced the worst decline
(40%) in 2009 between the first and second semester due to socio-economic and political challenges prevailing
in the country. The rate of decline in enrolment varied according to programmes. Also the participation of
women (44%) in distance education as compared to men (56%) at Mashonaland East Regional Centre was a
cause for concern. Financial challenges caused by low salaries and unfriendly fees policy was cited by almost
92% of the respondents as the major cause of student dropout. Institutional – related factors such as tutoring,
communication, library services and fees policy were said to be significantly contributing to student dropout.
The study made a number of recommendations among which were that ZOU needs to improve the quality and
effectiveness of student support services in the following areas: management of assignments, delivery of
tutorials, distribution of study materials, and publication of examinations. Tutorial time per module should be
increased (12 tutorial hours per module). ZOU should consider the advantages of the Block release method of
delivery as opposed to tutorials. Student queries, of whatever nature, must be addressed promptly and
effectively. It is also important for ZOU to create a billing system that will allow for some flexibility in fees
payment. An example would be allowing students to set up a payment plan. ZOU must adopt policies and
procedures that address the special needs of distance education students since distance education encompasses
a broad range of age groups.

The Impact of Digital Media on the Decentralization of Power and the Erosion ...ijtsrd
The impact of digital media on the distribution of power and the weakening of traditional gatekeepers has gained considerable attention in recent years. The adoption of digital technologies and the internet has resulted in declining influence and power for traditional gatekeepers such as publishing houses and news organizations. Simultaneously, digital media has facilitated the emergence of new voices and players in the media industry. Digital medias impact on power decentralization and gatekeeper erosion is visible in several ways. One significant aspect is the democratization of information, which enables anyone with an internet connection to publish and share content globally, leading to citizen journalism and bypassing traditional gatekeepers. Another aspect is the disruption of conventional media industry business models, as traditional organizations struggle to adjust to the decrease in advertising revenue and the rise of digital platforms. Alternative business models, such as subscription models and crowdfunding, have become more prevalent, leading to the emergence of new players. Overall, the impact of digital media on the distribution of power and the weakening of traditional gatekeepers has brought about significant changes in the media landscape and the way information is shared. Further research is required to fully comprehend the implications of these changes and their impact on society. A Study on the Effective Teaching Learning Process in English Curriculum at t...ijtsrd
“One Language sets you in a corridor for life. Two languages open every door along the way” Frank Smith English as a foreign language or as a second language has been ruling in India since the period of Lord Macaulay. But the question is how much we teach or learn English properly in our culture. Is there any scope to use English as a language rather than a subject How much we learn or teach English without any interference of mother language specially in the classroom teaching learning scenario in West Bengal By considering all these issues the researcher has attempted in this article to focus on the effective teaching learning process comparing to other traditional strategies in the field of English curriculum at the secondary level to investigate whether they fulfill the present teaching learning requirements or not by examining the validity of the present curriculum of English. The purpose of this study is to focus on the effectiveness of the systematic, scientific, sequential and logical transaction of the course between the teachers and the learners in the perspective of the 5Es programme that is engage, explore, explain, extend and evaluate. The Role of Mentoring and Its Influence on the Effectiveness of the Teaching ...ijtsrd
This paper reports on a study which was conducted to investigate the role of mentoring and its influence on the effectiveness of the teaching of Physics in secondary schools in the South West Region of Cameroon. The study adopted the convergent parallel mixed methods design, focusing on respondents in secondary schools in the South West Region of Cameroon. Both quantitative and qualitative data were collected, analysed separately, and the results were compared to see if the findings confirm or disconfirm each other. The quantitative analysis found that majority of the respondents 72 of Physics teachers affirmed that they had more experienced colleagues as mentors to help build their confidence, improve their teaching, and help them improve their effectiveness and efficiency in guiding learners’ achievements. Only 28 of the respondents disagreed with these statements. With majority respondents 72 agreeing with the statements, it implies that in most secondary schools, experienced Physics teachers act as mentors to build teachers’ confidence in teaching and improving students’ learning. The interview qualitative data analysis summarized how secondary school Principals use meetings with mentors and mentees to promote mentorship in the school milieu. This has helped strengthen teachers’ classroom practices in secondary schools in the South West Region of Cameroon. With the results confirming each other, the study recommends that mentoring should focus on helping teachers employ social interactions and instructional practices feedback and clarity in teaching that have direct measurable impact on students’ learning achievements. Design Simulation and Hardware Construction of an Arduino Microcontroller Bas...ijtsrd
This study primarily focuses on the design of a high side buck converter using an Arduino microcontroller. The converter is specifically intended for use in DC DC applications, particularly in standalone solar PV systems where the PV output voltage exceeds the load or battery voltage. To evaluate the performance of the converter, simulation experiments are conducted using Proteus Software. These simulations provide insights into the input and output voltages, currents, powers, and efficiency under different state of charge SoC conditions of a 12V,70Ah rechargeable lead acid battery. Additionally, the hardware design of the converter is implemented, and practical data is collected through operation, monitoring, and recording. By comparing the simulation results with the practical results, the efficiency and performance of the designed converter are assessed. The findings indicate that while the buck converter is suitable for practical use in standalone PV systems, its efficiency is compromised due to a lower output current. Sustainable Energy by Paul A. Adekunte | Matthew N. O. Sadiku | Janet O. Sadikuijtsrd
Energy becomes sustainable if it meets the needs of the present without compromising the ability of future generations to meet their own needs. Some of the definitions of sustainable energy include the considerations of environmental aspects such as greenhouse gas emissions, social, and economic aspects such as energy poverty. Generally far more sustainable than fossil fuel are renewable energy sources such as wind, hydroelectric power, solar, and geothermal energy sources. Worthy of note is that some renewable energy projects, like the clearing of forests to produce biofuels, can cause severe environmental damage. The sustainability of nuclear power which is a low carbon source is highly debated because of concerns about radioactive waste, nuclear proliferation, and accidents. The switching from coal to natural gas has environmental benefits, including a lower climate impact, but could lead to delay in switching to more sustainable options. “Carbon capture and storage” can be built into power plants to remove the carbon dioxide CO2 emissions, but this technology is expensive and has rarely been implemented. Leading non renewable energy sources around the world is fossil fuels, coal, petroleum, and natural gas. Nuclear energy is usually considered another non renewable energy source, although nuclear energy itself is a renewable energy source, but the material used in nuclear power plants is not. The paper addresses the issue of sustainable energy, its attendant benefits to the future generation, and humanity in general. Paul A. Adekunte | Matthew N. O. Sadiku | Janet O. Concepts for Sudan Survey Act Implementations Executive Regulations and Stand...ijtsrd
This paper aims to outline the executive regulations, survey standards, and specifications required for the implementation of the Sudan Survey Act, and for regulating and organizing all surveying work activities in Sudan. The act has been discussed for more than 5 years. The Land Survey Act was initiated by the Sudan Survey Authority and all official legislations were headed by the Sudan Ministry of Justice till it was issued in 2022. The paper presents conceptual guidelines to be used for the Survey Act implementation and to regulate the survey work practice, standardizing the field surveys, processing, quality control, procedures, and the processes related to survey work carried out by the stakeholders and relevant authorities in Sudan. The conceptual guidelines are meant to improve the quality and harmonization of geospatial data and to aid decision making processes as well as geospatial information systems. The established comprehensive executive regulations will govern and regulate the implementation of the Sudan Survey Geomatics Act in all surveying and mapping practices undertaken by the Sudan Survey Authority SSA and state local survey departments for public or private sector organizations. The targeted standards and specifications include the reference frame, projection, coordinate systems, and the guidelines and specifications that must be followed in the field of survey work, processes, and mapping products. In the last few decades, there has been a growing awareness of the importance of geomatics activities and measurements on the Earths surface in space and time, together with observing and mapping the changes. In such cases, data must be captured promptly, standardized, and obtained with more accuracy and specified in much detail. The paper will also highlight the current situation in Sudan, the degree to which survey standards are used, the problems encountered, and the errors that arise from not using the standards and survey specifications. Towards the Implementation of the Sudan Interpolated Geoid Model Khartoum Sta...ijtsrd
The discussions between ellipsoid and geoid have invoked many researchers during the recent decades, especially during the GNSS technology era, which had witnessed a great deal of development but still geoid undulation requires more investigations. To figure out a solution for Sudans local geoid, this research has tried to intake the possibility of determining the geoid model by following two approaches, gravimetric and geometrical geoid model determination, by making use of GNSS leveling benchmarks at Khartoum state. The Benchmarks are well distributed in the study area, in which, the horizontal coordinates and the height above the ellipsoid have been observed by GNSS while orthometric heights were carried out using precise leveling. The Global Geopotential Model GGM represented in EGM2008 has been exploited to figure out the geoid undulation at the benchmarks in the study area. This is followed by a fitting process, that has been done to suit the geoid undulation data which has been computed using GNSS leveling data and geoid undulation inspired by the EGM2008. Two geoid surfaces were created after the fitting process to ensure that they are identical and both of them could be counted for getting the same geoid undulation with an acceptable accuracy. In this respect, statistical operation played an important role in ensuring the consistency and integrity of the model by applying cross validation techniques splitting the data into training and testing datasets for building the geoid model and testing its eligibility. The geometrical solution for geoid undulation computation has been utilized by applying straightforward equations that facilitate the calculation of the geoid undulation directly through applying statistical techniques for the GNSS leveling data of the study area to get the common equation parameters values that could be utilized to calculate geoid undulation of any position in the study area within the claimed accuracy. Both systems were checked and proved eligible to be used within the study area with acceptable accuracy which may contribute to solving the geoid undulation problem in the Khartoum area, and be further generalized to determine the geoid model over the entire country, and this could be considered in the future, for regional and continental geoid model. A Strategic Approach: GenAI in EducationPeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

June 3, 2024 Anti-Semitism Letter Sent to MIT President Kornbluth and MIT Cor...Levi Shapiro
Letter from the Congress of the United States regarding Anti-Semitism sent June 3rd to MIT President Sally Kornbluth, MIT Corp Chair, Mark Gorenberg
Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202

however, the SBM program articulated no express
assumptions concerning the time-frame within which
enhancements in scholarfulfillmenthave beenanticipatedto
take location. Systematic statistics on the level ofuptakeand
implementation of the important thing features of the
reforms are also not to be had (Khattri et.al, 2010).
It is clear that SBM could provide an alternative model for
managing schools in order to achieve autonomy,
participation, effectiveness, productivity, andaccountability
in the school. School-based management had been
implemented in North City Central School for a long period
of time already, however, no assessment so far had been
conducted as to the effectiveness of the program.Hence, this
study will be conducted.
Objective of the Study
This research will transcend theopportunitiestounderstand
whether internal andexternal stakeholdersunderstandtheir
roles as one of change makers. Hence, this researchassessed
the level of internal and external stakeholders’ participation
as dimensions in school-based management and issues and
concerns relating to school based management.
Methodology
This study utilized descriptive research method of research.
Using adaptive survey questionnaire,thedata wereanalyzed
using mean, percentage and t-test.
Results and Discussions
Internal Stakeholder
Internal stakeholders are the school heads, teachers,
students and parents of students and their associationswho
directly work for the improvement of school performance.
Their inputs about the school’s strengths, weaknesses,
threats and opportunities are necessary in the agenda for
school improvement.

Figure 1 presents the internal stakeholders’ participation in
school based management. Based on the results gathered,
teachers are trained on curriculum content and pedagogy,
got the highest weighted mean of 2.67, which verbally

described as well practiced. Overall the data for principal
respondents got a weighted mean of 2.28 which verbally
described as practiced. This entails that internal
stakeholders participationasobserved bytheprincipal were
functional as one of the stakeholders. This means that there
is still a need to motivate them to get involved in the process
in order to reach in well practiced. Though teachers were
trained on the curriculum content and pedagogy, there is a
need for them to participate on the overall improvement of
school based management process. Teachers group on the
other hand, item 4 also got the highest weighted mean of
1.86, which verbally described as practiced, while item5 got
the lowest weighted mean of 1.40 which verbally described
as less practiced. Overall, the teacher’s group got an overall
weighted mean of 1.63 which verbally described as less
practice. This entails that teacher’sobservationandasoneof
the internal stakeholders perceived that internal
stakeholders were not fully participating on the overall
outcome of school based management. This means that
teachers perceived that internal stakeholders were given an
understanding but not directed to what needs to be done by
them.
External Stakeholders Participation
External stakeholders are composed of community members, people from non-governmental organization or NGOs, and the
local government officials who have a stake in the education of the children. Their participation in the strategic planning for
school Improvement and attainment of learning outcomes is crucial.
Figure3. School Head Figure4 Teachers
Figure 3 and 4 presents the external stakeholders’ participation inschool basedmanagement.Basedonthedata gathered, item
3 and 9 which refers to “external stakeholders demonstrate initiative, openness and build effective relationshipsto contribute
to the attainment of the organization’s visions, mission and goals”, and “external stakeholdersparticipateinsetting oflearning
targets”, got the highest weighted mean of 2.50, which verbally described as well practiced, while item 1 and 5 refers to “
external stakeholders are organized and made aware of their rights and responsibilities as education stakeholders” and
external stakeholders understand their respective roles and responsibilities on SBM” got the lowest weighted mean of 2.14
which verbally described as practice. Overall the data for principal respondents got a weighted mean of 2.33 which verbally
described as practiced. This entails that the participation of external stakeholders as perceived by the principals were
functional but need to encourage to fully participate on the overall outcome of the program. This means that external
stakeholders should be guided and empowered to participate actively in the implementation of the program.
Teachers group on the other hand, item 9 got the highest weighted mean of 1.96 refers to “External stakeholdersparticipatein
setting of learning targets”, which verbally described as practiced. While item 5 refers to “External stakeholders understand
their respective roles and responsibilities on SBM; and are organizedfor participationinSBMprocesses”gota lowestweighted
mean of which verbally described as less practice. Overall, as perceived by the teacher group in terms of external stakeholder
participation got an overall weighted mean of 1.75, which verbally described as practice. This implies that teachers perceived
that external stakeholders have known their responsibilities, however, might not have been tapped to fully engage on the
process and development of the program. Arachi (2015) stated on the results of his study thatthe principals and the internal
community members of schools are not willing to welcome ideas, suggestions and criticisms made by theexternal community
members. Therefore, the decision making process is not functioning in a democratic manner. This study also revealed that the
participation of stakeholders in school management is not encouraged by the school leaders. Hence, there must be a good
relationship between the internal and external stakeholders to attain the overall development of the program.

Table1 shows the lists of issues and concerns relating to the
implementation of school basedmanagementprogram.Item
1,2,3,8,9 and 10 refers to Increase workload, create
frustration and slow, devote less time to other aspects, lack
of training and workshops relating to SBM, lack of fund
resources on the implementation, and lack of motivation
from the implementer got the highest weighted mean of 3,
which verbally described as moderately agree and consider
as the most concerns of the principals and create tension
was marked as the least concerns. Thisimpliesthatprincipal
perceived the program add them additional burdeninterms
managing their task from one task to another. It can be
noticed also that lack of motivation from the implementer
was also their concerns. This implies that after the
implementation,there’snoadditional feedback onwhat’s the
next process or is there any additional training for the
awareness of the stakeholders. Teachers on the other hand,
item 9 which refers to “ lack of fund resources on the
implementation” got the highest weighted mean of 4.54
which verbally described as strongly agree as their most
topmost concerns. This implies that teachers perceived that
there is not enough resource for the implementation of the
program and this might affect the overall outcome. Then it
was followed by lack of community participation, lack of
motivation from the implementer, devote less time to other
aspects and item 5 refers to “Increased staff involvement in
decision making” got the least perceived issues of the
teachers. This implies that teachers involvement on the
development of theprogram wasencourage.Therefore,their
time and task were increased and this led to another task
and burden on them. This is that when teachers given
additional task, they might be no longer prepared and focus
on their teaching task.
Conclusion and Recommendation
Based from the results of the study, theresearcherconcludes
that the level of participation of internal and external
stakeholders in school based managementprogram wasstill
in the process of knowing what are the process and steps in
achieving the overall mission of the program. In addition,
principal and the teachers were bombarded with additional
task and this affect their limited time at school and teaching
duties. Moreover, lack of financial resources was also the
problem on the implementation. Hence, the researcher
believed that there are more things to improved before we
can attain the mission of this program.
It is recommended that the proposed action plan beadopted
by the proper authorities to address the identified areas of
concerns and problems. This research study might be
deliberated by the public officials, school heads, teachers,
parents and different stakeholders so that they will be
encouraged to continuously support the schools operation
for the benefit of all the stakeholders, most especially to the
learners.
